RE: Zoning Map Amendment Application for 1906 Avon Street Extended — Additional Information
Dear Andy,
Please find attached the initial submission for the zoning map amendment application for 1906 Avon
Street Extended. The responses below address the additional information requested by County Staff
following the mandatory pre -application meeting on March 29, 2021.
e The Southern and Western Urban Neighborhoods Master Plan recommends these parcels for
"Neighborhood Density Residential," which is 3-6 dwelling units per acre. The density (I I units
per acre) proposed at this pre -application meeting is above (nearly double) that which is
recommended by the master plan.
RESPONSE: Please see the narrative for an analysis on the proposed density.
e Consider interparcel connections with the surrounding properties. Interparcel connections are an
important part of helping to create an interconnected street network that supports multi-odal
transportation opportunities. Hathaway Street in the adjacent Avon Park development currently
dead -ends at the common property line between Avon Park and TMP 90-33.
RESPONSE: Since the pre -application meeting, the concept plan has been revised to provide this
interparcel connection, extending Hathaway Street through the proposed development.
An exception from VDOT may be needed for entrance requirements
RESPONSE: This exception is no longer needed as access to the site is proposed to connect to the
existing public street ROW of Hathaway Street.
e The Avon St. Corridor study has been completed. Consider the principles, policies, and
recommendations identified in the study for this corridor:

RESPONSE: Comment received. We appreciate you sharing this document with us and
information within the study has been incorporated into the narrative.
e The subject property is within the Entrance Corridor Overlay District along Avon Street,
however, EC guidelines are not currently being applied to Avon Street in this area.
RESPONSE: Comment received.

• There appears to be small areas of Managed Steep Slopes on these parcels, along the Avon Street
frontage.
RESPONSE: Comment received. Any grading of the managed slopes will comply with Section
18-30.7.5 of Albemarle County Zoning Ordinance.
• Consider stormwater management and connections with the SWM facilities of nearby
developments.
RESPONSE: Please see the concept plan and exhibits for further details. The stormwater from the
site would be captured on -site and would discharge into existing infrastructure along the Avon
Street corridor.
• Consider how the proposal is consistent with the 12 Neighborhood Model Principles that are
identified in the Comprehensive Plan.
RESPONSE: Comment received. Please see the attached narrative for an analysis of the
Neighborhood Model Principles.
• Mountain View Elementary School, which would serve this development, is currently over-
capacity.
RESPONSE: This development could potentially add three students to Mountain View
Elementary.
• Consider open space and recreational requirements.
RESPONSE: As a R-15 cluster development, a minimum of 25% or 39,673 sq. ft. is proposed to
be in common open space. A minimum of 7,600 sq. ft. of recreational area is proposed within the
common area or open space of the property.
• If subdivision is proposed, consider parking on lots vs. shared parking in common bays for any
attached units.
RESPONSE: Parking is provided within individual lots, common bays, and along Hathaway
Street as parallel parking. Please refer to the concept plan and exhibits.
• Non-infill setbacks would be applied for this development.
RESPONSE: Comment received. The proposed setbacks generally follow the non-infill setbacks
per Section 4.19 of the Albemarle County Code, except for some units in Block 1, which are
proposed with a rear setback of 15'. Please see the concept plan and exhibits for further details.
• Consider the proposed ownership of the streets or travelways in the development. Public streets
are preferred in the development areas. Hathaway Street in the adjacent Avon Park development,
which would provide an appropriate interconnection with this proposal, is a public street.
RESPONSE: The proposed extension of Hathaway Street would continue this public right-of-way
through the development. From this public street, two private streets are proposed to provide
vehicular access to driveways within Block 1. Because these streets would only provide access to
these residents and would not bolster overall interconnectivity, these streets are proposed as

private.
• These properties are in the ACSA jurisdictional area and will be required to connect to public
water and sewer. Consider these connections when planning the site. Any questions about public
utilities should be directed to ACSA — Richard Nelson, rnelsongserviceauthoritp.orQ
RESPONSE: Water and sewer is proposed to connect to public facilities. Please see the narrative
and concept plan/exhibits for further details.
• Consider emergency access to this development. Any questions about Fire -Rescue issues should
be directed to Howard Lagomarsino at hlaQomarsinogalbemarle.ore
RESPONSE: Comment received. Fire access to structures is provided and if site design is revised,
fire apparatus access will be provided for in the plan.
• A community meeting will be required, to be held in conjunction with the 51h and Avon CAC.
RESPONSE: Comment received.
• If any Special Exceptions are requested, applications for those requests should be submitted along
with the ZMA application, using the separate special exception application:

RESPONSE: Special exceptions are not proposed with this submission.
• For multi -story buildings, any buildings over 40 feet, or three stories, whichever is less, requires a
stepback of 15 feet. To request to waive this requirement, a special exception is required to be
submitted.
RESPONSE: Comment received.
• There was some discussion at the pre-app meeting about the proposed Avon Street sidewalk
project. The Facilities and Environmental Services department provided a snippet of the proposed
project (removed in this document) along the subject parcels' frontage. Further questions about
this project should be directed to Daniel Butch at dbutch(2albemarle.org or Matt Wertman in FES

property frontage.
