Design Focused Engineering June 8, 2022 David James County of Albemarle Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 RE: Response Letter #1 for WPO200900065* — Belvedere Block 2 Dear David, Thank you for your review of the VSMP request for Belvedere Block 2. This letter contains responses to County comments dated March 30, 2022 our responses are as follows: A. General: 1. I believe this lot sits within the Belvedere Town Center Block 2B subdivision/site plan. Please submit a site plan amendment. A major site plan amendment was submitted on February 8, 2022 and re -submitted on June 08, 2022. 2. An initial site plan may be needed prior to WPO plan approval. A major site plan amendment was submitted on February 8, 2022 and re -submitted on June 08,2022. 3. Cover: 1 believe the title should be `Belvedere Town Center — Block 213' in place of `Belvedere Block 2' and include the lot/phase number. The title of the plan has been revised to `Belvedere Town Center — Block 211'. 4. Note: A new DEQ permit is required, since this is a common plan of development under Belvedere Block 2. Noted. The registration statement is included in the SWPPP B. Stormwater Pollution Prevention Plan (SWPPP): The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Provide a completed SWPPP for review. A completed SWPPP is provided with the submittal. 2. Registration Statement: a. Check box for New Permit Issuance. The New Permit Issue box is checked with this submittal. b. Sec. II. C. Revise: Total area should be 17.32 ac. The total area has been revised to 17.32 ac with this submittal. c. Sec. IL F. County of Albemarle. Sec. II. F. has been revised to state County of Albemarle with this submittal. SHIMP ENGINEERING, P.C. Design Focused Engineering d. Sec. II. G. Change start date to correspond with a date after pre -con. Sec. II.G. has been revised to an approximate date of pre -con. e. Sec. V. Verify/sign & date. Sec. V. has been revised with this submission C. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Submit a PPP for review. A PPP is included in the SWPPP. D. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is denied, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17- 403. 1. Provide the as -built drawings for the Retention Pond and/or verify what was built exceeds or meets design under WPO2009-65. Comment resolved per an email on 04/07/2022 between David James & Justin Shimp. 2. Sheet 3/4: The roof drains need to tie into the existing storm system /drainageway. The roof drains have been revised with this submission. An inlet drainage area map and calculations are also provided on Sheet C9. The calculations were done in comparison with the original design for the inlet drainage area included in SDP200900097-Sheet DP-1. Below is in an image of DP-1 Sheet. w�e'm SHIMP ENGINEERING, P.C. Design Focused Engineering 3. Note: It appears the impervious area of lot 23 is accounted for under SDP2009-97 / WPO2009-64 with a Retention Basin (Type III). The basin has a drainage area of 21.64 - ac & designed to treat 511,205-sf of imperious buildout in Block 2. Comment noted. For the county's record the impervious area and SWM narrative were tracked with the site development plans. We have used the narrative on sheet 6 of SDP 201200026 as guidance. E. Stormwater Manasement Plan (ESOP) Virginia Code §62.144.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Cover: a. Revise: The TMP is 062G0-02-00-02300. The TMP has been revised on the cover sheet to 062G0-02-00-02300. b. Provide date of field verification of topography and existing site conditions (within last year). A field verification note has been added to Sheet C1 under "Source of Boundary and Topography." 2. Sheet 6/7: a. Show staging/parking area. Staging/parking area is now displayed on the E&S phases. b. Show stockpile area. The site is heavily fill import. There is no need for stockpile areas. c. Remove inlet protections for DI's along Belvedere Blvd. The inlet protections for DI's along Belvedere Blvd have been removed with this submittal.
