Design Focused Engineering June 8, 2022 Howard Lagomarsino County of Albemarle Department of Fire Rescue 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for SDP202200024 — Belvedere Town Center - Block 2B Dear Rebecca, Thank you for your review of the Final Site Plan request for Belvedere Town Center - Block 2B. This letter contains responses to County comments dated June 6, 2022. Our responses are as follows: A. General: During demolition and construction, the following fire prevention steps are required, so please add them as a note on the plan: a. Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code. b. Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia Statewide Fire Prevention Code. c. Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all construction and demolition sites, provide access to within 100 ft. of temporary or permanent fire department connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather conditions. d. Contractor shall ensure the street numbers are always plainly visible from the frontage street during construction per the Virginia Statewide Fire Code e. An approved water supply for firefighting operations shall be in place and available as soon as combustible materials arrive on site. f. Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance with the Virginia Statewide Fire Code g. Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code h. Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office The notes have been added to Sheet C1 under Fire Prevention Required Steps with this submission. Keep in mind, all buildings require afire afire apparatus access road that provides access to all sides of the ground level within 150 feet of the road: a. Fire apparatus access roads must provide an unobstructed travelway that is a minimum of 20 ft wide for buildings 30 feet or less tall and 26 feet for buildings that exceed 30 feet tall. Comment noted. The fire apparatus will have access to the proposed buildings through 34 ft Belvedere Blvd and through 24 ft Belvedere Way. Building Height notes on Sheet C1 has been revised with this submission and a note was added to Sheet C3 regarding buildings not exceed 30' height facing belvedere way. b. Any places where a parked vehicle could restrict or obstruct the travelway must be marked in an approved manner as no parking, fire lane. Parking is not permitted on Belvedere way 24 ft travelway and there are `no parking' signs located along Belvedere Blvd. 3. If the multi -family require a fire suppression system, the FDC must be on the address side and a hydrant must be within 100 ft of the FDC. The multi -family units are constructed as townhomes with fire walls and do not require fire suppression. 4. Please place a note on the plan indicating the calculated needed fire flow for the building Notes regarding fire flow are provided with this submission on Sheet C1. 5. Please place a note on the plan indicating the available fire flow. We've requested information regarding the available fire flow and we will provide this with the next submittal. 6. Hydrant spacing and number of hydrants is dependent on needed fire flow. The least strict requirement is a spacing of 500 feet and spaced so no building is more than 250 ft from a hydrant. Comment noted. There are two existing fire hydrants one located on Belvedere BLVD and the other located on Belvedere Way. Both of the fire hydrants are closer to the proposed development that the 250.0 ft radius.
