Response Letter
Dear Ms. Ragsdale:
We have reviewed all of your comments from April 21, 2022 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
Planning Comments — Rebecca Ragsdale — date of comments 04-21-2022:
1. Add site plan number to cover sheet: SDP202200022.
Added.
2. Additional labeling of proposed improvements, dimensions, details, and square footage
is needed across some plan sheets. Also, providing a clear key to proposed
improvements, similar to the attached will be helpful for reviewers, especially at the
permitting state. An example is below where there is a lack of detail on sheets.
Additional detail has been added.
3. Section 30.7-Steep Slopes Overlay District — Update the note on the Sheet C0.0 below
for accuracy. This site contains Preserved Slopes. Label Preserved Slopes on plan sheets,
as applicable. See GIS map inset below. If any encroachment is proposed into Preserved
Slopes, demonstrate compliance with Section 30.7 on plan sheets, as applicable.
Note has been updated on cover sheet to indicate that managed steep slopes are on
the property.

ENGINEERING I DESIGN I TECHNOLOGY
CDD-Engineering — John Anderson — date of comments 04-21-2022:
1. General
a. WPO Plan approval is required prior to Major Amendment approval. Please
submit WPO Plan at earliest convenience.
Acknowledged.
b. Note: If WPO proposes nutrient credit purchase, purchase is required prior to
receiving a Grading Permit.
Acknowledged.
2. C2.3: Label managed steep slopes.
Revised legend on C2.1-C2.3 for "managed steep slopes" hatch.
3. C42: Recommend against 1' narrow curb radius at end of bus loop since tight radius
concrete is prone to damage and may present ongoing maintenance / repair issue.
Due to the narrow island, the largest diameter radius of 1.25' has been provided.
4. Revise design that concentrates bus loop runoff at curb cuts (blue circles, below) to then
flow across side parking access before reach SWM. Design favors icing at curb cuts / side
parking access. Recommend inlets / pipe conveyance to SWM to avoid ice -over of side
parking access in freezing temperatures.
Trench drains have been added across the curb cuts to collect water and discharge to
the existing facility.
5. C5.2: Storm runoff must release to a defined channel; provide defined armored channel
from Str. 300 to the point natural topography provides a defined channel.
The stormwater outfall has been revised to the tie to the existing manhole without
replacing the outfall pipe. The site outfall is now the existing 15" RCP pipe which is a
defined channel.
6. C7.1:
a. Revise Str. 307 RCP pipe slope to 0.50% Min.
All structures are at least 0.5%.
b. Provide %:" steel plate in floor of Str. 304, since the vertical difference between
the inverts of the inlet pipe and outlet pipe is > 4' (Ref. VDOT Drainage Manual,
9.4.8.7, Maximum Grades.
The plan has been revised and Str 304 is no longer included. No other
structures have a >4' drop.
c. Provide LD-204, Storm Inlet Computation and LD-229 Storm Drain Design
Computation tables.
See Sheet C6.5 for the LD-204 and LD-229 Computation tables.
Fire Rescue — Howard LaRomarsino — date of comments 04-21-2022:
1. The building requires a Fire apparatus access road / fire lane to allow access from the
road/lane to all sides of the ground level within 150 feet of the road/lane. Appears the
north side of the school may not meet this requirement. Please clarify.
The fire lane on the north side reaches the northeast corner of the classroom corner thus
reaching all side of ground level.
2. The travelways around the school designated as fire apparatus access roads need to
meet minimum width requirements. To ensure parking does not reduce the width
below the required width, no parking signs and fire lane markings are required to be
noted on the plans.
No Parking signs have been called out to be replaced in the bus loop, and additional
signs have been proposed.
3. The proposed Grasscrete access road on the east side of the building is longer than 150
feet, so requires an approved turn around. A hammerhead, as proposed is appropriate,
but must meet certain design requirements. Specifically, the hammerhead must be a
minimum of 120 ft long with half on each side (each side minimum of 60 ft).
Revised and dimensioned to be 120' with half on each side.
4. Please provide a note on the plans indicating the needed fire flow for the building. This
is needed to determine if the number of hydrants and the hydrant spacing is
appropriate.
Fire flow for the building was calculated based on the methodology discussed in
coordination with the Fire Marshall on 05-20-2022. The date has been provided on the
cover sheet. A water model has been completed and will be submitted to the Service
Authority.
S. Please provide a note on the plan for the available fire flow. This is to ensure the
designated hydrant system can provide the needed fire flow for the building. This also
informs if the main supplying the hydrant is sufficient or if there needs to be a
connection to an additional main to increase the available fire flow to meet what is
needed.
Fire flow for the building was calculated based on the methodology discussed in
coordination with the Fire Marshall on 05-20-2022. The date has been provided on the
cover sheet. A water model has been completed and will be submitted to the Service
Authority.
6. If there is to be a sprinkler system, a hydrant must be located within 100 ft. of the FDC.
The building is sprinkled. Final FDC and hydrant locations to be determined after
coordination with the Service Authority, pending their review of the water model
referenced above.
7. During construction, the following fire prevention steps are required, so please note
them on the plan:
a. Smoking shall be prohibited in areas where smoking makes conditions such as to
make smoking a hazard and these areas shall be designated with no smoking
signs per Virginia Statewide Fire Prevention Code.
b. Areas where smoking can occur, shall have appropriate receptacles for discarded
smoking materials per Virginia Statewide Fire Prevention Code.
c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting
shall be provided at all construction and demolition sites, provide access to
within 100 ft. of temporary or permanent fire department connections and have
no overhead wiring or other overhead obstruction lower than 13 ft. 6 inches; this
access may be via permanent or temporary road but shall be capable of
supporting fire apparatus in all weather conditions.
d. Contractor shall ensure the street numbers are always plainly visible from the
frontage street during construction per the Virginia Statewide Fire Code.
e. An approved water supply for firefighting operations shall be in place and
available as soon as combustible materials arrive on site.
f. Waste and combustible debris shall be removed from the building at the end of
each day and disposed of in accordance with the Virginia Statewide Fire Code.
g. Fire extinguishers shall be provided, with not less than one approved fire
extinguisher at each stairwell, on all floor levels where combustible materials
have accumulated, in every storage and construction shed and in areas of
special; hazards, such as where flammable and combustible liquids are stored or
used, in accordance with the Virginia Statewide Fire Code.
h. Operations involving the use of cutting and welding shall comply with the
Virginia Statewide Fire Prevention Code and shall require a permit from the
Albemarle County Fire Marshal's Office.

CDD Inspections — Betty Slough — date of comments 04-21-2022:
Add the following notes to the general notes page:
1. Accessible parking spaces, access isles, and accessible route shall be installed in
accordance with ICC ANSI A117.1-09 and the 2018 Virginia Construction Code.
2. All roof drains shall discharge in a manner not to cause a public nuisance and not over
sidewalks.
3. Buildings or structures built before January 1,1985, must have an asbestos survey
performed in order to apply for a demolition permit.
4. Asbestos removal permits are required if positive for such from Albemarle County and
VDOLL Contact VDOLI for their additional requirements and permits for demolition
projects at 540.562.3580 x131.
5. All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA
performs any testing and inspections of the public sewer and water main(s).
6. The Albemarle County Building Inspections Department (ACBID) does a visual inspection
and witnesses the testing of the building drain, water service pipe and the sprinkler
lead-in connection.
7. The developer/contractor is responsible to retain a Special Inspector as outlined in the
updated Albemarle County Policy for Site Utilities to perform the visual inspection and
testing of all utilities not covered by the ACSA or ACBID. This includes building sewers,
water and fire line branches between the main and the meter(s)/building(s).
8. The Special Inspector's report must be submitted and approved by the Albemarle
County Engineering Department prior to a Certificate of Occupancy being issued.
