Road and drainage plan: 1. Please provide signed and dated professional seals on the plans. [18-32.6.1] 2. Please provide drainage computations; for the spread in the parking area,the entrance culvert, and proposed channels [18-32.6.6d, 32.7.4, DM902B4] 3. Please dimension the turn and taper lane and provide pavement specifications. [18-32.7.2, 32.7.2.1] 4. Please provide a profile for the entrance travelway demonstrating a maximum of 4% grade for 40' from the edge of pavement of the intersected road. [18-4.12.17b] 5. Please provide bumper blocks or a 6' minimum sidewalk width next to parking spaces. [18-4.12.16e] 6. Please remove the "Prop. Limits of Clearing"form the site plan, sheet C 1.01. This is an erosion control plan feature. 7. Please show the existing pipe for which the existing drainage easement extends along the corner of the property. A profile should be provided to ensure the fill over the existing pipe is within structural limits. [18-32.6.6d] 8. Please remove the unnecessary lines in the area of the stormwater facility on sheet C1.01. 9. VDOT approval of right-of-way and entrance improvement is required. [DM902B] Comments for VDOT; #1. A 100'turn lane 12' in width with a 100"taper is required for this site and should be delineated on the plan. A typical section should be shown with a pavement design consisting of 8"#21A&2"SM-9.5A. #2. The proposed plantings appear to close to the 250'sight line and will be an encroachment if not set back. In addition the fence needs to be moved out of the sight line. #3. The plan indicates the existing ditch and a proposed pipe however they don't appear to tie together. (perhaps on the soil erosion plan, but should be on site plan) B. Stormwater management plan: 1. Please provide easements of the stormwater facility and access. 2. Please provide pre and post-development hydrology computations for the site and routing computations for the SWM facility. The computations must meet the requirement of sec. 17-314 of the Water Protection Ordinance, and 503.2 of the Design Standards Manual. 3. Please show the dam with a minimum top width of 8' (DSM 503.1E4&909.2A VSMH3.01) 4. Please enlarge the barrel pipe to a minimum of 15"(DSM503.1E). 5. Please provide an adequate stormwater conveyance channel from the South West corner of the parking lot to the stormwater management facility ending in an apron on the top of the soil mix. 6. A Stormwater Management Facilities Maintenance Agreement is required. Please submit the latest version, dated August 1999,typed and signed in black ink by the owner, along with the $16 recordation fee. Note: The plan cannot be approved until the Maintenance Agreement has been received, approved and recorded. C. Erosion and sediment control plan: Narrative: Engineering Plan Review Comments Page 2 of 2 1.The existing site conditions shall have the following added: "The site gently slopes towards Hydraulic Road in two directions. The majority of the site currently drains through an existing 24"RCP under Roslyn Ridge Road and into a drainage swale on the parent parcel. The remainder of the site enters an existing storm sewer system on Hydraulic Road and will not be disturbed as a part of this plan." 2.The"Erosion Control Measures"should report how the devices shall be utilized on this site: a) A Temporary Paved Construction Entrance shall be installed at the beginning of the project. The installation of the entrance will require the removal of a portion of the existing concrete ditch where an 18"RCP will be installed with transitions to the existing concrete ditch on either end. This will allow the off-site clean water to continue to pass through the site without treatment for sediment loads. Construction entrance activities may require additional silt fence installation along the length of the entrance to protect the existing conveyance channel from sediment deposition. b) Silt fence will be installed along both side of the existing concrete ditch as shown on the E&SC plan sheet to prevent sediment leaving the site. Additional silt fence may be required in the area of the proposed signage for this site. c) Cleanwater Diversion shall be installed to reduce the drainage area required for sediment trap sizing. The cleanwater diversion shall be installed and stabilized according to detail prior to site grading and sediment trap installation. d) A sediment trap shall be constructed for the remaining 0.31 acres drainage area and must be installed and stabilized prior to site grading. e) Outlet Protection shall be installed on both outlet pipes as shown on the E&SC plan immediately after installation. f) Inlet protection shall be installed on the yard drain in the future lawn/patio area immediately after installation to prevent sediment compromising the capacity of the structure. g) Dust Control measures shall be utilized to prevent the movement of dust from exposed soil surfaces and reduce the presents of airborne substances which may present health hazards,traffic safety problems or harm animal and plant life. Plan sheet: 3.Remove the 1"=30' scale from the corner of the plan sheet unless it refers to one of the details on the plan sheet. 4.Vicinity map is required. 5.Please update the Paved Construction entrance detail i.e. Remove reference to stone entrance and show pavement requirements. The E&SC portion of the Water Protection bond is$23,000.00 and shall become a part of the whole Water Protection Bond amount. Please submit 4 copies of the E&SC plan and narrative for the pre-construction meeting to be held in this office. Waller AICP, Senior Planner DATE: April 23, 2004 RE: SDP 04-030 Albemarle Baptist Church Final Site Plan The Albemarle County Department of Planning and Community Development will approve the above-mentioned final site plan when the following items have been addressed satisfactorily. Please note that the following conditions are those that have been identified at this time. Additional conditions may be added or eliminated based on further review. [Where appropriate, comments are preceded by the applicable reference.]: AP [SP 01-047, #1] Architectural Review Board issuance of a Certificate of Appropriateness. [SP 01-047, #4] The Virginia Department of Health must grant approval of the proposed well and septic systems. At this point no information has been submitted for distribution to the health department regarding these systems. 3. [SP 01-047, #5] Show the 20-foot buffer that is required for commercial development adjacent to rural and residentially zone properties. 440 [SP 01-047, #8] Please be aware that this proposal is only being reviewed for the improvements identified as part of Phase I. Future phases will require amendment(s) showing alterations to the limits of clearing, erosion and sediment control plans, landscaping and other relevant aspects of the current plan. [SP 01-047, #9] The Virginia Department of Transportation must grant approval of the entrance and any other improvement related to the public road rights-of-way. [4.12.16e] Provide wheel stops or bumper blocks for the excess parking spaces that don't have CG-6 curbing at their fronts. Mylars will not be accepted for signatures until all departments have granted final tentative approval. In accordance with Section 32.6.1,mylar copies of the site plan must be sealed, signed and dated by an architect,professional engineer, land surveyor, or certified landscape architect when submitted for final approval. The Board, by a vote of 4:0, approved the request, pending staff administrative approval of the following conditions 1 Do not include lawn area in areas indicated as undisturbed woods. If lawn areas are to remain, revise the limits of clearing to reflect proposed lawn areas. Relate the clearing boundary to the edge of disturbance. 2. Clarify the proposed grading for contour 570, specifically at the inlet by the future patio and south of the future sanctuary. 3 Provide material and color information for the retaining wall(s) 4. Clarify how the existing trees will remain on the berm. 5 Indicate on the plan which trees are to be preserved. 6. Replace the label (Preserve existing shade trees this area) with "Existing trees to remain" 7. Regarding the biofilter landscaping, coordinate sheets C1 and L1 and label the plants. 8. Substitute the Japanese Barberry with a shrub, such as Clethra or lnkberry Holly, that is not invasive and that is included on the Albemarle County Recommended Plant List. 9. Provide a signed tree conservation checklist on the plan. Indicate on the plan the location of the tree protection fencing and specifically which trees will receive additional tree armoring. 10 Regarding the cupola, identify panels, windows, and materials on the elevations. 11.
