Comments: Per Part 1, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of PDF): "A proposed road name which duplicates an existing or reserved road name in Albemarle County or the City of Charlottesville shall not be approved. An exception may be made for cul-de-sacs which have the same name as the road from which they originate (example: "Amberfield Court" which originates from "Amberfield Drive")." A new road name will need to be submitted. We recommend providing three (3) candidate names to our office for review, in case your first choices are not acceptable. Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 May 9, 2021 Emily Cox County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB-2019-00058 - Pleasant Green Connector Road Review #5 Dear Ms. Cox: (804) 786-2701 Fax: (804) 786,2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced Pleasant Green Connector Road, as submitted by Collins Engineering, dated March 25, 2022 and find the following: Albemarle County has approved a CLOMR for the proposed floodplain alteration and has initiated the floodplain alteration process. Additional comments from S&B to be addressed prior to acceptance into the State inventory: Comments regarding some of the plan details described below. 1. Design storm for scour is now the 200 year or a more frequent return period which causes the greatest amount of scour. VDM Chapter 12 Section 12.2.3.2.2. 2. Scour Countermeasures are not permitted for use on structures with spread footings. VSBM Part H, Chapter 8, 08.03-7. Bridge foundations must be designed to resist scour for the 200 year storm or more frequent return period generating the highest scour potential. VirginiaDOT.org WE KEEP VIRGINIA MOVING 3. Section 5.2 of the Geotechnical Study recommends the culvert be supported by steel driven piles. Why is this option not being considered? 4. HEC-RAS Modeling does not appear consistent with Figure 7 of the Scour Analysis Report. 5. Load Rating Memorandum (IIM-S&B-86.4) states that a load rating is required for any new, rehabilitated or repaired structure that is maintained by the Department. The current approved software for load rating is AASHTOWare Bridge Rating BrR and/or CANDE or LARSA 4D for buried structures. The load rating summary sheet was included, but also need the load rating files performed for this structure for review and it must be performed using one of the approved softwares. 6. In addition are attached marked up Roadway Plans, Geotechnical Report, and Contech Plans From District Bridge and CO Bridge Geotechnical. A VDOT Land Use Permit will be required prior to any work within the right of way. A Traffic Maintenance Plan (TMP) may be required to obtain a permit to work within VDOT Right of Way. The TMP preparer shall possess an Advanced Work Zone certification, verification number is required on the TMP submittal. The owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399 for information pertaining to this process.
