STAFF REPORT: PLANNING COMMISSION MEETING: FEBRUARY 5 , 1985 - PAGE 1 STAFF REPORT: TEAGUE-HAWKINS FUNERAL HOME ADDITION SITE PLAN: Proposal: To add 1, 350 square feet of floor area. Acreage: +.898 acres . Zoning: R-1, Residential. Location: Located on the south side of Rt. 250W adjacent to the Children's Rehabilitation Center and Thatcher' s Restaurant on Tax Map 60 , parcel 37. Jack Jouett Magisterial District. Character of the Area: The land use of the area adjoining this parcel is commercial. SUMMARY AND RECOMMENDATIONS : To save the Planning Commission and the applicant additional time , staff requests that the site plan for Teague-Hawkins Funeral Home addition be reviewed at this meeting. Staff also requests that the Commission grant staff administrative approval of the site plan because it has been a matter of Planning Commission policy to not approve a site plan until it has received Board of Supervisors approval on a rezoning application. We win not approve the site plan until the Board of Supervisors has approved the rezoning. The 1, 350 square foot addition to the funeral home will not intensify the existing use. The additional space will be used to further separate the viewing areas . The number of viewing areas will remain the same. Because the addition does not include an increase in the assembly area the Zoning Administrator has determined that the Teague-Hawkins Funeral Home Site Plan has adequate parking. The unusual circumstances concerning parking for this establishment, and the fact that traffic is manually directed, contribute to the Zoning Administrators determination that the public safety will be insured. The applicant has increased the parking area from approximately 10 unmarked spaces to 19 marked parking spaces. STAFF REPORT: PLANNING COMMISSION MEETING: FEBRUARY 5 , 1985 - PAGE 2 STAFF REPORT: TEAGUE-HAWKINS FUNERAL HOME (CONT) Virginia Department of Highways & Transportation has recommended closing the most western entrance along Rt. 250W, and modifying the most eastern entrance along Rt. 25 W. The road recommended for closing is parallel to an existing State road, the Virginia Department of Highways & Transportation has stated that this entrance does not have the recommended sight distance to the east. The modification to the eastern entrance consists of adding curb and gutter and narrowing the entrance. Because this site is along a designated scenic highway the applicant has applied for and received variances for setback requirements along Rt. 250W. One variance is for a canopy addition 46 ' from the highway right-of-way (see attachment #1) . An additional variance was granted for a roof addition located 4 ' from the right-of-way (see attachment #2) . The majority of site review members have recommended approval of the site plan. This plan has received Health Department and County Engineer approval. Staff requests the Planning Commission to grant staff administrative approval of the site plan with the following conditions : 1) Board of Supervisors approval or rezoning from R-1 to HC. Topography of Area: Gently rolling. Condition of Roads Serving Proposal : From the Rt. 250 and 29 Bypass to Rt. 250 Business the road carries 20 ,635 vehicle trips per day. Watershed Impoundment: N/A. Soils : N/A. Comprehensive Plan Recommendation: Urban Neighborhood 7 , Commercial. School Impact: N/A. Type Utilities : Public water and sewer is available. However, Health Department has stated that the existing septic system is adequate for the proposed use. STAFF REPORT: PLANNING COMMISSION MEETING: FEBRUARY 5 , 1985 - PAGE 3 Virginia Department of Highways & Transportation: The road that runs along the western side of this site that serves the Children' s Rehabilitation Center is maintained by the State. The Department recommends that the southern entrance along this side road be upgraded to a 30 ' wide entrance that meets the Department' s current standards. The Department recommends that the existing entrance to the north be closed as shown on the plans and be repaced with CG-6 . The Department recommends that the western entrance to this site along Rt. 250 be closed since there is inadequate sight distance to the east at this location. The Department also recommends that the eastern entrance to this site off Rt. 250 be modified in accordance with the attached sketch. The CATS shows a proposed ultimate right-of-way sight of 90 ' and currently there is 80 ' along this section of Rt. 250 . Since the highway right-of-way joins the railroad right-of-way on the north side of Rt. 250 , the additional 10 ' of right-of-way would come from the south side of Rt. 250 . The Department recommends that curb and gutter and storm sewer system be built across the frontage of this property in accordance with the proposed ultimate construction. The addition of curb and gutter and storm sewer system will probably require the upgrading of the existing drop inlet at the western property line. Fire Officer - No comment. ' r- ( I ` ICHAEL E. This variance approval allows relief from Section 30.5.6.2. 1 of the Albema;l.a County Zoning Ordinance to allow a canopy addition to be located 46 feet from the road right-of-way, a variance of 104 feet. The legal advertisement did not include Section 4.6.3.2 to allow roof addition to be located 4 feet from right-of-way.
