Dear Mr. Ramm:
This is to advise you that the Albemarle County Board of Supervisors at its ,
meeting July 7, 1977, approved your request for ZTA-77-03 to provide for I
Home Occupation-Class B, as a use by special permit, in the A-l zone as
follows: Add to the A-l zone, under special permit provisions, Section
2-1-25(17.1) Home Occupation - Class B. Amend Section 16-44-1, Home Occupation _
Class B with the following wording:
An occupation conducted within a dwelling or within an accessory structure on
the site of the dwelling for profit provided that:
(a) There shall be no more than two (2) employees, other than members of the
household;
(b) Such occupation may be conducted either within the dwelling or an accessory
structure or both provided that not more than twenty-five percent of the floor
area of the dwelling shall be used in the conduct of the home occupation and in
no event, shall the total floor area of the dwelling, accessory structure, or
both devoted to such occupation exceed one thousand five hundred square feet;
(c) There shall be no change in the outside appearance of the buildings or
premises, or other visible evidence of the conduct of such home occupation other
than one sign, not exceeding one square foot in area, non-illuminated. Accessory
structures shall be similar in facade to a single-family dwelling, private garage,
shed, barn, or other structure nQrmally expected in a rural or residential area
and shall be specifically compatible in design and scale with other development
in the area in which located;
(d) There shall be no sales on the premises, other than items handcrafted on
the premises, in connection with such home occupation; this does not exclude beauty
shops or one chair barber shops;
(e) No traffic shall be generated by such home occupation in greater volumes
than would normally be expected in a residential neighborhood, and any need for
parking generated by the conduct of such home occupation shall be met off the street;

(f) No equipment or process shall be used in such home occupation which creates
noise, vibration, glare, fumes, odors, or electrical interference detectable to
the normal senses off the lot. In the case of electrical interference, no equipment
or process shall be used which creates visual or audible interference in any radio
or television receivers off the premises, or cause fluctuations in line voltage off
the premises. Boarding and rooming houses, tourist homes, and private educational
institutions shall not be deemed home occupations. .
The Board of Supervisors also approved at this same meeting your application for
a Home Occupation-Class B on 20 acres zoned A-I. Property is located on Route
29 about one andon~half miles south of Covesville. County Tax Map 117, Parcell,
'part thereof. Scottsville Magisterial District. This special permit - SP-77-~-
was approved subject to the following conditions:
1. Home occupation limited to applicant's description ( see letter dated May 2,
1977, which is attached) and with not more than two employees on site;
2. Approval of appropriate state and local agencies;
3. Any subdivision of this property will require an amendment to this speical permit.

Dear Sirs:
~
As evidenced by special condition #4 of attached sales contract, I
desire to relocate our home and business to Albemarle Co., virginia.
The business I desire to co-locate with our home on this property is
Tape Rental Library, Inc. This business consists of the rental and
sa~es of audio cassette tapes. Sales are by mail, by advertising,
and by salespeople. Service of rental customers is almost entirely
by mail. The mail (cassettes) is picked up in the morning, processed
and remailed.
The building would be used to store inventory and process the mail.
The inventory is purchased. We do not manufacture. Only normal
Offic~quipment is used.
Current employees are one.full time and one part time.... plus
family members. Traffic averages 2-3 customer visits per week.
The business is 6 years old and currently occupies the 24' x 28'
basement of our home in a residential neighborhood.

We plan to build a separate two story building approximately
24' x 36', possibly with basement. The first floor would replace
our existing office. The other space would be used for storage of
purchased inventory, supplies and mailing materials. The building
plans are flexible and would accommodate to the county requirements.
Something rural or residential in appearance is de~~ired.
I therfore request that the A-l zoning of ,the parcel indicated in
~ the attached sales contract be amended to allow for Home Occupation
Class B by Special Use Permit. I also hereby apply for the required
Special Use permit. My check for $70.00 is enclosed ($20.00 for
amendment to zoning and $50.00 for Special Use Permit.
