The Applicant has submitted hard copies of Major Site Plan Amendment application SDP202100021 and VSMP Plan
WP0202100043 for the Crozet Animal Wellness Center. I've reviewed the Site Plan and I believe all my comments have
been addressed, but I think approval of the Site Plan is pending approval of the WPO plan. I have placed the physical
files in John's mailbox. They include 2 copies of the VSMP Plan and 1 copy of the Site Plan for reference. I have kept the
other 4 copies of the Site Plan.
Please review this submission and have any comments to me by Wednesday, June 81h if you can. If all comments have
been addressed I can come back into the office to have the Site Plan copies I have kept signed and approved. Let me
know if you have any questions.

Chris, are you able to insert copy of the 26-p. general permit at Sec. 11 of SWPPP, or would you like us to do that —that was
the single pending request for revision to SWPPP, 1/13/22 just a bit confused...

Engineering has no objection to final site plan approval, once SWM facility deed is recorded.
Once SWM facility easement deed is recorded, WP0202100043 is approved.

2. Agreement to Maintain Stormwater Management Facilities and Other Techniques
a. I will format this agreement for you, but in order to begin the process, please provide an attorney letter
that certifies who can sign legal documents on behalf of AnnMae Holdings, LLC. Attorney letter should
include the following information:
i. Full name of officer and title.
ii. If there is more than one manager, please indicate if managers can act individually or if both
must execute legal documents on behalf of the LLC
iii. If this entity is managed by other entities, please provide the signature block
iv. This letter needs to be reviewed and approved by county attorney's office prior to starting the
stormwater agreement process
3. Stormwater Management Deed of Dedication and Easement
a. This easement will be prepared by John Anderson, Engineer reviewing this project after the Agreement to
Maintain Stormwater Management Facilities and Other Techniques has been approved by the county and
recorded at the clerk's office.
4. Drainage Easement Deed of Dedication.
a. If needed, this deed will also be prepared by John Anderson.
5. This project will require nutrient credits and a water protection performance bond.
6. Please address any questions related to the wpo plan to John.

Please submit this application as a new application. The Plat you have submitted is associated with the Animal Wellness
Center Site Plan, but needs to be submitted as a new Subdivision application.
The Plat is a combination Easement Plat and Special Lot Plat. Please fill out both of these application forms/checklists
and submit them along with the Plat. Since it is a combination plat there is only one fee and you only need to submit it
once. Since the Easement Plat fee ($246.48) is higher, that is the one that applies.
When you are ready, please submit the Plat and associated applications/checklists online here. Once submitted the Plat
will be processed and distributed to Staff on the next submittal date which is Monday, February 21, 2022.

Hi John,
We're not super concerned about the downstream constructed wetlands — except that proper erosion and
sediment control be provided during construction so that this system isn't negatively affected. However, we are
more concerned about the rerouted channel, which was part of the constructed wetlands project, is maintained by
the County, and is a project for which the County receives TMDL credit. Most of our comments relate to the
rerouted channel.
Comments:
• the plans need to incorporate elements of natural channel design and notjust say these words
• Justin should refer to the original channel design by Kimley Horn (key sheets attached) and match this
design style; the County's recent Chapel Hill stream restoration project (which you referenced in your
letter) may be less pertinent since the Crozet channel is much different than the Chapel Hill project
• as you indicated in your letter, we are concerned about possible problems with erosion due to the tight
turns in the channel; this should not be addressed through the use of heavy riprap, as that would not be
consistent with natural channel design
• the current channel seems to have a —20 foot width (-10 feet from center line of channel) of undisturbed
native vegetation — and we would expect the same for the rerouted channel; there are a couple of places
where the center line of the channel seems to be only about 10 feet from the proposed parking lot curb;

the owners should understand we would expect native vegetation right up to the curb (and not a 5-foot
wide bed of ornamentals)
• there is perennial flow in the channel (even during this past dry spell); the construction sequence on C8
should note that diversion dike needs to be stabilized (maybe even vegetated) before diverting flow into it;
otherwise the diversion dike itself may send silt to the wetland
• the plans should include a vegetation planting plan that matches the original plans
• the existing channel is located with a permanent access and maintenance easement dedicated to public
use; we expect this easement to be relocated over the entire rerouted channel to allow the County to
continue to maintain the channel
Could you please convey these comments to Justin Shimp however you see fit.

Hi John,
We're not super concerned about the downstream constructed wetlands — except that proper erosion and
sediment control be provided during construction so that this system isn't negatively affected. However, we are
more concerned about the rerouted channel, which was part of the constructed wetlands project, is maintained by
the County, and is a project for which the County receives TMDL credit. Most of our comments relate to the
rerouted channel.
Comments:
• the plans need to incorporate elements of natural channel design and notjust say these words
• Justin should refer to the original channel design by Kimley Horn (key sheets attached) and match this
design style; the County's recent Chapel Hill stream restoration project (which you referenced in your
letter) may be less pertinent since the Crozet channel is much different than the Chapel Hill project
• as you indicated in your letter, we are concerned about possible problems with erosion due to the tight
turns in the channel; this should not be addressed through the use of heavy riprap, as that would not be
consistent with natural channel design
• the current channel seems to have a —20 foot width (-10 feet from center line of channel) of undisturbed
native vegetation — and we would expect the same for the rerouted channel; there are a couple of places
where the center line of the channel seems to be only about 10 feet from the proposed parking lot curb;
the owners should understand we would expect native vegetation right up to the curb (and not a 5-foot
wide bed of ornamentals)
• there is perennial flow in the channel (even during this past dry spell); the construction sequence on C8
should note that diversion dike needs to be stabilized (maybe even vegetated) before diverting flow into it;
otherwise the diversion dike itself may send silt to the wetland
• the plans should include a vegetation planting plan that matches the original plans
• the existing channel is located with a permanent access and maintenance easement dedicated to public
use; we expect this easement to be relocated over the entire rerouted channel to allow the County to
continue to maintain the channel

hopefully have comments out by Friday. It looks WPO Plan approval is needed prior to Site Plan approval. Based on our
data in County View it looks like David James has reviewed the Site Plan and John Anderson is reviewing the WPO Plan. I
