I have reviewed the plan with revision date of May 20, 2002 for the proposed minor amendment to the
Townwood Mobile Home Park. The changes included on the plan, particularly the landscape revisions
shown on Sheet 3 of 3, meet the conditions of approval outlined in our comments of April 22, 2002.
These changes ensure that the proposal remains in keeping with the previous ARB approval. No
further revisions are required at this time. Your Certificate of Appropriateness remains valid.
This approval is predicated on the fact that the design and materials, as proposed and exhibited for
review, will be used. The acceptance of approval implies that the applicant has agreed to execute the
design as indicated on the site plan, attachments, materials, samples, and other submittal items
presented. Any change in the approved design or materials will require an amendment to the plan and
must be reviewed and approved by the Architectural Review Board.

The Department of Planning and Community Development will grant approval of the above-mentioned
site plan amendment when the following comments and all attached comments have been addressed
satisfactorily(Zoning Comments are not included and should follow soon):
V1. Provide a listing of the specific changes that are being proposed with this amendment on the plan.
2. Provide the bold amendment boxes around all of the areas that are being affected by the proposals
in this amendment. This includes the area where the new dumpsters will be placed and the tot lot that
7ing shifted.
3. Show the current location of the existing 2-foot caliper oak tree in the island where the one-way
circulation was once proposed, and identify it as"to be removed".
4. Because one-way circulation is no longer being proposed, due to the elimination of the island in the
travelway, please remove the one-way sign on sheet 2.
Provide the updated number of parking spaces to be provided as a result of the new parking spaces
that will be gained with the removal of the island in the travelway.

1. You have proposed to remove one Autumn Brilliance Serviceberry from the landscape plan to allow
space for the additional dumpster. Please revise the spacing of the Serviceberries and Redbuds in this
area to maintain the original number of trees.
2. You have proposed to remove the existing oak tree near parking space#123 to accommodate
travelway changes. This can be approved. Please add a replacement tree in another area of the site,
preferably in the vicinity of Tot Lot 2 or elsewhere along the Rio Road frontage.
3. You have shown bold rectangles to identify the areas of the minor amendment. Existing and
proposed landscaping beyond that which is shown on the amendment plan is included within the areas
of the rectangles. The amendment area rectangles must include all landscaping for those areas.
Please revise the plan accordingly.
4. Landscape changes (shifting of 3 Goldenrain trees to the toe of the slope)were recently approved in
the field in the vicinity of Tot Lot 2. These changes, and any other changes from the original approval
that have occurred in this area, should be included in this minor amendment.

The minor site plan amendment for Townwood Mobile Home Park, received on 11 April 2002 has been
reviewed. The Engineering Department recommends approval with the following conditions:
1. Re-plated easements are needed if "as built" stormwater pipe or drop inlet locations are outside of
recorded easements
2. No dumpster may be placed as to impede egress from parking lot number 78. In all practicality this
will limit maximum dumpster length to 10-feet.
3. Structures for Tot Lot 2 may not be placed as to obstruct the 450-foot sight distance for egress onto
Rio Road.

If the landscaping remains as approved, the additional dumpster can be administratively approved
without returning to the ARB. However, there appears to be approved landscaping in the vicinity of the
proposed dumpster, and landscaping is not shown on the amended plan. Please reconcile.

indicated (showing only the one tot lot plus the central recreation open space of 10,000 sf)whenever he was working on
an amendment. Susan, I'll be happy to take a look and make certain that the recreation is OK and in complicance with the
actions and minutes.

For a definite answer you will need to speak to Jan about the situation with the second tot lot. But from what I recall,
we reviewed the Board of Supervisor's minutes and found that they were more favorable to having the applicant
provide a second recreational area (in a more central area)that the grown-up residents could use if such an amenity
was provided the second tot lot could be removed. So, in this case Jan and I decided that although it is not expressly
written in the approval letter, the Board's intent was clear in the minutes. Therefore, the term "tot lot" is
interchangeable with "recreational area"and the central recreational area meets that requirement. I also think that Jan
passed this message on to Kurt before he submitted the amended site plan, because he had questions along the
same line.
Hi Jan, please help me if I left anything out or was wrong.

I will be out of the office Friday and Monday. I have been looking at this site plan amendment in hopes of having
comments to you by Monday. However, I am not sure that the tot lot can be deleted from the plan. Even though
the property is zoned R-10, these are single family dwellings and would be exempt from the requirements of 4.16.
The conditions of SP 99-74 are unclear. Phase 1 is to include a recreation area of 10,000square feet(condition
4B)but then the conditions for Phase 2 say(G)"installation of the 2nd Tot Lot" indicating that there is a 1st tot lot.
I really need to discuss this with someone here in zoning before commenting. If you have any info, please let me
know. I will try to have comments in SPIN sometime on Tuesday. I apologize for any inconvenience.
