Initial comments from the following divisions of the Department of Community Development and other agencies, as applicable, are attached: Albemarle County Planning Services (Planner) Albemarle County Architectural Review Board (ARB) Albemarle County Building Inspections Albemarle County Engineering Services (Engineer) Virginia Department of Transportation (VDOT) Albemarle County Department of Fire Rescue Albemarle County Service Authority (ACSA) Rivanna Water and Sewer Authority (RWSA) Albemarle County Information Services (13911) Comments reflect information available at the time the development proposal was reviewed, and should not be considered final. [32.5.2(a)] Please include the major site plan amendment application number SDP202200025 in the title. 2. [32.5.2(a)] Please provide the total number of sheets at the bottom of the Sheet Index Table on the Cover Sheet. 3. [General Comment] Add a date of revision. 4. [32.5.2 0)(k)(1), 32.6.2(g)] Show all existing and any proposed easements. Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. 5. [32.5.2(b)] The special exception for parking referenced in Note 14(d) on the Cover Sheet will need to be approved prior to site plan approval. Once approved, please revise Note 14(d) to include the special exception application number and approval date. 6. [32.5.2(a)] Please include all applicable special exceptions under Note 5 on the Cover Sheet. 7. [32.5.2(e), 32.7.9.4, 32.7.91 Please update the plant schedule to include the canopy area per plant for each species type, and then state the total canopy per species type based on the number of trees/shrubs provided. The owner will need to sign the Conservation Plan Checklist and this will need to be added as an exhibit to the Landscape Plan. 9. [32.7.9.4 (b)] Verify the locations, species, and sizes of all existing vegetation that will remain and count toward the landscaping requirements. Make sure all existing and proposed landscaping is reflected in the Plant Schedule on Sheet L501. 10. [32.7.8 and 4.17.4(b)] Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a frill cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 11. [32.7.8 and 4.17.41 Please use a light loss factor of 1.0 to determine footcandles on site. It is unclear what LLF factor was used on the Lighting Plan. 12. [Section 32] Final site plan must comply with all applicable requirements of Section 32.6, 32.7 and 32.8 of the Zoning Ordinance prior to final approval. Albemarle County Architectural Review Board (ARB) — Khristopher Taggart, ktaeQart@albemarle.org — Requested changes, see below. 1. There is a conflict with the color temperatures referenced in the catalog number field (50K, 5000K) and the description field (30K, 3000K) for the pole -mounted lighting. Revise the site plan to correct this discrepancy. 2. No color temperature or fixture color has been identified for the path lighting. Revise the site plan to identify color temperature and fixture color for the path lighting. A color temperature between 2000K and 3000K would be appropriate. 3. The standard lighting note is not on the plans. Revise the site plan to include the following note: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. Add the following note to the general notes page: Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding 4 feet in height require a stamped engineered design also. Walls require inspections as outlined in the USBC. 2. Add the following note to the general notes page: Accessible parking spaces, access isles, and accessible route shall be installed in accordance with ICC ANSI A117.1-09 and the 2018 Virginia Construction Code. 3. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks. 4. The exterior lighting MUST provide a minimum of 1.0 fc from all egress doors to a public way. Albemarle County Information Services (E911) — Andrew Slack, aslack&albemarle.org - No objection (4/25/2022). Albemarle County Department of Fire Rescue — Howard Lagomarsino, hlaQomarsinogalbemarle.org — Requested changes, see below. 1. During demolition and construction, the following fire prevention steps are required, so please add them as a note on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office 2. Please place a note on the plan indicating the needed fire flow for the building 3. Please place a note on the plan indicating the nearest water source capable of contributing the needed fire flow. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
