Dear Arthur:
The preliminary plan approval for Seminole Commons (SDP 97-138)is hereby extended
administratively for sixty(60) days,to July 15, 1999. Preliminary side plan approval was originally
granted May 14, 1998 for six months, and extended on October 20, 1998 to May 14, 1999,per a previous
request. Relative to the current request,I have discussed the delay created by the sale of the northern
parcel (TM 32 Parcel 37A1)and its ramifications for satisfying final site plan requirements for this joint
site plan with Wayne Cilimberg,Director of Planning and Community Development. Wayne concurs
that a sixty day extension is warranted under these circumstances.
You should proceed to obtain tentative approvals from the development review departments,working
directly with them to do so. Only when the Department of Planning and Community Development has
been notified that all tentative approvals have been granted can you submit the final site plan for
signature.

Re: SDP 97-138 Seminole Commons @ Forest Lakes Preliminary Site Development Plan
Dear Tom:
The preliminary site plan for the development proposal referenced above was administratively
approved.
The approval of the preliminary site plan is valid for one year in accordance with Zoning
Ordinance Section 32.4.3.1. However, a final site plan must be submitted to the Department of
Planning and Community Development within six months to be approved administratively. If
the preliminary site plan approval expires, a new application must be filed and processed.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section
32.6), in addition to the following conditions:
I. The Planning Department shall not accept submittal of the final site plan for
signature until tentative approvals for the following conditions have been
obtained. The final site plan shall not be signed until the following conditions are
met:
A. Planning Department approval to include:
1. Staff approval of cooperative parking easements.
2. VDOT approval of ingress-only entrance design.
B. Engineering Department approval to include:
1. [32.6.11 The plans shall be sealed by an architect, professional
engineer, land surveyor with 3(b) license, or landscape architect
licensed to practice in the Commonwealth of Virginia.
2. [32.6.6.d.] Albemarle County Engineering approval of grading and
drainage plans and computations.
3. VDOT approval of plans and drainage computations impacting US Route
29.
4. [32.7.4.3.] Albemarle County Engineering approval of an Erosion and
Sediment Control Plan.
5. [32.5.6j.] Albemarle County Engineering receipt of copies of the
temporary grading easements or letters of intent to grant the easements
from adjacent property owners.
6. [19.3, Article III Stormwater Management and Water
Quality] Albemarle County Engineering approval of a
Stormwater BMP Plan, in accordance with the recently
adopted"Water Protection Ordinance." The existing
stormwater detention facility must be modified to capture
the maximum runoff and to remove the difference between
post-development and pre-development phosphorus loads.
Contact the Engineering office at (804) 296-5861 for a
copy of the new ordinance and interim design manual.
C. Zoning Department approval to include:
1. The Architectural Review Board must grant a Certificate of
Appropriateness prior to final approval.
2. The plat to adjust the boundaries of parcel 37A and 37A1
must be recorded prior to final approval.
D. Fire Rescue Division approval to include:
1. [32.7.6] Indicate the re-location of fire hydrants. Fire hydrants
must be within 400 feet by way of prepared travelway of the
building. The storage complex to the rear received approval based
upon the present location of the existing fire hydrants. Relocating
hydrants may effect the storage warehouse approval.
2. [32.7.6] Verify that adequate fireflow is available. Required
fireflow is 2,000 gpm @ 20 psi.
E. Albemarle County Service Authority approval to include:
1. Final approval of construction drawings for water and sewer lines,
including the relocation of RWSA's water main (if necessary) and
other existing appurtenances affected by this site plan.
You are responsible for contacting all applicable departments and agencies, and satisfying the
conditions for approval of final plats.

GENERAL WATER AND SEWER CONDITIONS
1. Work shall be subject to inspection by the Albemarle Cidunty
Service Authority inspectors. The contractor will be
responsible for notifying the proper service authority,
officials at the start of the work.
2. The location of existing utilities across the line of
the proposed work are not necessarily shown on the plans
and where shown, are only approximately correct. The j
contractor shall on his own initiative locate all
underground lines and structures as necessary.
3. All meterials and construction shall comply with General
Water and Sewer Construction Specifications as adopted
by the Albemarle County Service Authority on January 2D, 1983.
amended July 1, 1989.
4. Datum for all elevation shown in National Geodetic Survey.
5. The contractor shall be resposible for notifing j
"Miss Utiltiy" (1-800-552-7001).
6. All water and sewer pipes shall have a mimimum of
3 feet of cover measured from the top of pipe, over the
centerline of the pipe, This includes all fire hydrant
lines, service laterals and waterlines, etc.
7. 20' wide easements, centered on the pipeline and appurtenances
shall be dedicated to the Albemarle County Service Authority,
except where the line is in a public road right-of-way
or an access easement, in which case the access easement
shall also be dedicated as a utility easement.
8. 3' mimimum separation required between water line and
storm sewer culverts or 6" separation when waterline
is insulated. Use 1/2" thick Therma-Cel Pipe Insulation
in 3'x 4' sheets as manufactured by Nomaca, Inc. or
equally approved by Albemarle County Service Authority.
Insulation to extend 5' beyond centerline of culvert in both
directions or 5' beyond ends of culvert when parallel.
9. Touch read meters are being used by the Albemarle County
Service Authority. To accommodate these meters, meter lids
will require a 1 3/4" hole taped into the center of the lid.
Blind taps or plugs shall be provided to prevent debri's
from entering the box prior to meter installation.
10. All water and sewer appurtenances are to be located
outside of roadside ditches.
11. Certification that 95% compaction is obtained shall be
provided for all fill areas under water and sewer lines
and appurtenances. This certification shall be signed
by a Professional Geologist. The certification shall
state the exact area that the certification applies to.
12. Valves on deadend line shall be rodded to provide adequate
restraint for the valve during a future extension of the line.

GENERAL CONSTRUCTION NOTES FOR SITE PLANS
1. Prior to commencement of any construction within any existing
public right-of-way, including connection to any existing road,
a permit shall be obtained from the Virginia Department of
Transportation ( V.D.O.T.). This plan as drawn may not accurately
reflect the requirements of the permit. Where any discrepancies
occur the requirements of the permit shall govern.
2. All paving, drainage related materials and construction methods
shall conform to current specifications and standards of V.D.O,T.
unless otherwise noted.
3. Erosion and siltation control measures shall be provided in accordance
with the approved erosion control plan and shall be installed
prior to any clearing, grading or other construction.
4. All slopes and disturbed areas are to be fertilized, seeded and
mulched. The maximium allowable slope is 2:1(horizontal:vertical).
Where reasonably obtainable, lesser slopes of 4:1 or better are
to be achieved.
5. Paved, rip -rap or stabilization mat lined ditch may be required
when in the opinion of the Albemarle County Director of
Engineering, or the Director's designee, it is deemed necessary
in order to stabilize a drainage channel.
6. All traffic control signs shall conform with the Virginia
Manual for Uniform Traffic Control Devices.
7. Unless otherwise noted all concrete pipe shall be reinforced
concrete pipe - Class III.
8. All excavation for underground pipe installation must comply with
OSHA Standards for the Construction Industry (29 CFR Part 1926).

GENERAL WATER AND SEWER CONDITIONS GENERAL CONSTRUCTION NOTES FOR SITE PLANS
1 Work shall be subject to inspection by the Albemarle C(..jr-ity
Service Authority inspectors. The contractor will be
responsible for notifying the proper service authority
officials at the start of the work.
2. The location of existing utilities across the line of
the proposed work are not necessarily shown on the plans
and where shown, are only approximately correct. The
contractor shall on his own initiative locate all
underground lines and structures as necessary.
3. All meterials and construction shall comply with General
Water and Sewer Construction Specifications as adopted
by the Albemarle County Service Authority on January 2D, 1983
amended July 1, 1989.
4 Datum for all elevation shown in National Geodetic Survey.
5. The contractor shall be resposible for notifing
"Miss Utiltiy" (1-800-552-7001) .
6. All water and sewer pipes shall have a mimimum of
3 feet of cover measured from the top of pipe, over the
centerline of the pipe, This includes all fire hydrant
lines service laterals and waterlines, etc.
7. 20' wide easements, centered on the pipeline and appurtenances
shall be dedicated to the Albemarle County Service Autnority
except where the line is in a public road right-of-way
or an access easement, in which case the access easement
shall also be dedicated as a utility easement.
S. 3' mimimum separation required between water line and
storm sewer culverts or 6'' separation when waterline
is insulated. Use 1/2" thick Therma-Cel Pipe Insulation
in 3 x 4 sheets as manufactured by Nomaca, Inc. or
equally approved by Albemarle County Service Authority.
Insulation to extend 5' beyond centerline of culvert in both
directions or 5 beyond ends of culvert when parallel.
9. 'fouch read meters are being used by the Albemarle County
Service Authority. To accommodate these meters, mete, Tics
will require a 1 3/4" hole tapeU into the center of the lic
Blind taps or plugs shall be provided to prevent debris
from entering the box prior to meter installation.
10 A11 water and sewer, appurtenances are to be located
outside of roadside ditches.
11. Certification that 95% compaction is obtained shall be
provided for all fill areas under water and sewer lines
and appurtenances, This certification shall be signed
by a Professional Geologist. The certification shall
state the exact area that the certification applies to
12. Valves on deadend line shall be rodded to provide adequate
restraint for the valve during a future extension of the line.
i. Prior to commencement of any construction within any existing
public right-of-way, including connection to any existing roan.
a permit shall be obtained from the Virginia Department of
Transportation ( V.D O.T.). This plan as drawn may not accurately
reflect the requirements of the permit. Where any discrepancies
occur the requirements of the permit shall govern.
2 All paving, drainage related materials and construction methods
shall conform to current specifications and standards of V.D.O T.
unless otherwise noted.
3. Erosion and siltation control meas,Lres shall be prcvideU ,n accordance
with the approved erosion control _' plan and shall be .nstaed
prior to any clearing, grading or other constr..cticn.
4 All slopes and cisturbed areas are to be fertilized, seeder: and
mulched The maximi6m allowable slope is 2.-1;horizontal:vertica ;.
Where reasonably obtainable, lesser slopes of 4 1 or better are
to be achieved.
Paved, rip -rap or, stabilization mat lined ditch may be rec)_ir-,e('
when in the opinion of the Albemarle County Directo- of
Engineering, or, the Director s designee, it is deemed r:ecessaF,y
in order to stabilize a drainage channel.
6 All traffic control signs shall conform with the Virginia
Manual for Uniform Traffic Control Devices.
7 Unless otherwise noted all concrete pipe shall be 7e77forced
concrete pipe -- Class III.
8. All excavation for underground pipe installation must comply with
OSHA Standards for the Const^uctior Tnd,stry i129 CFR Part 1926)
