RE: SDP-2004-100 US Joiner Preliminary Site Plan
Dear Mr. Muncaster:
The Department of Community Development hereby grants administrative approval to the above-referenced
site plan.
The approval of the preliminary site plan is valid for(1) one year in accordance with Zoning Ordinance
Section 32.4.3.1. Therefore, the preliminary approval shall expire on January 26, 2006. If the preliminary
site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8)tentative plan copies to
the Department of Community Development. This letter must be submitted with the tentative plans,
as a checklist, to document that you have addressed all requirements or conditions, or the
tentative plan will be denied. A submission and review description and timeline are attached for your
information.
The Erosion and Sediment Control Plan and the BMP Stormwater Management Plan, with the associated
applications,copies and fees, may also be submitted with the eight(8)tentative plans.
After the initial tentative plan submittal, each department/agency will contact you to discuss any remaining
conditions. After all aforementioned department/agencies have granted a tentative approval,you may submit
the final mylars(2 sets), two paper copies, final site plan application, final site plan fee, and a copy of all
written tentative approvals to the Department of Community Development. Signing of the plans will occur
once it is determined that the final site plan mylars reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements(Zoning Ordinance Section 32.6), in
addition to the following conditions.
1. The Zoning& Current Development Division shall not accept submittal of the final site plan for
signature until tentative approvals for the following conditions have been obtained. The final site
plan shall not be signed until the following conditions are met:

�i A. Planner approval to include:
1. [32.7.9] Approval of the final landscape plan, the plan should be overlaid
/ with all public utility easements to avoid conflicts; and,
CY 2. [30.6] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board; and,
DV 3. [32.6.6(j) &4.17.4(b)] Provide a description and photograph or diagram and
show the location of each type of outdoor luminaire that emits 3,000 or more initial
lumens. Please be aware that installation of such luminaires in the future that are not
shown on this plan shall require an amendment to this plan. Include a photometric
plan on the site plan demonstrating that parking area luminaires are in compliance
with 4.17.4(b); and,
DY ❑ 4. Provide proof of legal recordation of the plat that combines the parcels and
includes an access easement through the parcel to parcel 30 to the west; and,
V5. [4.12.16 e] Provide bumper blocks in the parking spaces adjacent to the
7 sidewalks that are less than 6' wide; and,
6. Provide the necessary screening for the dumpster; and,
7. Provide the following signature block on the final plan. This is new and
must be used for all subsequent site plan submittals,

1. After preliminary site plan approval,the engineering review for current
development needs to review and approve all applicable items as specified in
the Design Standards Manual, section 902,before recommending tentative
approval to the final site plan.
2. VDOT approval will also be required for final site plans.
V C. Albemarle County Service Authority approval to include:

Cr 2. Provide plumbing fixture information to size meter.
❑ D. Virginia Department of Transportation approval to include:
.D•I ❑ 1. The plan now depicts the sight line which indicates a sight easement will be
required across the adjacent property. Verification of the easement will need to occur
Vbefore final approval; and,
2. The plan should also illustrate a portion of the existing curb and gutter/
sidewalk east of the entrance and how the proposed improvements will tie in. A CG-
12 will be required on that side as well; and,

3. A drainage easement will be required from the curb inlet back to the first
inlet on site,as a minimum; and,
/
Qi A typical section should be shown and the pavement design for final
approval.The pavement design should consist of 6" #21A, 4 1/2" BM-25 & 1 1/2"
SM 9.5A.
