Response 7: Comment acknowledged. A steep slope exhibit has been included in this submission. Building Inspections / Betty Slough Comment 1: Based on the size of the pool area, a minimum of 3 means of egress are needed, of which 2 must be accessible. It is possible that a 4ch gate may be needed. These gates must be located per Section 1007 of the 2018 Virginia Construction Code. Response 1: A third gate was added to the pool area. Comment 2: Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. Response 2: Note 33 was added to sheet C-102. w .BohlerEngineering.com Kevin McCollum BOHLERI Final Site Plan 15 Review Response April 20, 2022 Page 5 of 17 Comment 3: Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI At17.1-09 and the 2018 Virginia Construction Code. Response 3: Note 34 was added to sheet C-102. Comment 4: Add the following note to the general notes page: Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. Response 4: Note 35 was added to sheet C-102. Comment 5: Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. Response 5: Note 36 was added to sheet C-102. Comment 6: Note to developer: Due to required distances from lot lines and structures as required by the NFPA, underground propane tanks may be prohibited. Plan accordingly. Response 6: Comment acknowledged. Comment 7: Add the following note to the general notes page: Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. Asbestos removal permits are required if positive for such from Albemarle County and VDOLI. Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-3580 x131. Response 7: Note 37 was added to sheet C-102. Comment 8: Add the following note to the general notes page: All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and watermain(s). The Albemarle County Building Inspections Department (ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. The developer/contractor is responsible to retain a Special Inspector as outlines in the updates Albemarle county Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issues. Response 8: Note 38 was added to sheet C-102. w .BohlerEngineering.com BOHLERI Fire -Rescue / Howard Lanomarsino Kevin McCollum Final Site Plan 1s' Review Response April 20, 2022 Page 6 of 17 Comment 1: On the plans dates 1/10/2022, they indicate apartment buildings are to be constructed on the site, though the requirement for fire suppression/fire sprinkler systems is the purview of the building official, it is anticipated the apartment buildings will require the installation of a fire sprinkler system. As such, this requires a fire department connection (FDC). I do not see the location of the FDC indicated on any plan sheets for these buildings. This is important to assess the placement of hydrants as a fire hydrant needs to be within 100 feet of the fire department connection and arranged so that when the hydrant and the FDC are in use, it does not obstruct the fire apparatus access. Response 1: Fire department connections are now shown on all apartment buildings. Comment 2: 1 did not locate the note on the plans the note for the needed fire flow of the buildings. The flow for the apartments will be different than the flow for the townhomes. Please place a note on the plans that identifies the needed fire flow for the buildings. Response 2: Comment acknowledged. The ISO fire flow calcs will be provided separately. Comment 3: In line with comment #2, the needed fire flow coincides with the analysis of the available fire flow at the hydrants. Please place a note on the plan the available fire flow for the hydrants (This calculation is needed to accurately assess if the hydrant numbers and spacing are sufficient). Response 3: Note 2 was added to the utility plan to indicate fire flow. Comment 4: The hydrant spacing for the townhome section is insufficient. In the least stringent scenario, the spacing is hydrants every 500 feet but arranged so that no building is more than 250 feet from a hydrant. The townhomes on the west side of travelway D and travelway E do not conform to this requirement. Response 4: Hydrants have been added to cover all buildings. Comment 5: During construction, the following fire prevention steps are required, so please note them on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to making smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code. w .BohlerEngineering.com BOHLERI Kevin McCollum Final Site Plan 1s' Review Response April 20, 2022 Page 7 of 17 e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code. g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code. h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office. Response 5: Fire prevention notes were added to sheet C-102. Comment 6: There are places on the roads and travelways where parking spaces are not delineated and the width of the road does not permit parking without obstructing the travelway below the required 20 foot width for areas with buildings less than 30 feet tall accessed by the road or travelway or if over 30 feet tall, the 26 foot width. These roads will require no parking signs that are noted on the plans. Response 6: "No Parking fire lane signs have been added to the fire route where no parking is allowed. Rivanna Water and Sewer Authority / Dvon Vega General Comments: Comment 1: Please include RWSA general notes. Attached. Rivanna Water and Sewer Authority (RWSA) General Water 8r Sanitary Sewer Notes 1. This includes building overhangs, retaining walls, footers for any structure, drainage structures, etc. 14. Trees are not permitted in the RWSA easement. Notes were added to sheet C-102 Comment 1: Please show RWSA 24" DI WL on overall grading sheet. Response 1: The 24" Waterline was added and labeled to sheet C-400. w .BohlerEngineering.com BOHLERI Sheet C-500: Kevin McCollum Final Site Plan 1s' Review Response April 20, 2022 Page 9 of 17 Comment 1: RWSA would prefer to not have a tap off the 24" DI WL along Seminole Trail. Please consult with ACSA as to whether this is needed or the 6" tap off Ashwood Blvd from the ACSA line is enough. Response 1: Per conversations with ACSA, we will be keeping the tap off of the 24" waterline to account for the high water demand from the proposed buildings. Comment 2: With a proposed tap from the RWSA 24" DI WL, RWSA would like the ACSA 12" line to prepare for a future connection to serve the adjacent parcels and connect through Hollymeade or Rubin Ln. Response 2: A stub is provided at the east end of the 12" waterline along Archer Ave for the adjacent property. Comment 3: Please plan to perform a wet tap on the 24" DI WL so a shutdown is not required. Response 3: A note was added to sheet C-500. Comment 4: How do you plan to abandon the existing 2" service lateral, meter, and PRV at Ridgewood Drive? Response 4: The existing meter will be capped and left in place. A label was added and shown on sheet C-204 and C-504. Sheet C-501: Comment 1: The proposed tap calls out a 12"x12" Tee but should be a 12"x14" Tee.
