Applicant: `A SWM facility /access easement will be provided and submitted in a new plat.' As ollow-up: Review comment ambiguous. Please provide a SWMfacility easement in addition to SWM facility access easement. Provide linework /label `VAR width SWM facility easement.' 15. Provide and label SWM facility access. See requirements at ACDSM, p. 12. Best Management Practices for Stormwater Management. Provide mountable curb and other minimum features required for vehicular access to detention pond dam. (Rev. 1) Partially addressed. Proposed SWM facility access (sheet 04) is centered on a DI, which invites damage to structure /vehicles. Provide a reasonable SWM facility access free of conflict. Provide mountable curb traversable by a typical vehicle. 16. Note: Easement plat must be recorded prior to WPO plan approval. (Rev. 1) Persists. Applicant: `Acknowledged, the plat will be recorded prior to approval.' 17. Applicant: `Acknowledged, these parcels share the same property owner.' Engineering Review Comments Page 4 of 5 D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved for reasons listed, below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Provide labels that distinguish which is sediment trap 1, which is ST2, consistent with Cl 1 ST tables. (Rev. 1) Addressed. 2. STl adjacent to Valley Street, Rt. 20: Please increase trap size so that ST failure is less likely, and any failure is less severe. Roadside ditch -line topography may not readily accommodate release of sediment - laden water. Please target 25% increase above minimum required volumes. If design volume is the strict design minimum, then any failure will be hard to remedy. It will be difficult to increase trap size, later. (Rev. 1) Addressed. 3. Include paved wash rack detail on plans; ref. p. 8, ACDSM, link: https://www.albemarle.org/Home/ShowDocument?id=270 (Rev. 1) Addressed. 4. C8 C9C9: Provide silt fence between diversion dike and Rt. 20. (Rev.1) Addressed. 5. C8 (Rev. 1) Addressed. a. Label trap floor dimensions. b. Indicate stockpile location, if any. (Rev. 1) Applicant: `Stockpiles are not anticipated for this site.' c. Area upslope of SF along southwest limits of disturbance exceeds 100 LF. Revise to provide additional or alternative VESCH measures, since upslope length above SF is 100' Max. d. Label drainage areas for each trap that correspond with Cl 1 DAs (1.36, 0.84 Ac.). 6. Provide interim ESC plan and sequence that anticipate ESC measures required to transition ST2 to a detention pond while maintaining adequate ESC that prevents off -site sediment release. Phl ESC plan shows a perimeter sediment trap. Ph2 ESC shows biofilter, and a detention pond that occupies sediment trap (ST2) location without any indication how site runoff will be controlled as site transitions from Phl to Ph2. During transition, site runoff must be controlled with adequate ESC measures at south edge of site. (Rev. 1) Partially addressed. As follow-up: a. CC 11 Sequence Note 6: May include typo — `... until road construction is complete... ' No road proposed with this development. b. CC 1 Note 7: Please revise ref. to C9 to ref. sheet CC 1 instead. 7. Provide Note that bioretention may not be constructed until all upslope areas are stabilized. (Rev. 1) Addressed. 8. Provide SAF along Rt. 20 and Rt. 726. (Rev. 1) Not addressed. Please provide safety fence (SAD along Rt. 20 and Rt. 726. 9. If unbalanced cut/fill site, if export is required, please note destination for off -site export. (Rev. 1) Addressed, Process: After approval, plans will have to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will have to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will have to be approved and signed by the County Attorney and County Engineer. This may take 24 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also have to be completed and are recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will have to be submitted along with court recording fees. Engineering Review Comments Page 5 of 5 This project proposes nutrient credit purchase (0.96 lbs.) and requires SWM facility and SWM facility access easements. This project may also require forest -open space easement (for SWM purposes). After bonding and agreements are complete, county staff will enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will have to be paid directly to the state. For fastest processing, this is done electronically with the emalls provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
