SUB20220025 — TMP 46-18B Two -Lot Subdivision Plat — Review Continents Mr. Langille, The plat has been revised to address the comments received on March 15, 2022 in accordance with the following: 1. [14-302 (A)(10)] TMP 46-18B is zoned RA Rural Area, and any divisions creating lots measuring less than 21 acres must utilize a development right. Please address the following: a. Add a note to Sheet 1 stating the number of development rights that TMP 46-18B currently has. RGA Response: See revised note 10. b. Please relabel and identify either New Parcel A or New Parcel B as the residue of TMP 46- 18B. RGA Response: Parcel B has been revised to residue of TMP 46-18B. The R/W dedication parcel "C" has been revised to now be Parcel B. Area calculation table has been revised to match. c. Add a note stating how many development rights are being allocated to new Parcel A and New Parcel B. The note should be worded as follows: 'Parcel [letter or number] is assigned [number] development rights and may/may not be further divided and when further divided these rights shall not comprise more than [number] acres. The residue of Tax Map/Parcel [numbers] is retaining [number] development rights and when further divided it shall not consist of more than [number] acres." RGA Response: See revised note 10. 2. [14-303 F] Note 11 on Sheet 1 states that "no new parcels are being created with this plat." However, the plat is being reviewed as a two -lot division that will create two lots out of the existing TMP 46-18B. Please explain/revise this note. Once this plat is recorded, New Parcel A and New Parcel B will be separate Tax Map Parcels. RGA Response: Note has been revised. 999 Second Street SE. Charlottesville. [14-302 (B)(5)] Please update note 5 so that it states that TMP 46-18B is located within the AIA Airport Impact Area and EC Entrance Corridor overlay Districts. RGA Response: Note 5 has been updated. 5. [14-302 (B)(10)] Add a note to Sheet 1 stating "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." RGA Response: Note 9 has been added to Sheet V1. 6. [14-303 (D)] Per comment #lb above, please revise the area summary on Sheet 2 so that it identifies either New Parcel A or New Parcel B as the residue of TMP 46-1813. RGA Response: Area Calculations table has been revised. 7. [14-303 (I)] On Sheet 2, please show a definite bearing and distance tie between not less than two permanent monuments on the exterior boundary of the property and further tie to existing street intersection where possible and reasonably convenient. RGA Response: RGA Response: Multiple monuments are shown on the boundary of the original parcel. Note 12 has been added to sheet VI stating that irons will be set at property corners after plat approval. Road intersections are shown on this plat. 8. [14-307.1] A Tier II Groundwater Assessment is required since New Parcel Z measures less than 21 acres. Please submit the required fee of $406.64 with the resubmittal, and staff will initiate the Tier II assessment. Results will be forwarded to the applicant once complete. RGA Response: Additional fee will be paid. See attached receipt. 9. [14-426] Please revise the callout for Parcel C on Sheet 2 so that it states "hereby dedicated to public use" instead of "to be dedicated to public use." RGA Response: Parcel C is now Parcel B and uses the note "HEREBY DEDICATED TO ALBEMARLE COUNTY FOR PUBLIC USE". a. [14-302 (A)(14)] On Sheet 1, please add a note stating that the 0.238 acre Parcel C shown on the plat is hereby dedicated to public use for public right-of-way.
