Dear Mr. Cathcart:
You have requested a confirmation of the zoning of the above referenced
property. The parcel is zoned R-15, Residential. R-15 allows up to 15 dwelling
units per acre.
A site Development Plan, SDP-2000-13, Carriage Hill Phase II Final Plan, Dated
January 31, 2000 and most recently revised on March 27, 2001 has been
submitted to the County but has not yet been approved. That plan shows 140
dwelling units on the 9.712 acre parcel. The proposed density of 14.41 dwelling
units per acre complies with maximum density allowed in the R-15 district.

computation to VDOT for approval end will forward any comment they might have. The stormwater part of
the Water Protection Bond is$15,400.
D.Erosion and sediment control plan comments:0
The Erosion and Sediment Control Plan submitted on.September 5,2000 has been approved subject
to the following conditions.
4_ The Sediment Basin and.other perimeter sediment control measures must be installed and inspected by
the County's Erosion Control Inspector prior to any clearing or grading of the property other than that
necessary for the installation of perimeter sediment control measures. Owner or his representative
must call the County's Inspector to arrange this inspection prior to oleag and grading of the site.
5. Prior to the use of the adjoining property as a borrow area,that property must have an Erosion Control
Permit which covers the area proposed for the borrow area. The currently approved Krogers rough
grading plan is acceptable for that purpose. Also,before the borrow operation con commence,the
County's Erosion Control Inspector must determine that the Carriage Hills Sediment Basin is properly
installed anal operational.
6. A geoteeltnical eegtneee's inspection report for the construction of the dam is required for the
proposed dam construction. The inspection reports must be accepted by the County prier to the
clearing and grading of the site.
7. Culvert inlet protection for end of pipe"i-i"will require a special design to allow this area to serve as
a sediment trap during the fill operation for the dam and the building pad for unit"2-K". Details of
this sediment control measure can be established at the pre-oonstroction conference and must be
approved by the County prior to issuance of the grading permit.
S. The Erosion Control portion of the Water Protection Bond is S125,000. When combined with
David's S 15,400 SWM bond amount,gives a total water protection bond of$140,400.
Engineering Department approval of the construction plans is granted. A grading permit will be issued when
approvals have been granted from all applicable departments and.agencies,and erosion control bond has been
posted,and a pre-construction conference held with The contractor,owner and county staff.

Dear Mr. Fendig:
The plans, entitled "Carriage Hill Phase 2 dated January 31, 2000, last revised August 1, 2000, are
hereby approved for construction. One set of approved plans is enclosed for your records. Any previously
approved plans are voided with this approval. This approval is for basic compliance with the General Water &
Sewer Construction Specifications of the Albemarle County Service Authority and does not relieve the contractor
from responsibility for his work as it relates to the plans and specifications.
The Albemarle County Service Authority requires that a copy of the approved construction plans be on
the job site. It is the contractor's responsibility to mark up a copy of the approved construction plans showing as-
built information and provide this data to your client at the completion of utility installation. Final as-built plans shall
be submitted in a digital format
A preconstruction conference shall be scheduled with the project manager to ensure coordination and
answer any questions. This will be a short meeting to review the project materials,test methods and schedule,
in order to expedite construction. Please have the proper party call me at 977-4511 to schedule the meeting.
This approval is valid for a period of eighteen (18) months from this date. If construction is not in
progress at the end of this time period,the approval shall be void.
(The pressure for water may exceed 80 psi at some meter locations). If you have any questions or if we
can be of assistance,please advise us.
