Sw OF AL Qaittil \RG1N*' COUNTY OF ALBEMARLE Department of Planning&Community Development 401 McIntire Road,Room 218 Charlottesville,Virginia 22902-4596 (434)296-5823 Fax(434)972—4012 May 28, 2004 Dex Sanders Sanders Architect,PC 16102 Raccoon Ford Road Culpeper,VA 22701 RE: ARB-2004-19 and 2004-57: Albemarle Baptist Church Dear Mr. Sanders, I have reviewed your plans with revision date of May 4, 2004 for the above-referenced project. I have the following comments: 1. You've shown tree protection fencing on the plan, but the extent of fencing shown is insufficient to ensure the protection of the trees to remain. 2. The note on the landscape plan regarding the "dense scrub" area along Hydraulic Road now reads, "remove dense ex. scrub." Without a specific limit on the maximum size of scrub to be removed, there is potential for conflict between this note and the one reading "existing trees to remain." A Certificate of Appropriateness from the ARB is required prior to final site plan approval from the Community Development Department. The following changes to the plan are required to receive a Certificate of Appropriateness: 1. Extend the tree protection fencing a) to match the "Proposed limits of clearing" line around the phase 2 structure, b) from its endpoint near the south corner of the phase 3 building to its endpoint at the north side of the tree save area located between the phase 2 structure and Hydraulic Road, and c) to match the "Proposed limits of clearing" line around the southwest side of the tree save area located between the phase 2 structure and Hydraulic Road. 2. Amend one or both of the "remove dense ex. scrub" and "existing trees to remain" notes with a proposed caliper size to clarify the proposed extent of"scrub"removal. Please submit 2 copies of revised drawings addressing these comments at your earliest convenience. Include a memo indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropnateness may be issued. If you have questions, feel free to contact me. Limits of Cleanng"form the site plan, sheet C 1.01. This is an erosion control plan feature. V . Please note the existing drainage easement from Rio Road is to be abandoned,as it appears to serve no purpose. [18-32.6.6d] V . Please remove the unnecessary lines in the area of the stormwater facility on sheet C 1.01. VDOT approval of nght-of-way and entrance improvement is required. [DM902B] B. Please provide easements of the stormwater facility and access. 2. Please show the dam with a minimum top width of 8' (DSM 503.1E4&909.2A VSMH3.01) 3. Please enlarge the barrel pipe to a minimum of 15"(DSM503.1E). 4. Please provide an adequate stormwater conveyance channel from the South West corner of the parking lot to the stormwater management facility ending in an apron on the top of the soil mix. 5. A Stormwater Management Facilities Maintenance Agreement is required. Please submit the latest version, dated August 1999,typed and signed in black ink by the owner, along with the$16 recordation fee. Note: The plan cannot be approved until the Maintenance Agreement has been received, approved and recorded. C. Erosion and sediment control plan: (Comments are unchanged. Revisions have not been received.) Narrative: 1.The existing site conditions shall have the following added: "The site gently slopes towards Hydraulic Road in two directions. The majority of the site currently drains through an existing 24"RCP under Roslyn Ridge Road and into a drainage swale on the parent parcel. The remainder of the site enters an existing storm sewer system on Hydraulic Road and will not be disturbed as a part of this plan." 2.The"Erosion Control Measures"should report how the devices shall be utilized on this site: a) A Temporary Paved Construction Entrance shall be installed at the beginning of the project. The installation of the entrance will require the removal of a portion of the existing concrete ditch where an 18"RCP will be installed with transitions to the existing concrete ditch on either end. This will allow the off-site clean water to continue to pass through the site without treatment for sediment loads. Construction entrance activities may require additional silt fence installation along the length of the entrance to protect the existing conveyance channel from sediment deposition. Engineering Plan Review Comments Page 2 of 2 b) Silt fence will be installed along both side of the existing concrete ditch as shown on the E&SC plan sheet to prevent sediment leaving the site. Additional silt fence maybe required in the area of the proposed signage for this site. c) Cleanwater Diversion shall be installed to reduce the drainage area required for sediment trap sizing. The cleanwater diversion shall be installed and stabilized according to detail prior to site grading and sediment trap installation. d) A sediment trap shall be constructed for the remaining 0.31 acres drainage area and must be installed and stabilized prior to site grading. e) Outlet Protection shall be installed on both outlet pipes as shown on the E&SC plan immediately after installation. f) Inlet protection shall be installed on the yard drain in the future lawn/patio area immediately after installation to prevent sediment compromising the capacity of the structure. g) Dust Control measures shall be utilized to prevent the movement of dust from exposed soil surfaces and reduce the presents of airborne substances which may present health hazards, traffic safety problems or harm animal and plant life. Plan sheet: 3.Remove the 1"=30' scale from the corner of the plan sheet unless it refers to one of the details on the plan sheet. 4.Vicinity map is required. 5.Please update the Paved Construction entrance detail i.e. Remove reference to stone entrance and show pavement requirements. The E&SC portion of the Water Protection bond is$23,000.00 and shall become a part of the whole Water Protection Bond amount. Please submit 4 copies of the E&SC plan and narrative for the pre-construction meeting to be held in this office.
