Engineering has reviewed plan set d. April 8, 2022, and offers the following road plan review comments.
1. Sheet 1
a. Revise stream buffer note, since stream buffers exist on development parcel.
b. Revise plan set title to Incl. ref. to SUB202200075.
2. Sheet 4: Provide complete ownership data for adjacent parcels: TMP#, owner name, deed bk./pg. ref.
3. Sheet 5 (applies to Multiple plan sheets)
a. Label streets (Breezy Hill Lane, Swallowtail Lane, Bluebird Drive).
b. Label fire access road.
c. All roads and fire access road should be labeled on all plan sheets.
d. Please confirm fire access road pavement section is accurate (3" BM-25; 2.5" SM-9.5A).
e. Provide Dp, Dr, ADT for subdivision streets. Ref. VDOT 2018 Pavement Design Guide for
Subdivision and Secondary Roads.
4. Sheet 6
a. Label road stations, plan view, Breezy Hill Ln and Fire Access.
b. Int. Breezy Hill Lane and Swallowtail Lane <100-ft. beyond crest curve (sta. 15+75.53
Swallowtail /sta. 10+00 Breezy Hill Lane) may not allow adequate 25mph intersection sight
distance (280-ft); vertical sight distance profiles indicate adequate intersection /stopping sight
distance at this and other street intersections. Note: vertical curves have severe impact on
construction and public street acceptance if adequate sight distance does not exist at design stage.
c. It is unclear if profile is Breezy Hill Lane profile, or Swallowtail Lane, since Int. stationing for the
intersection of these streets appears to indicate profile is Swallowtail Lane profile. Once all streets
are labeled in plan view, it may help clarify whether profile caption is correct. If profile (left
panel), this sheet, is for Swallowtail, please revise caption.
d. Provide 5-foot wide separation from back edge of sidewalk to the top of slope wherever there is a
drop-off of 4 feet or more from back edge of walk to toe of downward slope (railing is an
alternative); ref. VDOT Road Design Manual Appendix A(1), p. A(1)-76, Fig. All)-1-24.
5. Sheet 7
a. Profile labels ref. Swallowtail Drive, while sheet banner and other labels identify street as
Swallowtail Lane; please revise ref to this public street (across plan sheets), as needed, for
consistency.
b. Similar to Int. Swallowtail Breezy Hill, ensure that Int. Breezy Hill Ln and Bluebird Drive
provides adequate intersection sight distance.

c. Also, ensure profile labels are accurate; for example: profile caption indicates Swallowtail Drive
profile, while profile label indicates Int. Breezy Hill Ln (not Swallowtail) and Bluebird Drive.
Revise labels as needed.
6. Sheet 9
a. Swallowtail Lane plan view road stationing appears inaccurate. Please revise.
b. Recommend explicit notes/labels emphasize road subgrade compaction requirements for fill, sta.
37+00f, since fill section >30-ft (vertical depth of fill).
7. Sheet 10
a. (With WPO) provide storm runoff collection/conveyance wherever proposed grade directs runoff
across three or more lots (i.e., provide yard drain inlets/storm pipes); Lots 25-29, lots 23-26, lots
20-23.
b. Label cul-de-sac radius.
8. All road plan /profile sheets:
a. Show Aabel proposed public right-of-way, or private access easement width for all streets.
b. Show Aabel easement for fire access road. Label fire access easement width.
c. Show VDOT under drains at each sag vertical curve, and each cut/fill transition.
9. Sheet 13
a. Bluebird Drive to Swallowtail Lane sight distance profile indicates conflict (sight line —0.66'
lower than proposed grade); revise design to provide adequate SDR = 280'.
b. Swallowtail Lane to Breezy Hill Lane sight distance profile indicates conflict (sight line —0.2'
lower than proposed grade); revise design to provide adequate SDR = 280'.
10. Sheet14
a. Label VDOT ES-1 in profile view (pipe end sections).
b. Provide pipe anchors (label; specification; VDOT ref. to Sid.) for 96' -15" HDPE at 19.58% slope
(slope >16% requires anchors).
11. Sheet 15
a. 282' — 15" HDPE @ 0.50% constrains construction rather severely. RCP does not deflect; HDPE
may. Any as -built pipe slope < 0.50% will require routing and analysis to ensure lower velocity
(<self -scouring) and pipe capacity issues do not impede performance. Recommend against 282' —
15" HDPE pipe @ 0.50%. Slope 0.55% or greater allows error during HDPE installation (0.50%,
no error). Post -construction remedies for pipe slope <0.50% may be limited and/or expensive
(limited options; resistant to remedy).
b. Label VDOT ES in profile view (end sections).
c. Str. 156,180: Provide %" steel plate in MH floor since difference between INV in/out >4-ft.
d. Recommend specific detailed compaction Note to contractor at 150' (linear) fill section at 383'
15" HDPE pipe; depth of fill exceeds 20' (vertical) and HDPE may deflect /deform at this
location, beyond public /private street acceptance standards. As -built deviation beyond standards
may be difficult to remedy.
e. Str. 156, 178, 180: Provide safety -slab, since structure height>12-ft.
12. Sheet16
a. Provide LD-204 (storm water inlet computation) values for depth and spread at inlets.
