[14-302 (A)(10)] TMP 46-18B is zoned RA Rural Area, and any divisions creating lots measuring less than 21 acres must utilize a development right. Please address the following: a. Add a note to Sheet 1 stating the number of development rights that TMP 46-18B currently has. Rev. 1: Comment addressed. b. Please relabel and identify either New Parcel A or New Parcel B as the residue of TMP 46-18B. Rev. 1: Comment addressed. c. Add a note stating how many development rights are being allocated to new Parcel A and New Parcel B. The note should be worded as follows: "Parcel [letter or number] is assigned [number] development rights and may/may not be further divided and when further divided these rights shall not comprise more than [number] acres. The residue of Tax Map/Parcel [numbers] is retaining [number] development rights and when further divided it shall not consist of more than [number] acres." Rev. 1: Comment addressed. 2. [14-303 F] Note 11 on Sheet 1 states that "no new parcels are being created with this plat." However, the plat is being reviewed as a two -lot division that will create two lots out of the existing TMP 46-18B. Please explain/revise this note. Once this plat is recorded, New Parcel A and New Parcel B will be separate Tax Map Parcels. Rev. 1: Comment addressed. 3. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment addressed. 4. [14-302 (B)(5)] Please update note 5 so that it states that TMP 46-18B is located within the AIA Airport Impact Area and EC Entrance Corridor overlay Districts. Rev. 1: Comment addressed. 5. [14-302 (B)(30)] Add a note to Sheet 1 stating "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." Rev. 1: Comment addressed. 6. [14-303 (D)] Per comment #1b above, please revise the area summary on Sheet 2 so that it identifies either New Parcel A or New Parcel B as the residue of TMP 46-18B. Rev. 1: Comment addressed. 7. [14-303 (1)] On Sheet 2, please show a definite bearing and distance tie between not less than two permanent monuments on the exterior boundary of the property and further tie to existing street intersection where possible and reasonably convenient. [34-307.1] A Tier II Groundwater Assessment is required since New Parcel Z measures less than 21 acres. Please submit the required fee of $406.64 with the resubmittal, and staff will initiate the Tier II assessment. Results will be forwarded to the applicant once complete. Rev. 1: Payment submitted and Tier II Groundwater Assessment has been initiated. The assessment will be forwarded to the applicant once it is complete. 9. [14-426] Please revise the callout for Parcel C on Sheet 2 so that it states "hereby dedicated to public use' instead of "to be dedicated to public use." Rev. 1: Comment addressed. a. [14-302 (A)(14)] On Sheet 1, please add a note stating that the 0.238 acre Parcel C shown on the plat is hereby dedicated to public use for public right-of-way. See attached VDOT comments for further information. Rev. 1: Comment addressed.
