Dear Mr. Fendig: The plans, with Albemarle County Service Authority specifi- cations referenced, entitled "Carriage Hill Phase I Final Site Development Plan" dated April 30, 1998, last revised June 23 , 1998, are approved for construction. These plans consist of 24 sheets. One set of approved plans is enclosed for your .records. This approval is for basic compliance with the General Con- struction Specifications of the Albemarle County Service Author- ity and does not relieve the contractor from responsibility for his work as it relates to the plans and specifications. - Albemarle County Service Authority requires .that a copy of these construction plans be on the job site to ensure no misun- derstanding and to expedite contractor' s completion of as-built data for your client. This approval is valid for a period of eighteen (18) months from this date. If construction is not in progress at the end of this time period, the approval shall be void. A preconstruction conference shall be scheduled with the project manager to ensure coordination and answer any questions. This will be a short meeting to review the project, materials, test methods and schedule, in order to expedite construction. Please have the proper party call me at 977-4511, Ext. 114 , to schedule the meeting. The pressure for water may exceed 80 psi at some meter loca- tions. With Commission approval of these waivers,the preliminary site plan for the development proposal referenced above is administratively approved: The approval of the preliminary site plan is valid for one year in accordance with Zoning Ordinance Section 32.4.3.1. However, a final site plan must be submitted to the Department of Planning and Community Development within six months to be approved administratively. If the preliminary site plan approval expires, a new application must be filed and processed. The final site plan will be subject to all final site plan requirements(Zoning Ordinance Section 32.6), in addition to the following conditions: 1. The Planning Department shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained. The final site plan shall not be signed until the following conditions are met: A. Planning Department approval of to include: 1. /a.ipproval of revised landscape plan to include: Provision of a landscape key that indicates the species type, corresponding location, and number of each tree proposed; b. Demonstration of a restored tree canopy calculation equal or greater than 15% of the existing tree canopy; and, �. Extension of the proposed fence to include the entire parcel boundary of Tax Map 78,Parcel 15A. B. Engineering Department approval to include: 1. Receipt of a copy and proof of recordation of a County standard stormwater management facilities maintenance agreement; 2. Approval of an Erosion Control Plan, including special provisions for phasing in general accordance with the approved preliminary plan; 3. Approval of final road plans and drainage computations. Plans for the emergency access must be included. 4. Roads must be built or bonded in accordance with the approved road plans; 5. Virginia Department of Transportation approval of right-of-way improvements; 6. Approval of final grading and drainage plans and computations; 7. Approval of stormwater management plans and computations, including Water Resource Manager approval of the proposed water quality measures; 8. Approval of retaining wall plans and computations.; and, / 9. Demonstration that adequate sight distances can be obtained next to the"pitch and putt"recreational feature. -�/ c. Building Codes and Zoning Services approval to include: County Attorney approval of Easement Documents providing for the emergency access; Build or bond the emergency access; �3. Calculate the percentage of the site plan that is less than 10% slope in the undisturbed condition, and indicate this percentage on the site plan. Of the total number of ground floor apartment units, a percentage of them, equaling the percent of the site that is less than 10% slope, but not less than 20% slope,must (I_ be designed as Type B accessible units. Indicate on the site plan which buildings will contain the ground floor Type B units,and how many such units will be in each building; and, 1/.4. Provide curb cuts in front of all buildings which will contain Type B accessible units. 1"e - d. Albemarle County Service Authority approval to include: 1. Review and approval of final construction drawings for water and sewer lines. You are responsible for contacting all applicable departments and agencies, and satisfying the conditions for approval of the final site plan. When the final site plan meets all requirements and conditions, and tentative approval has been granted by each department or agency, a final submittal must be made to the Department of Planning and Community Development in order to schedule the plan to be signed at the next Site Review Committee meeting.
