Other special studies or documentation, if applicable, and any other information
identified as necessary by the county on the pre -application comment form.
- To be shown on the conceptual plan:
o Location of critical slopes (we recommend that the project area
avoid critical slopes)
o Topography
o Stream buffers (based on county Water Protection Ordinance). The
submitted plan should show that the WPO stream buffer extends 100
feet from the top of the stream bank or to the edge of the 100-year
floodplain, whichever is greater.
o Conceptual grading and ground disturbance
o Limits of disturbance
o Existing and/or proposed vegetated buffers — where the
proposed 200-foot setback/buffer is no longer vegetated (or has
low -growing vegetation), the conceptual plan should show
conceptual landscaping with native tree species that will provide
an effective visual buffer.
o Fence locations
o Setbacks
o Location and character of connections to new substation or
transmission lines
o If there is will be a defined lease area for the project outside of
which solar -related uses will not occur, that should be shown on
the plan.
o Conceptual plan(s) should show existing and proposed
vegetation lines — i.e., what areas of each general vegetation
type (open land, pine plantation, hardwood forest) will be
cleared/converted, and which will be retained or preserved. We
recommend that the submitted design (a) maintain hardwood -
forest cover intact and (b) avoid road crossings of streams and
wooded stream buffers, and that preservation of existing
wooded stream buffers and hardwood -forest areas be priorities
for the submitted design.
- A floodplain study (in accord with Zoning Ordinance section 18-
30.3.13.C.1(a).
- A planting plan for the solar -array envelopes and disturbed areas within
the proposed facility. For example, if the vegetation in the solar -
equipment areas is proposed to be planted in native pollinator -friendly
species (recommended) rather than turf, a planting and maintenance
plan should be submitted.
- Visibility analysis covering at least views from public roads and an
analysis of visual impacts on the Monticello viewshed. We recommend
that you work directly with the Thomas Jefferson Foundation to get their

input the project's visibility impacts before submitting.
- Noise -generation information on switching equipment, inverters, and any
other noise -producing equipment should be included in the application
- Decommissioning plan (and description of what is involved)
- A construction phasing plan which shall include the following:
o a. The anticipated life of the project;
o b. The phasing of the project's construction, including any off -site
improvements;
o c. When the project is estimated to be complete.
- A report (with descriptions and locations) on any historic or cultural
resources located on the property.
- A report on the potential impacts on wildlife and wildlife habitats on the site.
- A glint and glare study that demonstrates conducted by qualified individuals
using appropriate and commonly accepted software and procedures.
- Existing soils information —mapping and analysis of prime agricultural soils
and steep slopes.
Information for Albemarle County emergency services providers on fire and/or
materials hazards associated with the facility.
Also, please note that a separate SP application is needed if the project will
include a substation. If such an application is needed, it should include a
conceptual plan that shows:
- Substation location/boundaries
- Structure/equipment layout, pole/wire locations
- Paving/surfacing, entrance/access, parking
- Limits of disturbance within the affected parcel
