Other improvements include roadway improvements to serve the development. Also included in the stormwater analysis for this project is the adjacent property Rio Commons that is currently under review. The adjacent property currently drains onsite and in future conditions, it is assumed it will drain to the onsite pond. Additional water quality storage was not provided for Rio Commons but the post development conditions were routed to meet channel and flood protection requirements. Water Quality Compliance: The disturbed area of 18.46 acres was used for the water quality analysis. In the proposed condition there will be 8.35 acres of managed turf, and 10.12 acres of impervious cover. The required phosphorus removal is 17.90 lb/yr. Approximately 13.87 lb/yr of phosphorus shall be removed through the installation of level 2 bioretentions, a and a level 1 wet pond. The remaining 4.03 lb/yr will be purchased from an offsite nutrient credit bank. Onsite phosphorus removal treatment will account for over 75% of the required phosphorus removal required. Water Quantity Compliance: The 1 % analysis point for this project is located just south west of the property in Meadow Creek. The site drainage currently leaves the site in three directions, north to the storm network in John W. Warner Parkway, southwest to sheet flow to Meadow Creek, and south to a defined channel that outfalls to Meadow Creek. All onsite drainage areas ultimately drain to Meadow Creek at the Analysis Point. The total drainage area at the Analysis Point is 2,963 acres. The total onsite drainage area is 18.46 acres. At the Analysis Point the onsite drainage area is 0.6% of the total drainage area. Runoff was analyzed at Outfalls 1 and 2 for compliance with energy balance for channel protection and detaining the 10-yr post developed peak flow rate below the 10-yr pre developed peak flow rate. Bioretention basins with additional storage capacity and a level 1 wet pond with additional storage capacity were utilized to meet the Stormwater Quantity requirements at each outfall. These nutrient credits are generated and managed under the terms of the Reynolds Farm Nutrient Reduction Implementation Plan dated October 16, 2019 which was authorized by VADEQ on December 1, 2020. The Reynolds Farm project has been authorized to provide nutrient credits for use in the James River watershed including HUCs 02080201, 02080202, 02080203, 02080204, 02080205 and 02080207. These credits are transferable to those entities regulated under DEQ's Stormwater Management Program in accordance with VA Code § 62.1-44.15:35. Currently the Reynolds Farm facility has 133.11 pounds of phosphorus credits available and will be able to meet the phosphorus removal requirement for your project.
