PATTERSON STAFF REPORT AUGUST 11 , 1987 JEFFERSON SUPPLY DISTRIBUTION CENTER PRELIMINARY SITE PLAN Proposal: To locate a one-story building of 20, 000 square feet, comprised of office and storage area. A total of 28 parking spaces are provided. Acreage: 4 . 11 acres. Zoning: LI , Light Industrial, with proffer ( See History) . Location: Off the north side of Route 250 East, on the north side of Hunter' s Way, adjacent to I-64 . Tax Map 78, Parcels 49G; Tax Map 79 , Parcel 4B. Rivanna Magisterial District. STAFF COMMENT This site plan is to accommodate the relocation and expansion of Jefferson Supply Company from the present location on Berkmar Drive. This business primarily services the Central Virginia area with custodial cleaning supplies and paper products. The applicant does not intend to share occupancy with other tenants. The Commission may recall with review of the Wray Brothers Construction Company Plan on July 14 , 1987 , that Hunter' s Way is not presently in the state secondary road system due to the insufficient number of present users of the road. When either plan is completed, the minimum number will be met. When the entrance was staked after Site Review, the Virginia Department of Transportation determined that sight distance for left-turning vehicles into the site may be obtained with a sight easement on the property across the road from this site. The affected property owner has granted preliminary permission in writing for this easement. Two existing lots will be combined to accommodate the proposed development. The plan proposes additional grading to the west of the building to provide fire access and provide for future expansion area. Some notes which were requested with Site Review Comments have not been included on the plan. The Health Department has granted preliminary approval for the septic field, based on 13 employees. This plan will meet the requirements of the Zoning Ordinance, and staff recommends approval subject to the following: 1 RECOMMENDED CONDITIONS OF APPROVAL 1 . A building permit will not be issued until the following conditions have been met: a. Zoning and Planning staff approval of technical notes to the plan; b. Issuance of an erosion control permit; c. County Engineering approval of grading and drainage plans and calculations, to include guardrail on the entrance road; d. Virginia Department of Transportation approval of drainage plans and commercial entrance; e. Fire Officer approval; f. Planning staff approval of landscape plan; g. Recordation of plat or deed combining lots 7 and 8 (parcels 49G and 4B) . 2. A certificate of occupancy will not be issued until the following condition has been met; a. Final Fire Officer approval. 3 . The site shall be limited to 13 employees, without further Health Department approval. 4. The final plan may be administratively approved. History: Hunter' s Hall Preliminary Plat was approved by the Planning Commission on July 17, 1979, and the Final Plat was approved by the Commission on August 28, 1979. This subdivision plat created 20 lots with an average 2.7 acre lot size, all served by a proposed internal public road. The Board of Supervisors approved ZMA-86-09 Hunter' s Hall on December 17, 1986. This rezoned 17 lots for a total of 46 acres, from Highway Commercial to Light Industrial. Topography of the Area: Moderately sloping down from Hunter' s Way. Condition of Roads Serving Proposal: Hunter' s Way is not yet accepted as a public road in the state secondary road system. Watershed Impoundment: Outside watersupply watershed area. 2 Soils: In this area are primarily Raybun Clay Loam and Davidson Loam. These are moderately deep, well-drained soils with hard rock at 48-60 inches. Comprehensive Plan Recommendation: This property is located within Rural Area II . Type Utilities: This property is approximately 1.4 miles outside the Service Authority Jurisdictional Area. Private individual well and septic field are proposed. Stormwater Detention: N/A. Virginia Department of Transportation: See "Staff Comment. Jefferson Supply Company has been in business since 1965 and services the Central Virginia area primarily. The major portion of our sales involves custodial cleaning supplies and bathroom paper products. Following is a brief listing of the types of items we sell : absorbants, applicators , ash trays , plastic bags , brooms, brushes , carpet care products , carts , cleaners , cups, deodorants, disinfectants , dust cloths , floor finishes , floor machines, gloves , paper towels & tissue, scouring powders, waste receptacles, light bulbs and flourescent tubes . Presently we are carrying an average inventory of $250 ,000 . 00 . Not more than 1% of this inventory involves flammable chemicals . None of these flammable chemicals are of the nature that concern our insurer and require no special warehousing conditions . A review of our business background will reflect that we have been a positive factor in the county and city business community.
