Bohler is pleased to submit on behalf of RST Development, LLC the Final Site Plan 2nd
Submission for the Multi -Family Residential Development in Charlottesville, Virginia. The
following is our comment response letter addressing comments received from various
departments. Each comment is addressed and responded to as follows:
Planning / Kevin McCollum
Applicable Comments from Initial Site Plan Action Letter (dated November 24, 2021)
Comment 3: [32.5.2(i)] Please clarify the following:
a. Private Road C is the only vehicular accessway within the site that is
labeled as a private road. Please verify this is being done in order to
provide the inter parcel access to the adjoining property, as shown on the
ZMA Application Plan. If so, a private street easement that grants access
to the adjoining parcel needs to be recorded prior to final site plan
approval. Comment partially addressed, Private Road C (Archer Avenue)
will be a private street. Prior to final site plan approval, a private street
easement will need to be created through recordation of an easement
plat. See comment #12 below for further information.
Response 3: A private street easement is labeled on the plans. An easement plat will be
provided under separate cover.
Comment 4: [32.5.2(a)] Revise the Parcel ID label on the Cover Sheet to state 'Tax Map and
Parcel Number" or simply "TMP". Please include a reference to both TMP 46-108
and TMP 46-109. Please revise the "PIN" reference and change to "TMP" in the
Site Data table on the Cover Sheet.
Response 4: PIN was replaced with TMP in the Site Data notes.

data did not fit on the cover sheet so it is now shown on sheet C-103.
Comment 9: Zoning approval of the proposed parking requirements and the provided layout is
required prior to Final Site Plan approval. Provide a breakdown of types and
numbers of units in the apartment buildings to confirm parking requirements. For
example, how many studio apartments, one -bedroom, two -bedroom, etc.
a. Please confirm how parking is being provided for the attached 78
units. Are there driveways and garages? Where are the guest
spaces?
Response 9: The townhome spaces are provided from the driveways and garages (2 per
unit) and the guest spaces are the parallel spots along Travelway D and E.
Comment 12: [32.5.2(k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage
facilities, or any proposed utilities will need to be reviewed, approved, and
recorded prior to final site plan approval. Please submit an easement plat
application to the County for review. The final site plan will need to be updates so
that all easements are shown and labeled identifying easement type, whether it's
public or private, a width dimension, and the recorded instrument with deed book
and page number. Comment stands. Per the site access note on Sheet 1 of
the Application Plan, all travelways within the development will need to
have an easement granting public access and use of the travelways. These
easements need to be recorded prior to final site plan approval. Sheet 3 of
the Application Plan identifies the travelways that need the public access
easement with a gray dashed line. Please show this easement on the site
plan on all applicable drawings.
Response 12:Public access easements have been added and labeled on the site plan
sheets.

Comment 5: Add the following to the general notes page:
All roof drains shall discharge in a manner not to cause a public nuisance and not
over sidewalks.
Response 5: Note 36 was added to sheet C-102.
Comment 6: Note to developer:
Due to required distances from lot lines and structures as required by the NFPA,
underground propane tanks may be prohibited. Plan accordingly.
Response 6: Comment acknowledged.
Comment 7: Add the following note to the general notes page:
Buildings or structures built before January 1, 1985 must have an asbestos
survey performed in order to apply for a demolition permit. Asbestos removal
permits are required if positive for such from Albemarle County and VDOLI.
Contact VDOLI for their additional requirements and permits for demolition
projects at 540-562-3580 x131.

Final Site Plan 1s' Review Response
April 20, 2022
Comment 1: On the plans dates 1/10/2022, they indicate apartment buildings are to be
constructed on the site, though the requirement for fire suppression/fire sprinkler
systems is the purview of the building official, it is anticipated the apartment
buildings will require the installation of a fire sprinkler system. As such, this
requires a fire department connection (FDC). I do not see the location of the FDC
indicated on any plan sheets for these buildings. This is important to assess the
placement of hydrants as a fire hydrant needs to be within 100 feet of the fire
department connection and arranged so that when the hydrant and the FDC are
in use, it does not obstruct the fire apparatus access.
Response 1: Fire department connections are now shown on all apartment buildings.
Comment 2: 1 did not locate the note on the plans the note for the needed fire flow of the
buildings. The flow for the apartments will be different than the flow for the
townhomes. Please place a note on the plans that identifies the needed fire flow
for the buildings.
Response 2: Comment acknowledged. The ISO fire flow calcs will be provided
separately.
Comment 3: In line with comment #2, the needed fire flow coincides with the analysis of the
available fire flow at the hydrants. Please place a note on the plan the available
fire flow for the hydrants (This calculation is needed to accurately assess if the
hydrant numbers and spacing are sufficient).
Response 3: Note 2 was added to the utility plan to indicate fire flow.
Comment 4: The hydrant spacing for the townhome section is insufficient. In the least
stringent scenario, the spacing is hydrants every 500 feet but arranged so that no
building is more than 250 feet from a hydrant. The townhomes on the west side
of travelway D and travelway E do not conform to this requirement.
Response 4: Hydrants have been added to cover all buildings.
Comment 5: During construction, the following fire prevention steps are required, so please
note them on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions
such as to making smoking a hazard and these areas shall be designated
with no smoking signs per Virginia Statewide Fire Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for
discarded smoking materials per Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for
firefighting shall be provided at all construction and demolition sites,
provide access to within 100 ft. of temporary or permanent fire
department connections, and have no overhead wiring or other overhead
obstructions lower than 13 ft. 6 inches; this access may be via permanent
or temporary road, but shall be capable of supporting fire apparatus in all
weather conditions.
d. Contractor shall ensure the street numbers are always plainly visible from
the frontage street during construction per the Virginia Statewide Fire
Code.

e. An approved water supply for firefighting operations shall be in place and
available as soon as combustible materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the
end of each day and disposed of in accordance with the Virginia
Statewide Fire Code.
g. Fire extinguishers shall be provided, with not less than one approved fire
extinguisher at each stairwell, on all floor levels where combustible
materials have accumulated, in every storage and construction shed and
in areas of special; hazards, such as where flammable and combustible
liquids are stored or used, in accordance with the Virginia Statewide Fire
Code.
h. Operations involving the use of cutting and welding shall comply with the
Virginia Statewide Fire Prevention Code and shall require a permit from
the Albemarle County Fire Marshal's Office.
Response 5: Fire prevention notes were added to sheet C-102.
Comment 6: There are places on the roads and travelways where parking spaces are not
delineated and the width of the road does not permit parking without obstructing
the travelway below the required 20 foot width for areas with buildings less than
30 feet tall accessed by the road or travelway or if over 30 feet tall, the 26 foot
width. These roads will require no parking signs that are noted on the plans.
Response 6: "No Parking fire lane signs have been added to the fire route where no
parking is allowed.

6. For sanitary sewer line construction: RWSA may require bypass pumping
for tie-ins to the existing system. All doghouse manholes must be
pressure -tested before a connection is made to the system.
7. The location of existing utilities as shown on the plans is from data
available at the time of design and is not necessarily complete or
accurate. The Contractor shall be responsible for the verification of the
location, size and depth of all existing utilities, both surface and
subsurface. The Contractor shall immediately notify the Engineer of any
discrepancies between the plans and Feld conditions. The Contractor
shall use due diligence to protect all utilities and structures from damage
at all times, whether shown on the plans or not. Damage to any existing
utilities shall be repaired by the Contractor to the original condition at no
additional cost to the Owner.
8. Erosion and sediment control facilities shall not be permitted in the RWSA
easement without special written permission from RWSA. No grading
shall be permitted in the RWSA easement unless permitted otherwise by
RWSA in writing.
9. No blasting shall be permitted within 100 feet of RWSA facilities without
written permission and RWSA approval of the blasting plan. Ground
monitoring during blasting and a pre -blast survey may be required. For
blasting within 100 feet of any operative RWSA sewerlines, bypass
pumping and/or pre- and post -CCTV may be required. RWSA may also
require certification from a licensed professional engineer stating that the
proposed blasting will not damage any RWSA facilities. Damage to any
utilities due to blasting shall be repaired by the Contractor to the original
condition at no additional cost to the Owner.
10. The contractor shall observe minimum separation requirements for utility
crossings. When a crossing is made under an existing facility, adequate
structural support shall be provided for the existing pipe. The area of the
crossing shall be backfilled with compacted 57 stone to the springline of
the existing pipe.
11. New water main installations shall be pressure tested, chlorinated,
flushed and have water samples approved prior to making any permanent
connection to the public water system. Approved methods of filling and
flushing new water mains will be required to prevent any contamination of
the public water system.
12. All easements for new RWSA facilities shall be recorded prior to placing
the new facilities into service.
13. No permanent structural facilities will be permitted in the RWSA
easement. This includes building overhangs, retaining walls, footers for

Comment 1: RWSA would prefer to not have a tap off the 24" DI WL along Seminole Trail.
Please consult with ACSA as to whether this is needed or the 6" tap off Ashwood
Blvd from the ACSA line is enough.
Response 1: Per conversations with ACSA, we will be keeping the tap off of the 24"
waterline to account for the high water demand from the proposed
buildings.
Comment 2: With a proposed tap from the RWSA 24" DI WL, RWSA would like the ACSA 12"
line to prepare for a future connection to serve the adjacent parcels and connect
through Hollymeade or Rubin Ln.
Response 2: A stub is provided at the east end of the 12" waterline along Archer Ave for
the adjacent property.
Comment 3: Please plan to perform a wet tap on the 24" DI WL so a shutdown is not required.
Response 3: A note was added to sheet C-500.
Comment 4: How do you plan to abandon the existing 2" service lateral, meter, and PRV at
Ridgewood Drive?
Response 4: The existing meter will be capped and left in place. A label was added and
shown on sheet C-204 and C-504.

for building 5 must be located within a paved area due to layout
constrictions.
Comment 3: Refer to TD-12 "Typical Meter Service Line" for service line diameters.
Response 3: Service line diameter labels have been updated to 4" per TD-12
Comment 4: Relocate MH A-80 to the turn circle.
Response 4: MH A-80 has been relocated to inside the turn circle.
Sheet C-502
Comment 1: Recenter proposed sewer easement around MH A-41.
Response 1: The easement around MH A-41 has been updated.
Comment 2: Remove bends and deflect water main near the Ashwood Blvd. entrance.
Response 2: The waterline near the intersection of Ashwood Blvd has been updated to
