Subject: SDP202200002 RST Residences — Final Site Plan Review Comments
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
Anolicable Comments from Initial Site Plan Action Letter (dated November 24. 2021)
Comments that have been addressed have been blurred out. Additional comments are added in bold font, like this.
1. [36.1(c)] County records show there is an outstanding initial site plan fee balance of $615.66. This fee will need to be
paid prior to Friday, December 3, 2021 in order for the initial site plan to be approved. Comment addressed.
2. 132.5.2(b) and 15.31 Will any of the dwelling units be subdivided into individual properties? If so, show lot lines and
provide their dimensions on each proposed lot. Comment addressed.
3. [32.5.2(i)] Please clarify the following:
a. Private Road C is the only vehicular accessway within the site that is labeled as a private road. Please verify that
this is being done in order to provide the inter parcel access to the adjoining property, as shown on the ZMA
Application Plan. If so, a private street easement that grants access to the adjoining parcel needs to be recorded
prior to final site plan approval. Comment partially addressed; Private Road C (Archer Avenue) will be a private
street. Prior to final site plan approval, a private street easement will need to be created through
recordation of an easement plat. See comment #12 below for further information. Comment stands. An
Easement Plat Annlication has been received and is under review.
b. Please verify that all other travelways are not intended to be either public or private streets. Comment addressed.
4. [32.5.2(a)] Revise the Parcel ID label on the Cover Sheet to state "Tax Map and Parcel Number" or simply "TMP."
Please include a reference to both TMP 46-108 and TMP 46-109. Please revise the "PIN" reference and change it
to "TMP" in the Site Data table on the Cover Sheet. Comment addressed.
5. [32.6.2(a)] Please include a placeholder for the Final Site Plan application number and include a reference to the Initial Site
Plan application: SDP202100079. Please include Final Site Plan application number SDP202200002 and please label
SDP202100079 as the Initial Site Plan number. Comment addressed.
6. [32.5.1(c)] Provide setback lines on the Site Plan sheets. Comment addressed.
7. [32.6.2(a)] Provide the Site Data table shown on Sheet C-300 on the Cover Sheet.
a. Use TMP instead of PIN/PID references. Please revise. See comment 4 above. Comment addressed.
b. Include a reference to Special Exception SE202000003 underneath the ZMA information. Comment
addressed.
c. Include all information provided in the Site Data on the Cover Sheet of ZM4,202000007. This includes all
required calculations, recreational facility information, affordable dwelling unit information, buffer
information, etc. Comment stands. Please refer to the approved Application Plan dated 6/1/2021.

8. [32.6.2(a)] Paste a copy of the conditions associated with SE202000003 onto one of the general notes sheets.
Comment addressed.
9. [32.6.2(i)] Zoning approval of the proposed parking requirements and the provided layout is required prior to Final
Site Plan approval. Provide a breakdown of types and numbers of units in the apartment buildings to confirm
parking requirements. For example, how many studio apartments, one -bedroom, two -bedroom, etc.
a. Please confirm how parking is being provided for the attached 78 units. Are there driveways and
garages? Where are the guest spaces? Comments addressed.
10. [32.6.2(a)] Correct any reference to PID to TMP including labels for adjacent properties. Comment addressed.
11. [General Comment] Please add the Site Review Committee (SRC) signature panel (attached) to the cover sheet. Comment
addressed.
12. [32.5.2 (k)(I), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need
to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the
County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying
easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page
number. Comment stands. Per the site access note on Sheet 1 of the Application Plan, all travelways within the
development will need to have an easement granting public access and use of the travelways. These easements need
to be recorded prior to final site plan approval. Comment stands. An Easement Plat Application has been received
and is under review.
13. [32.7.9.7 (a)(3)] Please provide a construction detail in plan and profile view of the proposed dumpster enclosure. The detail
should identify materials to be used, color, dimensions, etc. Comment addressed.
14. [32.7.8 and 4.171 Lighting Plan
a. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. Comment addressed.
b. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please provide
documentation from the manufacturers that all fixtures will be full -cutoff. Comment addressed.
c. Please state the pole height of all outdoor luminaires. Comment addressed.
d. [4.17.4 (b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more
initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half footcandle." Comment addressed.
15. [32.6.2(f)] Provide a typical street section for Private Street C (See Engineering comment if applicable). Comment
addressed.
16. [General Comment] Final site plan must meet all other requirements of 18-32.6, 18-32.7, and 18-32.8 prior to final
approval.
Final Site Plan Review Comments:
1. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Sheet Index table on the Cover Sheet. The Sheet
Index count suggests there are 42 sheets, but there are 53 total sheets in the set. Comment addressed.
2. [General Comment] Add a date of revision.
3. [32.6.2., 4.121 Ensure all parking spaces are counted and labeled properly. In the screenshot below there are 11 parking
spaces in the upper right bubble where it is labeled as 9, and in the larger bubble along Travelway A there are 7 street parking
spaces, but labeled as 8. Travelway B appears to be missing a street parking count as well. Comment addressed.
4. [4.16.2, ZMA202000007] Finalize all proposed improvements within the recreational areas and show these features on all
applicable sheets.
a. Per recreational area notes on Sheet 1 of the Application Plan, the specific amenities required by Section 18-4.16 of
the Zoning Ordinance must be provided on site unless the applicant requests an amenity substitution request. Please
submit a substitution request for the provided recreational areas for Director of Planning and Community
Development approval. Please specifically lay out the requirements in 4.16 vs. what has been provided. An
example of this type of request is attached.
b. Please provide recreational area along the southern property line abutting the landscaping buffer as shown on the
Application Plan.
c. Finalize all recreational areas adjacent to the buildings and revise the site plan accordingly.
5. [32.7.8 and 4.17.41 Please use alight loss factor of 1.0 to determine footcandles on site. Update the lighting plan accordingly.

6. [General Comment] Prior to final site plan approval, a WPO plan must be submitted, reviewed, and approved by the
Engineering Division. Please see Engineering comments below for additional information. Additional information will be
provided pending Engineering's completed review.
7. [18-30.7.4 (b)(1)(h)] In order to disturb the areas of Preserved Steep Slopes highlighted in red on the plan, the applicant must
provide new topographic information that is based on more accurate or better technical data demonstrating, to the satisfaction
of the county engineer, that the slopes are less than 25 percent prior to approval of the final site plan. Additional information
will be provided pending Engineering's completed review.

All ARB comments related to the final site plan have been addressed; however, the comments related to building elevations
are still pending. Please see the applicable comments below:
1. Consider a more muted color substitute for the white fiber cement.
2. Revise the building elevation drawings to include a material and color schedule that is keyed to the sample board.
Provide accurate materiaV color notations along the building elevations.

Albemarle County Fire -Rescue — Howard Lagomarsino, hlaeomarsino@albemarle.org — Requested changes, see below.
Fire apparatus access roads are required for all buildings and must provide a minimum travel way width of 20 ft,
unobstructed if the buildings served the road are 30 feet tall or less and 26 ft if the buildings served by the fire
apparatus access road are over 30 ft tall. The plans indicate the maximum proposed height of 66 feet for the buildings
and the plans also indicate four story townhouses, which will exceed 30 ft. tall, so the fire apparatus access roads
servicing such buildings must provide an unobstructed travel way width of 26 ft. The plans show road widths are 24
feet for all roads except Regan. Please clarify the heights of buildings and provide the required width of 26 feet for
fire apparatus access roads serving any building over 30 feet tall.
2. The overall utility plan -sheet C-500 does not show the hydrant across from the east side of the circle at the
intersection of Sophia and Regan that is shown on Utility layout sheet C-501. Please add it to sheet C-500 as it is
necessary to meet the requirement for a hydrant within 100 feet of each FDC.
3. To determine the proper number of hydrants, the proper spacing of hydrants, and whether the system can provided the
needed fire flow it is necessary to know what the needed fire flow is. Please add a note to the plans indicating the
needed fire flow for the buildings
Rivanna Water and Sewer Authority—Dyon Vega, dvega&rinavvan.org— Request changes, see below.
RWSA has reviewed the RST Residences Final Site Plan with the latest revision dated 4/20/22 by Bohler and has the
following comments.
Sheet C-500
There is a note to make the 24" line a wet tap. However, the drawing appears to show a gate valve on either side of
the tap.

Travelways D and E will require a road name. The road names of'Regan
Road' and 'Sophia Road' are acceptable road names and will be reserved.
This site will require a four (4) new private road name. Per Sec. 7-200-B of the County's Road Naming and
Property Numbering Ordinance (Page 2 of PDF).
"It is intended by this article that all roads within the County which serve or are designed to serve
three or more addressable structures will be named; and that all addressable structures within the
County will be assigned property numbers.

Review #2
Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Bohler, dated 20 April 2022, and
offers the following comments:
1. Original comment: The Auto -Turn diagrams for the ingress movement at the Route 29
entrance shows the fire truck mounting the sidewalk and taking out a street sign. Also,
the egress movement runs on top of the median for its entire length at the same entrance.
Please make adjustments to the turn tracks or design accordingly.
a. Response: Comment acknowledged. An updated truck movement plan will be
provided separately.
b. New Comment: This will need to be updated before VDOT approval.
2. The mill and fill in west -bound Ashwood Blvd west of the proposed entrance must be an
entire lane -width. Also, paving in general should be shown on the plans so that all joints
are either longitudinal or transverse (90' to traffic flow), not angled.
Please provide a digital copy in PDF format of the revised plan along with a comment response

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
