(CU3 Ensure Engineered level spreader meets design criteria for downslope Max. grade /Min. slope length listed in VA DEQ Storrnwater Design Specification No. 2, Table 2.2. Alternatively, replace ELS with detention that attenuates concentrated storm runoff release at this discharge point. c. 14 Apr 2020 ZMA Application Plan, sheet 20, Note 2 states: `If permitted under applicable stormwater regulations, stormwater discharge may be to level spreader or similar facility to open space. If conditions do not permit such discharge, stormwater may be conveyed to the stream or river in an adequate channel (shown in gray) with slope stabilization as applicable, where stream bank disturbance occurs.' Show Aabel ACSA sanitary sewer /water line easements. b. Label all retaining walls. Assign Wall identifiers (letter, #) for ease of reference. Provide TWBW elevations. c. (Cl 1) Provide suitable ditch runout for 6' travelway ditch at U.S. Rt. 29. Design must avoid and limit potential erosion at U.S. Rt. 29, or other locations. Further, this point discharge must meet state stormwater management (stormwater quantity) regulations. d. (C12) Engineering prefers design abandon ditch to Rt. 29, and instead, more nearly approximate design shown on sheets 20,21 of 14 Apr 2020 ZMA Application plan, which shows no conveyance to U.S. Rt. 29 RW. e. (C13) Revise proposed 340 LF 108" CMP underground detention system which presents liability, with few if any positive offsets (perhaps less initial expense). Unless rock precludes multiple smaller systems, installation of proposed 340 LF 9' DIA system will require significant SWM facility easement width (Ref. ACDSM Easement diagram, p. 15), which requires, for a system this size, at least 37' wide SWM easement (assume 1' bedding, 3' cover). In the future, when the system is replaced, there will be no vehicular access to the entire lower parking area that serves nearly half the Rivers Edge development. Also, should there be performance issues with a single detention system, there is no backup to treat a portion of developed runoff. If the proposed single system is bypassed, it is possible the entire volume of impervious area runoff could route across preserved steep slopes. ZMA Application plan sheet 19 presents a system approximately half the length proposed. Propose alternate detention that maintains partial access to lower parking lot should future circumstance warrant excavation of parking areas to repair or replace the UG detention system. Consider alternative SWM design that locates multiple detention practices nearer to residences and upper tier parking (for example, 4 — 85 LF systems would provide identical detention capacity without compromising access to this degree, and would permit at least partial water quantity treatment should incident affect one of several systems. As it is, incident affecting a single system may prevent or compromise storm detention, entirely. Engineering disapproves current proposed SWM design on access /maintenance basis, as well as scale of departure from ZMA Application plan. With WPO plan, provide bypass of any SWM facility while mitigating impact of bypass flow to critical resources, especially preserved steep slopes. f. Provide CG-6 or CG-7 along site access/travel way wherever storm runoff concentrates against curb. If ZMA approval explicitly exempts site from curb -gutter requirements at Ch. 14 /18, please direct Engineering to exemption. Otherwise, please see 18-32-7.2.2.a. / 14-412.B., provide curb with gutter.[Note: sheets 20-22 of ZMA Application plan show inlet design along site access.] g. Provide PE -sealed sanitary effluent pump station design, incl. pump curves, pump type, wet well design, alarms, remote sensing, etc. as provided with documents or during presentation to PC or BOS in 2020, or in /with ZMA documents, etc. Recommend furnish evidence of coordination or approval with or from DEQ, relative to sanitary pump station design. Albemarle will not review Engineering Review Comments Page 3 of 3 or approve pump station design. ACSA is unlikely to review or approve pump station design. It is incumbent upon developer (per approved ZMA) to obtain approvals needed to construct the pump station, to ensure remote sensing system is operational, and that station will be maintained. 7. C 15: Show proposed storm lines and utilities (sanitary sewer/water) in light line -type on this sheet, to highlight potential conflicts. For example, proposed storm lines are proposed to cross at least 5 parking islands proposed to be planted with large canopy species. Revise storm pipe locations to avoid landscape conflicts. 8. Ensure steep slopes disturbance is consistent with sheet 23 14 Apr 2020, ZMA Application, and does not exceed 39,100 sq. ft. approved with ZMA. Show /label Area (ft) of Preserved Steep Slope impact with WPO and ESP. 9. Ensure stream buffer disturbance is consistent with sheet 24 14 Apr 2020, ZMA Application, and does not exceed—23,000 sq. ft. approved with ZMA. Show Aabel Area (ftz) of stream buffer impact with WPO and ESP. 10. C 14: Public drainage easement (downstream of SWM) should not propose storm pipe beneath /through a retaining wall. If unavoidable, provide concrete headwall Aintel details with PE -seal, similar to Versa-Lok Tm standard. Comment does not anticipate approval of public drainage easement with pipe penetration beneath or through a retaining wall, a configuration to avoid. 11. C 16: Include Site Access (travelway) section with stone /pavement depths, see River's Edge Street Section, sheet 28 of ZMA Application plan. Provide site access pavement design based on full buildout ADT. 12. Provide VDOT LD-229 (storm drain design computations) and LD-204 (stormwater inlet computations). 13. Provide complete storm profiles with labels, rim ANV elevations, slope, DIA, compaction notes, etc. 14. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. • Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2018 Virginia Construction Code. • Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater valve installed in the building drain, branch of the building drain or horizontal branch serving such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole cover of the next upstream manhole in the public sewer shall not discharge through a backwater valve. • All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. • Buildings or structures built before January 1, 1985 must have an asbestos survey performed in order to apply for a demolition permit. • Asbestos removal permits are required if positive for such from Albemarle County and VDOLL Contact VDOLI for their additional requirements and permits for demolition projects at 540-562- 3580 x131. • All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA performs any testing and inspections of the public sewer and water main(s). Additional Notes: • The Albemarle County Building Inspections Department(ACBID) does a visual inspection and witnesses the testing of the building drain, water service pipe and the sprinkler lead-in connection. • The developer/contractor is responsible to retain a Special Inspector as outlined in the updated Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line branches between the main and the meter(s)/building(s). • The Special Inspector's report must be submitted and approved by the Albemarle County Engineering Department prior to a Certificate of Occupancy being issued. • Sidewalks are not shown from the parking areas to each building. Accessible routes are not shown. SDP2022-12 Rivers Edge— Initial Site Plan Comments: Albemarle Co Fire & Rescue — Howard Lagomarsino hlaeomarsino@albemarle.org 4-13-2022 1) Please clarify the heights of the buildings, especially the three story buildings to ensure they conform to the following standard: fire aparatus access roads are rquired to provide access to within 150 ft of all side so fthe ground level from the road and to have a minimumk travel way width of 20 ft if the height of the building is 30 feet or less and 26 feet if the height of the building is over 30 ft. 2) Fire hydrants are required along the entrance road with a minimum spacing of 1000 ft to address transportion emergencies on the entrance road. 3) Where there are buildings, the number of hydrants required depend on the calculated needed fire flow. Please place a note on the plan indicating the needed fire flow, so the plan can be evaluated top ensure the proper number of hydrants and the needed fire flow are met 4) Fire Hydrant spacing for the buildings is based on the needed fire flow calculation. Please place a note on the plan indicating the needed fire flow so the plan can be evaluated for proper spacing (generally, the least onerous spacing is every 500 ft with no building more than 250 ft from a hydrant - as the needed fire flow rises, spacing decreases) 5) Please provide a note on the plan toi indicate the available fire flow from the ACSW 6) If the buildings are required to have sprinklers installed, then the FDC needs to be properly labeled on the plan, labeled with appropriate signage and have a hydrant within 100 feet of the connection and arranged so that the travel way is not obstrcuted when in use inn cnjunction with the hydrant. 7) During construction and demolition, the following fire prevention steps are required, so please note them on the plan: a) Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code c) Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d) Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e) An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f) Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office COMMONWEALTH of VIRGINIA DEPARTMENT OF TRANSPORTATION Stephen C. Please label if access road will be public or private. 2. Please show route 29 existing right of way on plans. 3. Please refer to the VDOT Road Design Manual, appendix F, access management design standards for entrances and intersections. Please provide geometry at entrance; Minimum width for commercial entrances needs to be 30 ft., or greater. 4. Please show existing section of guardrail on plans. 9. Guardrail will need to be replaced with construction of taper, please install upgraded/ current guardrail in accordance with VDOT's Road and Bridge standards, and specifications, and please show on plans. 10. Please show size of connection to RWSA 12" Cl waterline. 2. Waterline is shown on wrong side of road. I have attached a drawing showing where the waterline should appear. 3. Coordinate WL connection with RWSA and include RWSA connection notes below. 4. There is likely a gas line in close proximity with the 12" Cl WL. Wet Tap on RWSA Waterline Add the following note to the utility plan sheet that shows the proposed connection: "Contractor shall coordinate with RWSA and ACSA for the connection to the existing RWSA 12" waterline. Contractor shall use due diligence to protect the RWSA 12" waterline during construction and tapping. Contractor shall verify the horizontal and vertical location, the outside diameter and the pipe material of the 12" waterline prior to ordering the tapping sleeve. RWSA shall be contacted 3 business days in advance of the test pit and shall be present during the test pit. The tapping sleeve shall be approved by RWSA prior to being ordered. The tapping contractor shall be approved by RWSA prior to the tap. A minimum of 3 business days notice shall be given prior to installation of the tapping sleeve. All materials and methods of construction shall comply with the latest version of the General Water and Sewer Design and Construction Standards — Version 1.0, adopted in December 2015, except as modified below or modified in special notes. 2. RWSA shall approve all construction materials and methods of construction. A preconstruction conference shall be held with RWSA prior to the start of any work. 3. The contractor shall be responsible for notifying Miss Utility (1-800-552-7001). 4. RWSA Engineer (Victoria Fort at (434) 977-2970 ext. 205) shall be notified three business days prior to the start of construction. 5. All work is subject to inspection by RWSA staff. No tie-ins to the existing system shall be made without coordination with and the presence of RWSA staff. No work shall be conducted on RWSA facilities on weekends or holidays without special written permission from RWSA. 6. The location of existing utilities as shown on the plans is from data available at the time of design and is not necessarily complete or accurate. The Contractor shall be responsible for the verification of the location, size and depth of all existing utilities, both surface and subsurface. The Contractor shall immediately notify the Engineer of any discrepancies between the plans and field conditions. The Contractor shall use due diligence to protect all utilities and structures from damage at all times, whether shown on the plans or not. Damage to any existing utilities shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 8. Erosion and sediment control facilities shall not be permitted in the RWSA easement without special written permission from RWSA. No grading shall be permitted in the RWSA easement unless permitted otherwise by RWSA in writing. 9. No blasting shall be permitted within 100 feet of RWSA facilities without written permission and RWSA approval of the blasting plan. Ground monitoring during blasting and a pre -blast survey may be required. For blasting within 100 feet of any operative RWSA sewerlines, bypass pumping and/or pre- and post -CCTV may be required. RWSA may also require certification from a licensed professional engineer stating that the proposed blasting will not damage any RWSA facilities. Damage to any utilities due to blasting shall be repaired by the Contractor to the original condition at no additional cost to the Owner. 10. The contractor shall observe minimum separation requirements for utility crossings. When a crossing is made under an existing facility, adequate structural support shall be provided for the existing pipe. The area of the crossing shall be backfilled with compacted 57 stone to the springline of the existing pipe. 11. New water main installations shall be pressure tested, chlorinated, flushed and have water samples approved prior to making any permanent connection to the public water system. Approved methods of filling and flushing new water mains will be required to prevent any contamination of the public water system. 12. All easements for new RWSA facilities shall be recorded prior to placing the new facilities into service. 13. No permanent structural facilities will be permitted in the RWSA easement.
