(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) SLTB2021-00102 Hollymead Town Center Area C Townhomes Block II Final Subdivision Plat 1. These plats do not match the final site plan that is currently under review for these same parcels (SDP2020-00063). The final site plan and the final subdivision plat must be in conformance with one another. Additional comments may be provided based on the subsequent layout of the site plan, including the need for additional easements, or the re -subdivision of lots (if the plat is recorded first). Comment still applies. The subdivision plats must match with the site plan. VSMP and road plans must be approved prior to approval of subdivision plats. 2. As attached single-family houses are proposed for this development, a final site plan is required. Comment still applies. An approved final site plan is required for this development. 3. Deeds will be required for easements. Comment still applies. Deeds are required for easements prior to approval of the subdivision plat. 4. Ensure future submittals of the plats have dates of last revision. Comment continues to apply to all future submittals. 5. Private streets have not been approved for this block at this time. Requests for private streets in the development areas must be submitted to the Community Development Department, with justification, for staff to analyze and review. If approved, the labels will need to be changed to "private street right-of-way." Final site plan is required for this development and must be re -submitted for review. Comment not fully addressed — revise labels to private street right-of-way. Comment still applies. Labels appear to identify "private streets," which is the correct terminology. However, the private streets have not been approved at this time. The final site plan is required and must be re- submitted for review. 6. New Comment: [14-303(N)] A recent amendment to the subdivision ordinance requires the addition of a note to plats that contain areas of private improvements. This note takes the place of HOA documents, covenants, and restrictions being provided to the County for review and Review Comments Page 2 of 3 approval. As such, add the following note to the cover sheet of the plat: "Unless specifically denoted as public, the streets and other required improvements in this subdivision are private in nature and will not be maintained by either the Virginia Department of Transportation or any other public agency. The maintenance thereof is the mutual obligation of the affected lot owners. Failure to maintain the improvements in substantially the same condition as originally approved by the County may constitute a violation of County ordinance(s)." 7. New Comment: Ensure the notes on this version of the plat match what has been previously reviewed. It appears the notes have been replaced from several that apply to Block 111. For example, revise note #7. Block 11 is subject to ZMA201700005 (not ZMA200100020). 8. New Comment: The proposed street names labelled on the plat do not match what is provided on the final site plan. SE2022-00016 Sidewalk and Planting Strip Waiver; 11 Submittal 1. Sidewalk Waiver Request —Clarify in point (vii) of the request and justification that some of the existing sidewalks are publicly maintained, since they are in the right-of- way. Provide more information on which are public vs. which are existing or proposed to be private. 2. Sidewalk Waiver Request — The final paragraph of the request should be revised to more clearly state where the requested sidewalk waiver is to be applied. The request is for a waiver to sidewalks on both sides of Private Roads A and B 1; however, it appears from the site plan that only one side of those streets is being included in the waiver request. It may help to provide a second exhibit identifying specifically those portions of the street where it is proposed that no sidewalk will be located. Alternatively, a table could be provided stating which frontage of each lot., and along which street, would the requested waiver apply to. 3. Planting Strip Waiver Request — Provide an exhibit depicting where planting strips are proposed to be installed, and where the requested waiver would apply. 4. Planting Strip Waiver Request — The final paragraph of the request should be revised to more clearly state where the requested sidewalk waiver is to be applied. An approved road plan is required prior to final plat approval. Road plan (SUB202100149) review comments were sent to Applicant, 10/19/21. Note: In addition, roads must be built or bonded prior to final plat approval. 2. Note: WPO202100041 was approved 12/17/21. 3. Maintenance agreement(s) will be required prior to building permit approval for retaining walls that cross property lines. All other Engineering final plat review comments are addressed. Albemarle County Service Authority (ACSA) Richard Nelson, nielson@serviceauthority.org — Requested changes; see the comments below: Include a note that ACSA easements are centered on as -built locations. Include easements around water meter locations.
