Hi everyone,
Attached you will find the second review comments for the Brookhill Blocks 9-11 Final Plat. There are only a couple of
minor revisions needed to address remaining Planning and Engineering Division comments. VDOT has no objection to
the plat. ACSA has not yet finished their review, but I sent them an email a few moments ago asking for an ETA on when
they will be finished. Once I hear from them, I will forward any remaining comments or approvals.
Once the plat has been revised to address the Planning and Engineering comments, you can just email me a PDF of the
revised plat. The changes are so minor that you don't need to go through the online submission portal on the County
website.

Every submittal after the first submittal has a 45 day window for review. Planning, Engineering, ACSA, and VDOT all had
comments on the first review. I can't speak for everyone else, but this one is currently the 12`h plat/plan in my review
queue. Unless the plat is something like a simple boundary line adjustment, a good rule of thumb is to expect 3-4 weeks
to receive review comments from the time you resubmit. Of course, depending on circumstances it could be much
quicker or potentially longer than that.

Yes, I received everything back today and I just had the plats signed/approved. The signed deeds and copies of the plat
are in the pick-up bin in the lobby of the CDD office.
One thing — the hard copies of the deeds are attached to the plat in the exact order that they should be recorded. I've
attached a PDF of the deeds in the order that they should be recorded as well for reference. Please be sure that this is
the order they get recorded when you take all of the documents to the Clerk's office.

Yes, I received everything back today and I just had the plats signed/approved. The signed deeds and copies of the plat
are in the pick-up bin in the lobby of the CDD office.
One thing — the hard copies of the deeds are attached to the plat in the exact order that they should be recorded. I've
attached a PDF of the deeds in the order that they should be recorded as well for reference. Please be sure that this is
the order they get recorded when you take all of the documents to the Clerk's office.

You are correct —we had discussed this over several email chains back in October. The V4 declaration will cover the
private improvements/easements in Blocks 9-11. 1 apologize if I added confusion with the comments letter for
SUB2020-204. I am simply putting this in all plat comment letters right now to make the development community
aware. Once March rolls around (assuming the BOS approves the text amendment), then the requirements for Section
14-317 become a lot easier on both ends to be addressed.
Nevertheless, the V4 declaration was reviewed with the SUB202000034 easement plat for Blocks 9-11. So I think we're
good.

Looking at Comment #9, it appears that the Private Improvement Maintenance Agreement is going away, which will be
helpful to everyone. Note that we've tried to be proactive here by integrating this private improvement maintenance
obligation language into the Declaration. Tori approved this approach for Spring Hill Village, Mariah at Glenbrook
Parkside and Andy at Avon Park II. I think there's a similar path for the Brookhill Villas, and I've attached add'I docs for us
to walk through it here.
• The Avon Park redline shows an added definition for maintenance (1.19). It's not yet included in the draft
Brookhill Villas Declaration, but we will add it if you're in agreement to do so.
• Under Avon Park section 5.13, the redline section specifies the Association maintenance obligations as well as
the boilerplate language that neither VDOT nor Albemarle County will be obligated for maintenance. We also
call out the County -approved plans as the maintenance standards.
Cameron, I get you aren't the CA, but these previously approved revisions in the Declaration items show a precedent
that the changes as described above would be acceptable to the CA. Let's plan to move forward with these revisions —
