Thank you for your email dated 12/23/2019 approving the Kelso BLA. Mr. Kelso has already obtained all of the owners notarized signatures on an original mylar of the previous version of the plat (attached) which is prior to the change we made to note B to clarify the development rights. i Note B on this plat states: One development right is being added from T.M. 109-10C with Parcel R to Revised T.M. 109-10A. Revised T.M. 109-10A has two development rights and may be further divided. Note B was only revised to clarify where the two division rights for Revised T.M. 109-10A were derived. One development right derived from the December 1980 boundaries of T.M. 109-10C and one development right derived from the December 1980 boundaries of T.M. 109(.10A. The owners signed while they were in for the holidays. With them being out of state and traveling it will be difficult to obtain their signatures again. Please see attached overlay(Kelso(2)) from the GIS website showing 100' x 300' building sites on Parcels 9C & 10C. 3. You are correct. I should have assigned the development rights differently. The Land Use notes have been revised to add one development right from Parcel 10C to Parcel 10B, and to add one development right from Parcel 9C to Parcel 10C. The residue of Parcel 9C retains four development rights not to exceed 27.81 acres. (See revised notes B, C, & D). 4. In discussions with Francis MacCall, we believe health department approval is not necessary on Parcel 10B since land is only being added to Parcel 10B.
