With the approval of the overall mitigation plan for OT, I have revised the BLA plats we had under review.
A PDF of the revised referenced plat is attached. My responses to your review comments are below. Will this be
sufficient for you to review or do you want paper submittal?

Comment 1. Note 2 was revised to read section 4.2.1 as requested
Comment 2. The DB reference was corrected to DB 4954
Comment 3. The minimum common area has been far exceeded with currently platted common area. This information
was provided to Megan for the Special Exception. We currently have 29.7%of the total ZMA area as platted common
area. With final buildout, we expect the percentage to be greater than 35%. All of this information is shown on Table 1
that is part of each site plan submittal. I hope not having to repeat this table on every plat is something you would
consider.
Comment 4. The County GIS is not correct concerning the ownership of the lots in question. The legal owner is March
Mountain Properties LLC. If you need to confirm, look at the source deeds for the transfer of lots that have been sold and
it will show the legal owner. I am not sure how to have the GIS information corrected.
Comment 5. The plat revision date is shown on the plat.
Comment 6. The TMP reference in the Flood Hazard Overlay note has been revised as requested.
Comment 7. The statement of consent to division has been corrected to reference the subject lots.
Comment 8. The adjacent property owner information has been included on the plat with this submission.
Comment 9. Leader lines have been added to explain the short dashed line on Lot 15A. It is the beginning/end of 2
different platted ACSA easements.
Comment 10/1. Revised information for both the Special Exception and Mitigation Plan Approval has been added to the
plat.

Remarks: Please review the attached BLA plat for compliance with County code and
Engineering/WPO standards, along with being in accordance with the proposed stream buffer
mitigation plan described in Note A on the plat. This plat is for a BLA to allow Lots 14, 15, and 16 to
include some land that is currently within the 100' stream buffer. There is currently a variation under
review to allow encroachment into the stream buffer. This variation is scheduled for a hearing before
the Board of Supervisors on February 20, 2019. (Megan Nedostup is the Planning reviewer for this
variation.)
Please look especially at Note A on the cover sheet of the plat, which mentions the variation request
and the stream buffer mitigation plan.
This plat will not be approved until the Board has taken action on the variation request and the
stream buffer mitigation plan has been approved.
