RE: SUB202200057 Stockton Creek Preliminary Plat - Site Review Committee Action Letter
Dear Mr. Collins:
The Agent for the Board of Supervisors hereby grants conditional administrative approval to the above
referenced preliminary subdivision plat. All comments contained in the attached comment letter dated
May 10, 2022 must be addressed prior to final plat approval.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final plat for all or a portion of the site within one (1) year after the date of this letter
as provided in Section 14-226 of the Code of the County of Albemarle, and thereafter diligently pursues
approval of the final plat.
The final plat will not be considered to have been officially submitted until the following items are
received:
1. A final plat that satisfies all of the requirements of section 14-303 and sections 14-304 through
14-318 of the Code, and the conditions attached to this letter.
2. Applicable fee.
Please submit a digital final plat application on our website here. The assigned Lead Reviewer will then
distribute the plat to all reviewing agencies. Once you receive the first set of comments on the final plat,
please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final plat for signature until
approvals from the following agencies/reviewers have been obtained:

Dear Mr. Collins:
The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
will be required to be resolved prior to approval of the preliminary plat. The applicant shall request the
project be deferred to allow required revisions if required.

Comments to be addressed prior to final plat approval:
1. [14-302(A)(9), 18-4.2.1] Revise the plat to ensure all proposed lots have a building site that complies with
the Zoning Ordinance. It appears several proposed building sites contain critical slopes.
a. A building site shall be composed of a contiguous area of land and may not contain any area of
land that is: (i) in critical or preserved slopes; (ti) within the flood hazard overlay district; (iii)
under water during normal hydrological conditions; (iv) within 200 horizontal feet of the 100-
year flood plain of any public water supply reservoir; and (v) within a stream buffer
under chapter 17 of the Code, provided that nothing contained herein shall be deemed to
prohibit or impair the program authorityfrom exercising its discretion as authorized in chapter
17.
2. [14-302(A)(9), 18-4.2.21 Revise the plat so that all proposed drainfields are on the same lot as the
accompanying building site. Several proposed lots show drainfields that cross property lines.
3. [14-302(A)(9), 18-4.2.31 It appears that critical slopes disturbance will be required to access Lot 17.
Revise the location of this lot or provide additional information to the satisfaction of the county engineer
that no reasonable alternative exists.
4. Revise the title to include a placeholder for the final plat application number and a reference to
preliminary plat application number SUB202200057.
5. [14-302(B)(5)] Revise the Zoning note on Sheet 1. The two applicable Overlay Districts are the Flood
Hazard Overlay and the Entrance Corridor Overlay. There are Critical Slopes on the property, but Critical
Slopes is not an Overlay District.
6. [14-302(B)(7)] Revise the Watershed note on Sheet 1. The subject property is within the Stockton Creek Water
Supply Watershed.
7. [14-302(A)(4)(5)] Show the location and dimensions of all existing and proposed easements. Existing easements
shall be labeled with the recorded instrument number. For example, it appears there are utility lines shown
without their easement information.
8. [General Comment] Road plan approval will be required prior to final plat approval.
9. [General Comment] Final plat must demonstrate compliance with all applicable Subdivision Ordinance
requirements prior to approval. This includes all applicable Sections of 14-303, 14-302 through 14-312,
14-314, 14-316, 14-317, 14-318, and 14-400through 14-441.
10. [14-303 (A)] On the final plat, please add a statement of consent to division as follows: "The platting or
dedication of the following described land [insert a correct description of the land subdivided] is with the free
consent and in accordance with the desire of the undersigned owners, proprietors and trustees, if any."
11. [14-303 (0)] On the first sheet, add signature panels for each owner and for the agent or their designee. The
signature panel for the owner shall be located immediately below the statement required by Section 14-303 (A)
12. [14-303 (P)] Add notary panels for the notary to acknowledge the signature of the owner.
13. [14-309 & 14-3101 Soil evaluations & Health director approval of septic systems. Please provide the soils
evaluations for the proposed lots to be reviewed by the Health Department. Health Director approval is
required prior to final plat approval.
14. Show all applicable critical slopes. See Engineering comments below.

Albemarle County Engineering Services (Engineer) — David James, d4ames2&albemarle.org — Requested changes,
see below.
1. The floodplain is designated as Flood Zone A, which does not include base flood elevations. This proposal
exceeds five acres, therefore, the base flood elevation must be confirmed [18-30.3.13(C)l.a and b].
2. Based on aerial photography dated Feb/Mar 2022, there appears to be more structures on the properties than
shown. Please show all existing structures.
3. There are critical slopes adjacent to Rt. 151 that should be shown.
4. Sh.2 — There should be an existing culvert for the pond along Rt.803.
5. Sh.3 — Critical slopes disturbance may apply [14-304]:
a. Lot 17 - Proposed building site location will impact some of the critical slopes for driveway access.
b. Lot 11, 13 & 14 — Part of building area is in critical slopes.
6. Sh.5 — There should be a culvert at entrance for proposed road.
7. Sh.6 — Lot 10 proposed drainfield may need to be moved outside ROW.
8. Sec. 14-305 Stormwater management information needed prior to final plat approval.

Re: SUB-2022-00057 — Stockton Creek Subdivision - Preliminary Plat
Review# 1
Dear Mr. McCollum:
The Department of Transportation, Charlottesville Residency Transportation and
Land Use Section has reviewed the Stockton Creek Subdivision - Preliminary Plat,
dated March 21, 2022 as submitted by Collins Engineering and find the following:
1. Please include a note stating "VDOT will only maintain within drainage
easements to the extent necessary to protect the roadway from flooding or
damage."
2. Please include a note stating "Landscaping plants and trees adjacent to the
sight distance triangle will need to be maintained in area between 2 and 7
feet above ground as a clear zone to preserve sight lines and accommodate
pedestrians. The HOA will be responsible for the maintenance of sight
lines."
3. Approved road plans meeting SSAR, and in compliance with the VDOT
Road Design Manual are required prior to final plat approval.
4. Right of way is requested to replace the existing prescriptive easements
along Rte. 803, Goodloe Lane and Rte. 750, Old Turnpike Road.

5. Note that the final plan must show conformance with the VDOT Road
Design Manual Appendices B(1) and F, as well as any other applicable
standards, regulations or other requirements.
A VDOT Land Use Permit will be required prior to any work within the right-of-
way. The owner/developer must contact the VDOT Charlottesville Residency Land
Use Section at (434) 422-9399 for information pertaining to this process.
