Prior to opening for business,all operators of short-term rentals(including homestays and previously approved bed and breakfasts and
accessory tourist lodging rentals)must:
• Enroll on the Short-Term Rentals Registry with this form
• Obtain an approved zoning clearance(requires VDH and building/fire safety inspection)
• Register for a business license and remit required taxes
Annually following the initial approvals,all operators of short-term rentals must:
• Renew their enrollment on the registry with this form
• Pass a fire safety inspection

1.Short-Term Rental Information
A whole house rental is a short term rental of a home during which the owner is not required to be present.Whole house rentals are only permitted on Rural

Dear Short-term Rental applicant/operator:
Albemarle County is reviewing all Short-term Rental zoning clearance applications. While your
zoning clearance has been approved, you have not enrolled or renewed your Short-Term Rental
Registry.
Please select the option that best describes your Short-term Rental and return this form using one of

,PACTIVE: The short-term rental continues to operate, and I have completed the enclosed
application as instructed below and included the $27.00 annual registration fee. (see
additional information below.)
EXEMPT: The short-term rental continues to operate; however, it is exempt from registration
per Code of Virginia §15.2-983(B). (provide documentation of exemption.)
{Registration is not required if the homestay operator is exempted from registration under Virginia
Code §15.2-983(B).(2) which exempts registration for operators who are (i) licensed by the Real
Estate Board or is a property owner who is represented by a real estate licensee; (ii)registered
pursuant to the Virginia Real Estate Time-Share Act(§ 55.1-2200 et seq.); (iii) licensed or registered
with the Department of Health, related to the provision of room or space for lodging; or(iv) licensed or
registered with the locality, related to the rental or management of real property, including licensed real
estate professionals, hotels, motels, campgrounds, and bed and breakfast establishments.}
Short-term rental operators must annually complete the following:
• Submit a Short-Term Rental Registry Annual Application (see attached) along with the
$27 application fee using one of the following methods:
o Online application portal - (https://Ifweb.albemarle.org/Forms/CDDSubmission);
provide payment through the online payment portal
(https://www.albemarlecountytaxes.org/payments/default.aspx).
o Mail to or submit in-person at Albemarle County Community Development 401
McIntire Road Charlottesville, VA 22902; include payment made payable to: County of
Albemarle (Lobby hours: Monday, Wednesday, Friday 8 am to 5 pm)
• Pass an annual fire safety inspection (contact: Rebecca Morris at 434-296-5833 ext. 3101
or rmorris7(d albemarle.orq)

• Renew business license and pay required taxes (contact: Albemarle County Department
of Finance and Budget at (434) 296-5851, option #3 or
albemarlecountyfinance(a�albemarle.orq)
If you have not provided the required application and fee by May 9, 2022 the following actions may
be taken:
1. Failure to register may result in nonregistration penalties being incurred. The following
penalties are in place for non-registration:

Registration (annual) $27.00 (annually) $500 per violation*
{The Albemarle County Code $7-603-Penalties states that:
A. Nonregistration penalty. Any operator required to register who offers for short-term rental a
property that is not registered with the County is subject to a penalty of$500.00 per violation.
Each day that an unregistered property is offered for short-term rental constitutes a separate
violation. Unless and until an operator pays the penalty and registers the property, the operator
may not continue to offer the property for short-term rental. Upon repeated violations of this
Article pertaining to the same property the operator shall be prohibited from registering and
offering that property for short-term rental.
B. Multiple violations. An operator required to register shall be prohibited from offering a specific
property for short-term rental upon more than three violations of applicable State laws or any
County ordinances or regulations, as they relate to the short-term rental.}
