Our responses are in bold italic text below each comment. Engineering — Frank Pohl 1. The minimum road width serving 3 to 5 lots is 13-ft. The as-builts show the upper section of road at 12.55-ft of asphalt at the narrowest point. Justify why the road wasn't constructed to the required width and submit a waiver request. If it cannot be justified, the road will need to be constructed to the proper width in accordance with VDOT standards. A design waiver request will be submitted to justify the as -built width. in summary: the total road and shoulder width is built per the County requirements. The pavement was not a requirement of the County; however, it was provided in accordance with a design waiver in order to mitigate potential negative impacts from the steep grade of the road. We acknowledge that the asphalt is 2"-V below the standard; however, trying L I N E + to repair this would lead to a condition that is less serviceable than the current condition, as the resulting asphalt seam would be prone to breaking. G R A D E The overall width of the road and shoulders provides safe access for the limited use of this section of the road. The approved drawings show the full width of the paved road would be 13-ft, which is what the County approved. I do not agree with this justification and it is denied. VDOT standards require removing or milling and overlaying a minimum amount of asphalt to make a patch. Adding just 2"-6" to the side of the road to widen it would not be acceptable. If done in accordance with VDOT standards, the road could be widened to 13-ft without the concern for cracking or breaking. Therefore, this justification is denied. A design waiver was submitted and approved 02123122. (2nd Round Comments) A waiver cannot be granted. New street signs must meet the minimum standards as established by the Federal Highway Administration Manual on Uniform Traffic Control Devices (MUTCD) and adopted by the County. Existing street signs will be replaced with signs meeting the new standards as they are damaged and replaced. A new street sign has been installed meeting MUTCD standards. GRADE CIVIL ENGINEERING 1130 STREET NE, STE. 100 CHARLOTTESVILLE, VA 22902 LINE-GRADE.COM Comment Response Letter Bundoran Farm (Winsome Orchard Lane) May 9, 20221 Page 3 (2nd Round Comments) VDOT's recent letter states that an entrance permit is required. Please work with VDOT to confirm this. The as -built slope of the landing is shown to be 2.8% up from the edge of pavement. The approved drawings show that the landing is supposed to slope away from the edge of pavement at 2%. The note you reference applies to transitions, not the incoming slope of the landing. I suggest asking VDOT if Road and Bridge Standard CG-11 applies to this entrance and, if so, confirming if the grades meet requirements of Section A -A. An entrance permit has been obtained and VDOT was involved in the reconstruction of the entrance. The entrance now continues the grade of Edge Valley Road for 13 ft before ascending, which satisfies concerns for drainage and for snow plows.
