RE: SDP202100092 S.L. Williamson Asphalt Plant (at Red Hill Quarry) — Initial Site Plan
Dear Mr. Holt,
have reviewed your comment letter dated February 9, 2022. 1 am offering my responses to the
individual comments below in red.
Albemarle County Planning Services
1. [32.4.2.1.F] -County records show that the $448.00 notification fee has not been paid. This
fee will need to be paid prior to final site plan approval.
Acknowledged. The fee has been paid on February 17, 2022. The Transaction ID is
4X258468PF2109621.
2. [32.5.2.A] — General info. Under Zoning notes, indicate that property includes steep slopes
zoning overlay.
Steep slopes overlay has been added to the Zoning Notes on Sheet 1.
3. [32.5.2.A] —General info. Cover page: include previous approvals for the property:
SP199700041, FDP202000005, SP201900009, SE202100036, SE202100037.
The previous applications and their status/approval dates have been added to the Site Data
on Sheet 1.
4. [32.5.2.J] —Sewer and drainage facilities. Show the location of any sewer facilities on the
property.
The property currently has a pump and haul system that it uses for its bathroom facilities.
The existing septic tank will be removed as part of this project. The new septic tank will also
be a pump and haul system. A note to this affect has been added to the Site Data on Sheet
1.
5. [32.5.2.G] — Onsite sewage. If applicable, include location of onsite sewage setback lines
from watercourses, intermittent streams and other bodies of water.
The proposed location of the septic tank is shown on Sheet 7. It is located outside of the
100' WPO Stream Buffer.
Albemarle County Engineering Division
1. Submit WPO plan application at earliest convenience.
A WPO application for this site will be submitted concurrently with the Final Site Plan
2. Final site plan (FSP) approval requires WPO plan approval.

3. In anticipation, WPO plan should show, consider, or provide:
a. Mitigation plan for improvements proposed within the landward 50' of stream
buffer. Note: Mitigation plan must meet requirements of section 17-406.
A mitigation plan is part of the WPO plan set.
b. Identify runoff that reaches proposed settling basins located within the stream
buffer.
Acknowledged, this will be provided with the WPO.
c. No petroleum or petroleum -contaminated rinse water or water -borne (emulsified)
asphalt may drain to settling basins in the landward 50' of stream buffer. Solid, non -
emulsified* asphalt material may drain, settle and be removed from settling basins
in the landward 50' of stream buffer, if removed periodically. No discharge of solid
asphalt material is permitted to drain from basins to streams, nor may industrial,
quarry -related material enter a stream. Road grit, dust, debris, etc. may drain to
settling basins provided these materials do not then discharge to streams.

d. Provide tentative settling basin maintenance schedule (what is required, how often,
etc.)
Acknowledged, this will be provided with the WPO.
e. Please provide narrative with WPO and FSP that describes or contextualizes what
materials reach settling basins, via what route, and how materials are prevented
from entering or contaminating streams. This is a feature of SWPPP template,
section 6, PPP.
Acknowledged, this will be provided with the WPO and FSP.
f. Provide reference on WPO to approved SP201900009, with conditions, including
approved critical slopes waiver approval anticipated to occur 1/19/22.

g. Please make ref. to FDP202000005, Approved 7/20/2021.

Albemarle County E911 Services
1. If there will be 3 or more addressable structures this will require a road name. Please
contact me if that is the case, otherwise it is good to go.
We have been in contact with E911 Services to discuss the addressing needs of the project.
There will be only one building on site (the Control Center). Since this application is for the
removal and replacement of the existing asphalt plant, we will be continuing to use the
existing entrance and address associated with it - 2617 Redhill Road, North Garden, VA
22959.

Albemarle County Building Inspections
1. Add the following note to the general notes page:
a. Retaining walls greater than 3 feet in height require a separate building permit.
Walls exceeding 4 feet in height require a stamped engineered design also. Walls
require inspections as outlined in the USBC.
The requested note has been added to the Site Notes -Retaining Wall on Sheet 1.
2. Add the following note to the general notes page:
a. Buildings or structures built before January 1, 1985 must have an asbestos survey
performed in order to apply for a demolition permit.
The requested note has been added to the Site Notes -Retaining Wall on Sheet 1.
b. Asbestos removal permits are required if positive for such from Albemarle County
and VDOLL Contact VDOLI for their additional requirements and permits for
demolition projects at 540-562-3580 x131.
The requested note has been added to the Site Notes -Retaining Wall on Sheet 1.
Albemarle County Department of Fire & Rescue
1. Please provide a note on the plan identifying the location of the closest water source
suitable for fire suppression operations.
The location of the closest dry -hydrant has been added to the Site Data on Sheet 1.
2. During construction, the following fire prevention steps are required, so please note them
on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions such as to
make smoking a hazard and these areas shall be designated with no smoking signs
per Virginia Statewide Fire Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for discarded
smoking materials per Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting
shall be provided at all construction and demolition sites, provide access to within
100 ft. of temporary or permanent fire department connections, and have no
overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this
access may be via permanent or temporary road, but shall be capable of supporting
fire apparatus in all weather conditions.
d. Contractor shall ensure the street numbers are always plainly visible from the
frontage street during construction per the Virginia Statewide Fire Code
e. An approved water supply for firefighting operations shall be in place and available
as soon as combustible materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the end of each
day and disposed of in accordance with the Virginia Statewide Fire Code
g. Fire extinguishers shall be provided, with not less than one approved fire
extinguisher at each stairwell, on all floor levels where combustible materials have
accumulated, in every storage and construction shed and in areas of special;

hazards, such as where flammable and combustible liquids are stored or used, in
accordance with the Virginia Statewide Fire Code
h. Operations involving the use of cutting and welding shall comply with the Virginia
Statewide Fire Prevention Code and shall require a permit from the Albemarle
County Fire Marshal's Office
The requested notes have been added to the Site Notes -Fire Prevention on Sheet 1.
Virginia Department of Health
1. The plan does not include water or sewer service to the proposed facility, however, if does
indicate 3-4 employees. Unless those employees will have access to restrooms elsewhere
on that parcel, accommodations will need to be added to the plan to be in compliance with
12VAC5-610-80.C. of the Sewage Handling & Disposal Regulations which states that, "All
buildings, residences, and structures designed for human occupancy, employment or
habitation and other places where humans congregate shall be served by an approved
sewerage system and/or treatment works".
