Dear Mr.Driver,
Your tentative plan submission has been distributed to the reviewing agencies and the attached comments have been
received. Please review the comments and revise the plan of the proposed development accordingly. Your revisions
should be resubmitted directly to the commenting agency. If not previously submitted the landscaping and lighting
plans should be submitted to both the Planning Department and the Building Code and Zoning Service Department. If
not previously submitted your Erosion Control Plan should be submitted directly to the Engineering Department.
After all approvals have been received the final site plan may be submitted for signing. For final site plan submittal you
will need to submit two mylar copies of the site plan(the original and a copy for County records) along with a$325 fee
and completed application to the Planning Department. Submittals are received each Monday and the plan will be
signed within one week of submittal.

A. Final site plan and drainage computation comments: (Glenn)
1. Railings or fences are recommended for safety around the retaining walls.
2. Regarding the stormsewer computations:
a. Please provide a larger version of the drainage map. It is too small to follow the contours.
b. Inlet computations should use a 4.0 in/hr intensity to check for spread, and a 6.5 in/hr intensity at those
inlet where capacity may be a concern. [VDOT LD-98(D)221].
c. I recall a detention waiver was discussed at this site, and note that the routing computations do not
indicate flows before development. Routings are only necessary then for the 100 yr storm after
development to show the structure can withstand it. The 2yr storm can be included if it is used for
purposes of downstream protection. However, it must then be compared with pre-development
conditions.
3.Vehicle barriers should be provided at the edge of the service areas between the buildings where 2:1
slopes fall to the lower parking areas.
4. Indicate the provision for joints slipping on the steep runs of HDPE pipe, H-2 to H-1,A-12 to A-11.
5. Provide safety slabs at structure A-3.
6. Provide permanent drainage easements over the stormsewer system carrying drainage through the
site from above. Include the channel to the basin.
7. Profiles for all pipes system are required. Profiles for pipes into the basin discharge (such as J-1)
manhole are required.
B. Retaining wall plan comments:(Glenn)
8. Plan and computations for the retaining walls have not been received.

C. Stormwater management plan comments: (Glenn, David Hirschman, Water Resource Manager)
9. Regarding the pond computations and narrative:
a. Revise the drainage area maps to indicate the sub-areas referenced in the computations (p.3.01)
b. The time of concentration is incorrectly stated under"pond hydraulics".
c. Clarify in the computations and drainage map which areas bypass the pond as stated in "pond
hydraulics".
d.Account for the approved Pantops PDMC development, and its stormwater management basin, in the
computations.
e. The"Dnstream Invert" of 352.0 for the 4.5' barrel pipe on p.2.03 does not match the plan detail on
sheet 13.
f. Provide computations for buoyancy of the riser and base.
10. 3:1 or flatter slopes should be used around the pond and on the dam and forebay weir.
11. Concrete pipes must be used in the permanent stormwater management facility.
12. Show and label inverts where the pipes from J-1 and I-1 enter the downstream junction.
13.There is a concern that the outlet structure is being placed on existing fill in a former sediment basin.
14. Note on the plan the soil and compaction specifications for the dam.
15. Planting detail must be included for the aquatic benches referenced in the narrative. Include a
species list and planting plan.
16. Provide a permanent stormwater facility and access easement for the basin and structures. The
forebay,-channels, dam and structure must be within the easement.

17.A completed facilities maintenance agreement is required with a 13$ recording fee.
18. Specify non-erosive linings for the spillway from the forebay to the bond.
19.An impervious core and keyway are required for the dam.
D. Erosion and sediment control plan comments: (Mark Graham, Erosion Control Administrator)
20. It appears a stream channel diversion will be needed during construction of the basin. This could be
done by first setting the manhole at the end of the existing 54"culvert with structure"J-1" and leaving the
opening for the proposed 54" pipe blocked. A stabilized ditch could then be constructed from the stream
invert at approximately elevation 378 following the eastern side of the pond to structure"J-1". A 3' high
rock berm should be built around"J-1"so this area may act as a sediment trap during dam construction.
Based on my analysis, it would be acceptable to provide:a 2 'Afoot deep, 5 foot bottom trapezoidal ditch
lined with plastic. This ditch design is shown in the Virginia E&SC Handbook, Std and Spec 3.25 (see
page III-231).
21. The plan must clearly state on sheet 14 that no clearing or grading is to occur, other than for
construction of the sediment basin and diversion dikes, until those measures are operational.
22. Narrative should indicate whether off-site borrow or waste areas will be utilized with this project.
These must be included with this plan or covered by another approved plan. Note that shown Catocin
soils are listed as being"poor"for roadways and as having"severe" limitations for use in pond reservoirs
or embankments. This leads me to believe it will be necessary to import dirt and clay for the construction
of the basin.
23.A geotechnical engineer's report shall be required for the proposed dam construction as part of the
approved plan. Engineering inspections reports for the construction of the-dam shall be a condition of
approval.
24. Dewatering orifice for sediment basin must be properly sized. Calculations provided by the Engineer
suggest a need to convert the 4,652 cubic yards of storage into 125,604 cubic feet. Once that is done, I
believe the Engineer will find the proper size for the orifice is approximately 10-11 inches. Orifice size
must be shown on detail of sheet 15 of the plans.
25.The shown diversion dike behind unit"2K" must be kept in place until the curb and storm sewer are in
place. Based on these plans, that would prevent construction of unit"2K" until the storm sewer is
operational. It would be acceptable to note on sheet 14 that.construction of unit"2K"shall not begin until
the curb and storm sewer are operational. If this is done, engineer should provide a diversion dike on the
west side of unit"2K"to carry the upstream flow into the storm sewer. Wire reinforced silt fence below
unit"2K"unless the sediment is controlled by a riprap berm protecting inlet"J-1".
26.The grading in the area of units"1-G"and"3-C" is protected only by a silt fence with slope lengths
over 300',which exceeds the maximum allowed slope length protected by silt fence. As an acceptable
alternative, the project could be phased such that the retaining wall behind unit"3-C" is constructed from
its northern end to a point south of proposed drainage structure"A-11" and a diversion dike is placed
immediately uphill of the existing sport court. Those measures would need to be in place before any
uphill grading is started. That will allow the retaining wall to act as a diversion dike directing the flow
southward to where it may be captured by the sediment basin.
27. Provide a temporary drain pipe under the middle construction entrance (near drainage structure"A-
11")to serve until the permanent storm sewer can be made operational. Otherwise this construction
entrance should not be utilized until the permanent storm sewer is operational.

28. Provide a stone temporary right of way diversion (Std and Spec 3.11)to divert the flow above the
northernmost construction entrance.
29. Provide culvert inlet protection for end of pipe"J-1" (also, see comments 1 and 6 above).
30. Provide ditch computations for the proposed ditch on the eastern boundary which drains to structure
"H-2", as shown on sheet 5. Computations must demonstrate the bare ground velocities are non-erosive
so this ditch can stabilize. Outlet protection must be specified on sheet 14 for drainage structure"H-1".
31. Recommend connecting existing 24" HDPE, as shown on sheet 4, to proposed drainage structure"B-
3". This will allow the water from Phase 1 to be routed through the proposed pond. Drainage structure"I-
1"could then be allowed to outfall at structure"J-1". If this recommendation is not utilized, relocated 24"
HDPE should not be constructed such that flow direction is more than ninety degrees difference with flow
coming from basin. This appears to require one additional manhole.
32. Note that Virginia Stormwater Management Handbook requires an embankment without an
emergency spillway to provide at least two feet of freeboard from the maximum one hundred year storm
water surface elevation (page 3.01-12). This would require the top of dam at 374.56 which is 1.29 feet
higher than is currently shown.
33.Any mowed slopes on this site must be 3:1 or flatter(E&SC Handbook Std and Spec 3.29). Surface
Roughening (E&SC Handbook Std and Spec 3.29) must be specified for any slope steeper than 3:1.
34. Narrative and plan must address how permanent stabilization will be provided for areas not using
mowed grasses.
35. Stormwater runoff calculations must be provided for existing 54"culvert under S. Pantops Drive to
satisfy Minimum Standard 19 of Virginia Erosion and Sediment Control Regulations. Include both existing
and proposed conditions in analysis. Existing pipe must be analyzed for the 10 year storm and the
downstream channel analyzed for the 2 year storm.
36. EC-3 matting is not acceptable for channel between sediment forebay and permanent pond. Riprap
or concrete would provide acceptable channel stability.
37. Provide"T'turnaround for dam access on flat spot adjacent to Unit"2K" and at weir between
sediment forebay and pond, near storm structure"A-2". Note that each turnaround should provide
geometry and space sufficient for use by a twin axle dumptruck.
Engineering Department approval of the construction plans will be given when "all comments have been
addressed"for items A-D above. A grading permit will be issued when approvals have been granted from
all applicable departments and agencies, and erosion control bond has been posted, and a pre-
construction conference held with the contractor, owner and county staff.

The Planning Department will grant tentative approval when the following items have been addressed:
1. Provide the total square footage for all proposed buildings;
2. Since the approval of Phase 1, site visits have raised concern over the proximity of some parking
areas in relation to the proximity of steeply graded slopes. Therefore, provide a guardrail at the following
locations:
a. Between buildings 3C and 1 H;
b. Between buildings 1 H and 3D;
c. Along the western side of building 1 L;
d. Between buildings 1L and 1J; and,
e. Between buildings 1J and 3E.
3. One tree is proposed for planting along the right side of the existing entrance that is not labeled.
Perhaps it is an "Autumn Purple"? Please clarify;
4. Show the location of all existing and proposed water and sewer line easements. Please be aware that
no trees can be approved in such easements. There appears to be numerous trees that conflict with the
easement locations. Please relocate them. Note: small shrubs can be permitted in the easements;
5. Show the revised treeline around the off-site stormwater basin;
6. Since a large portion of trees are proposed for disturbance off-site, please show more replantings
along the basin area;
7. Although not required, it is strongly suggested that trees be relocated further from the stormwater
easements, as maintenance could be problematic for the applicant in the future;
8. Provide pedestrian access to the tot lot. Also show the gate for the tot lot and provide a description of
the proposed fence;
9. Provide the location of any proposed dumpster pads with associated screening fences; and,
10. Clearly delineate any proposed sub-phasing with this plan,which includes parking areas,
landscaping, and all supporting utilities.

The site plan has been submitted to you directly by the applicant as the preliminary was approved before
the current submission policy was established. The preliminary approval letter is attached to this memo.
Please review the plan for tentative approval. Please review these plans and enter your comments into SPIN
by February 25,2000. I will distribute the comments to the applicant and advise the applicant to work with
each of you to address your comments and to submit an erosion and sediment control plan to the
Engineering Department I have reviewed the plan submitted for compliance with the Preliminary Approval
letter and can offer the following comments:
1. This is phase 2 of the project The preliminary was approved in 1998.
2. The applicant has submitted directly to Engineering an Erosion Control Plan Fee of$1350.00 and a

Re: SDP 97-147- Carriage Hill Apartments Preliminary Site Plan
Dear Mr. Keller:
The Planning Commission unanimously approved your critical slope, cross slope parking grade, and
curvilinear parking waiver requests on March 04, 1998 Consent Agenda. With Commission approval of
these waivers,the preliminary site plan for the development proposal referenced above is administratively
approved:
The approval of the preliminary site plan is valid for one year in accordance with Zoning Ordinance
Section 32.4.3.1. However, a final site plan must be submitted to the Department of Planning and
Community Development within six months to be approved administratively. If the preliminary site plan
approval expires, a new application must be filed and processed.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions:
1. The Planning Department shall not accept submittal of the final site plan for signature until
tentative approvals for the following conditions have been obtained. The final site plan shall not be
signed until the following conditions are met:
A. Planning Department approval of to include:
1. Approval of revised landscape plan to include:
a. Provision of a landscape key that indicates the species type,
corresponding location, and number of each tree proposed;
b. Demonstration of a restored tree canopy calculation equal or greater than
15% of the existing tree canopy; and,
c. Extension of the proposed fence to include the entire parcel boundary of
Tax Map 78, Parcel 15A.
B. Engineering Department approval to include:
1. Receipt of a copy and proof of recordation of a County standard stormwater
management facilities maintenance agreement;
2. Approval of an Erosion Control Plan, including special provisions for phasing in
general accordance with the approved preliminary plan;
3. Approval of final road plans and drainage computations. Plans for the emergency

access must be included.
4. Roads must be built or bonded in accordance with the approved road plans;
5. Virginia Department of Transportation approval of right-of-way improvements;
6. Approval of final grading and drainage plans and computations;
7. Approval of stormwater management plans and computations, including Water
Resource Manager approval of the proposed water quality measures;
8. Approval of retaining wall plans and computations.; and,
9. Demonstration that adequate sight distances can be obtained next to the"pitch and
- putt"recreational feature.
c. Building Codes and Zoning Services approval to include:
1. County Attorney approval of Easement Documents providing for the emergency
access;
2. Build or bond the emergency access;
3. Calculate the percentage of the site plan that is less than 10% slope in the
undisturbed condition, and indicate this percentage on the site plan. Of the total
number of ground floor apartment units, a percentage of them, equaling the'
percent of the site that is less than 10% slope,but not less than 20% slope, must
be designed as Type B accessible units. Indicate on the site plan which buildings
will contain the ground floor Type B units, and how many such units will be in
each building; and,
- 4. Provide curb cuts'in front of all buildings which will contain Type B accessible
units.
d. Albemarle County Service Authority approval to include:
1. Review and approval of final construction drawings for water and sewer
lines:
You are responsible for contacting all applicable departments and agencies, and satisfying the conditions
for approval of the final site plan. When the final site plan meets all requirements and conditions, and
tentative approval has been granted by each department or agency, a final submittal must be made to the
Department of Planning and Community Development in order to schedule the plan to be signed at the ,
next Site Review Committee meeting.
