Bohler is pleased to submit on behalf of RST Development, LLC the revised ARB Final Site Plan
Review 2nd Submission for the Multi -Family Residential Development in Charlottesville, Virginia.
The following is our comment response letter addressing comments received from Community
Development Department. Each comment is addressed and responded to as follows:
Comment 1: Consider a more muted color substitute for the white fiber cement.
Response 1: Updated colors will be provided separately.
Comment 2: Revise the building elevation drawings to include a material and color schedule
that is keyed to the sample board. Provide accurate material/color notations along
the building elevations.
Response 2: Updated elevations will be provided separately.
Comment 3: Revise the lighting plan to eliminate spillover in excess of .5fc.
Response 3: Lighting plan has been revised to eliminate spillover in excess of 0.5fc.
Comment 4: Revise the lighting plan to include details on wall light fixture type and style.
Response 4: Wall lighting details have been added to sheet C-714.
Comment 5: Revise the lighting plan to indicate that the plan was calculated using an LLF of 1.0
for all fixtures and revise the photometrics accordingly.
Response 5: The light loss factor has been updated to 1.0 as shown in the luminaire
schedule on sheets C-710 — C-713.

Comment 6: Revise the color temperature of the proposed lighting to indicate a warm white light
with a temperature in the range of 2000K-3000K.
Response 6: The notes on sheets C-710 — C-713 were updated to note all fixtures are
3000K.
Comment 7: Revise the luminaire schedule to indicate the color of the pole -mounted fixtures.
Response 7: The luminaire schedule has been updated to include the pole color on sheets
C-710 — C-713.
Comment 8: Revise the plan to indicate the fixture heights will not exceed 20' including the
base.
Response 8: Note 1 on sheets C-710 — C-713 was updated for clarity on the height.
Comment 9: Revise the lighting plan to include fixture locations and illumination values for the
wall -mounted lights.
Response 9: Wall- mounted lights are now shown on the plans. These were not included
in the calculations for the illumination values because they do not emit
enough light to be modeled. Note 6 was added to sheets C-710 — C-713.
Comment 10: Provide the frontage street trees at 3'/2" caliper.
Response 10:The trees proposed along the street frontage, Seminole Trail Rte-29 and
Ashwood Blvd Rte-1670, have been upsized to be 3 '/2" caliper as requested.
See the Offsite Landscape Schedule on the Overall Landscape Plan, sheet C-
703.
Comment 11: Planting size of the exterior and interior parking lot trees may be 1 ''/2" caliper.
Response 11:The exterior and interior parking lot trees are proposed at 1 %" caliper. See
the Landscape Schedules on the various Landscape Plan sheets, C-703 — C-
707.
Comment 12: Revise the landscape plan to show shrubs, 24" at time of planting, along the south
and west sides of the large parking lot.
Response 12: A row of 24" tall shrubs has been added along the Western and Southern
edges of the large parking lot. The Landscape Schedules and Tree Canopy
Compliance charts have been revised accordingly. See the Landscape Plan
on sheet C-705 and the Landscape Compliance on sheet C-707.
Comment 13: Revise the landscape plan to show shrubs, 24" at time of planting, along the west
side of the dumpster enclosure.
Response 13: A row of 24" tall shrubs has been added along the Western side of the trash
enclosure near the large parking lot. The Landscape Schedules and Tree
Canopy Compliance charts have been revised accordingly. See the
Landscape Plan on sheet C-705 and the Landscape Compliance on sheet C-
707.
Comment 14: Show tree protection fencing on, and coordinated throughout, the grading,
landscaping, and erosion and sediment control plans.
Response 14:Tree protection fencing is now shown on grading, landscaping, and erosion
plans.
