(The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Applicable Comments from Initial Site Plan Action Letter (July 28, 2021) If the comment has been addressed, it has been blurred out. Additional comments are added in bold font, like this. 1. [32.7.5.2(d)] Revise the plan to provide additional planting area along the Rt. 29 frontage to accommodate required frontage trees free of utilities and easements. Note that this will likely require the elimination of the 8-space parking row and possibly some of the adjacent travelway. 2. [32.5.2(a)] Please correct the Tax Map and Parcel Number on the cover sheet and any additional TMP reference number on the Plans to say Tax Map and Parcel number or simply TMP instead of "PIN." Revise the TMP reference in the Site Data table on Sheet C-101. 3. [32.5.2(a)(b)] Please include the following general information and information regarding the proposed use on the Cover Sheet. a. Zoning District — Highway Commercial b. Zoning Overlay Districts — Airport Impact Area and Entrance Corridor. Please add "Steep Slopes — Managed" to the Zoning Overlay Districts information in the Site Data table on Sheet C- 101. c. Please include a reference to the Initial Site Plan Number: SDP202100054 d. The proposed use and square footage of the building e. The schedule of parking and amount provided f. Maximum building height permitted and the proposed building height 4. [32.5.2(b), 4.12.61 The parking schedule on Sheet C-301 suggests that there are 15 employees and 6 service bays for a total minimum parking requirement of 27 spaces. Section 4.12.4 of the Zoning Ordinance states that the total nunber of parking spaces provided may not exceed the parking requirements by more than 20 percent. 33 parking spaces is ((33-27)/27 = 0.2222) 22.22 percent more than the parking requirements. Please remove one parking space or revise the Plans accordingly. 5. [32.5.2(i)] Please see VDOT comment #1 (attached). Provide pedestrian accommodations across the entrance. 6. [32.5.2 (k)(I), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. Comments stands. 7. [32.7.8 and 4.17.41 Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what LLF factor was used on the Lighting Plan. 8. [32.7.8 and 4.17.41 Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 9. [32.6.2(h)] Please provide a signature panel for signature by each member of the site review committee. 10. [4.12.19(c)] On the final site plan, please provide a plan and profile view detail of the proposed dumpster enclosure. Identify the dimensions, materials, etc. Comment stands. 11. [4.12.19 (b)] Please show that concrete will be used as the surface material at the dumpster enclosure. The concrete pad must extend a minimum of 8' beyond the front of the dumpster. 12. [32.5.2 (q)] Please provide traffic generation figures. See VDOT comments for further information. 13. [32.7.2.1(b)] Please see VDOT comment #4. The proposed entrances to the site do not meet VDOT spacing requirements, and VDOT has stated that an Access Management Exception (AME) needs to be approved in order to allow the proposed entrance location. Please coordinate directly with VDOT to address the AME requirement. 14. [32.7.91 The Site Plan currently shows a 25' landscape buffer along the property frontage. Why is this being provided? Is this an existing easement that applies to the property? Final Site Plan Review Comments 1. [32.6.2] Please include the Final Site Plan Number on the Cover Sheet— SDP202100084. 2. [General Comment] Please add a date of revision to Sheet 2. Additional Reviewer Comments Albemarle County Engineering Services — David James, diames2@albemarle.org — Requested changes, see below (5/4/2022). 3. (Rev.2) Easement plat will need to be recorded prior to FSP approval. 9. Provide VDOT MASH guardrail (GR-MGS 1) before wall drop-off (where height is a foot or above). (Rev.1) Specify VDOT type of guardrail. (Rev.2) For new construction, MASH approved GR systems shall be used. The VDOT standard GR-MGS 1 and IA MASH systems should be used, not NCHRP 350 such as GR-2. 11. (Rev.2) VSMP plan will need to be approved prior to FSP approval (WPO202100069). Note: Separate building permit will be needed for walls over 3-ft high. Albemarle County Building Inspections — Betty Slough, bslougkh@albemarle.org—No objection (2/11/2022). Albemarle County Fire -Rescue— Howard Lagomarsino, hlaeomarsino@albemarle.org —Requested changes, see below (5/2/2022). Thank you for adding the knox box note, it is correctly written and needs to remain on the plans. In placing notes 2 through 9 on the plans, you failed to provide context. Please correct by ensuring the qualifying statement (During construction, the following fire prevention steps are required...), followed by the verbiage in note 2 through 9. To properly identify the intent of these notes, please correct this issue by placing the following note, in its entirety on the plan: During construction, the following fire prevention steps are required, so please note them on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h. Original comment: Review the placement of the detectable warning surface and ensure it complies with the most recent version of Standard Drawing CG-12. a. Response: CG-12 detectable warning surfaces revised on Sheet C-301 per VDOT CG-12 detail revised 04/19. b. New comment: CG-12 version dated 4/19 does not allow ADA ramp on the comer. Please see sheet 204.03 of the Standard Drawings for the detail that applies in this situation. Please provide a digital copy in PDF format of the revised plan along with a comment response letter.
