Design Focused Engineering May 2, 2022 Charles Rapp, Deputy Director of Community Development County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 RE: SDP2022-XX 1805 Avon Street Extended — Initial Site Plan Sec. 4.16.2 — Minimum recreation facilities Dear Mr. Rapp, Per Sec. 4.16.2.1 of the Albemarle County Zoning Ordinance, the director of planning and community development may approve substitution of equipment or facilities as required by Sec. 4.16.2.1, provided they offer a recreational amenity equivalent to the facilities listed in Sec. 4.16.2.1, and are appropriate to the needs of the occupants. The initial site plan for 1805 Avon Street Extended proposes the development of 85 units on tax map parcels 09000-00-00-035DO and 09000-00-00-035HO (the "property"). According to Sec. Sec. 4.16.1 and 4.16.2.1, the construction of 85 units would require a minimum of 7,900 square feet of recreational area within common area or open space on the site, two tot lots, and one-half basketball court. Because the initial site plan proposes a mixture of housing types and sizes, 19 two-family attached structures for 38 units, (3) 14-unit multifamily structures, and one existing fiveplex, a mixture of household types and sizes would be expected to reside within this development. While two tot lots would sufficiently serve the children that may live in the neighborhood, the developer would like to propose a substitution for the half basketball court to serve the other residents of the development. In place of a % basketball court, the initial site plan proposes over 9,000 SF of common open space that includes a picnic shelter, terraced gardens, and sitting areas. Furthermore, the property is within the half -mile walking shed of Mountain View Elementary School, where two full basketball courts are located. With over 13,000 SF of recreational space proposed, the two tot lots, the picnic shelter, walking path, terraced gardens, and sitting areas create a space that serves a varied multifamily development for a range of households.
