We have let Andy know that we would like to continue to work with County staff to resolve these outstanding issues before heading to the Planning Commission. Once we have final comments from you and Kevin, we would like to have a meeting with County staff and VDOT to discuss final issues. In the meantime, I wanted to address your three bullet points below: 1. 1 don't see where commitments to transit have been made. 2. Affordable housing proffers are being removed. 3. Transportation review is not complete and if impacts are identified, they must be addressed. 1. We are offering a potential bus/transit stop in the block immediately north of the south entrance (see below). We also are providing bike stations and lockers. Both are identified on the binding Application Plan (Sheet Z4). This ZMA amendment would remove the proffers associated with the original approval and replace them with commitments shown on the Application Plan. Please see page 8 of the Narrative for an explanation of the affordable housing commitment, which is set out as Note 4 on the Application Plan. This commitment is in line with County Policy. The project as proposed will provide 54 affordable units across both phases. The current Phase 1 has already provided six (6) units, and Phase 2 will provide an additional 49 units. The existing approved plan would provide only 29 affordable units, so approval of this amendment yields 20 more affordable units. (As to cash proffers, please note that the proffer statement approved with the 2006 ZMA provided cash proffers only for single-family units.) 3. We will await transportation review and look forward to discussing staff comments in an upcoming meeting. The ITE data is supportive of this request. However, no parking alternatives have been provided. A 30 space reduction must provide alternatives as outlined in 4.12.8-4.12.12. Providing sidewalks in the area and stating that it is "bikeable" is not sufficient, 4.12.8(c) already requires means for safe movement. In order for the parking reduction to be approved, provisions for transit and bike facilities must be provided. Our team is wondering when we will see the next round of comments (if there are any other than the recent VDOT ones you forwarded). By our calculations, it's been over a month since we should have received them according to the general schedule. I realize Community Development has some staffing issues and have been inundated with submittals. Still, we are anxious to determine how we move forward- particular with the PC and BOS. Can you please give me something to take back to everyone if not the next review letter by the end of the week? I really appreciate it.
