1. [4.12, 13VAC5-63-250] —Parking. There is a minimum requirement of 12 accessible spaces, 2.33% of total
parking; 9 accessible spaces are currently shown.
2. [4.12.16] — Parking areas. Light poles may not be located within grass overhang areas adjacent to parking spaces
less than 18' in length. There appears to be three light poles mounted within grass overhang areas near buildings
2 and 3.

1. The VSMP plan (WPO201600035) will need to be amended to show Erosion and Sediment Control and
compliance with the approved plan (DEC, drainage patterns, etc.).
2. Remove the phantom road grading shown on some of the layout sheets.
3. Show the pipe outfall/riprap extended all the way to the channel.
4. Include additional notes along with the ones already on the storm profiles regarding the other
requirements for the storm structures, such as inlet shaping and metal plates for drop inlets.

RWSA has reviewed the North Pointe Apartments Section 1E Final Site plans dated 5/16/22 by
Collins Engineering and has the following comments.
General Comments:
1. Can you send us the approved road plans?
2. RWSA will require a sewer flow acceptance prior to final site plan approval for each
phase/block. The request will need to be sent to us by ACSA and will include the
following:
• Estimated average daily dry weather sewage flow (ADDWF)
• Point of connection into RWSA system (which manhole)
• Number of units/square footage
• Estimated in-service date

The road name "Huntly Street" is not acceptable by our standards. The word "Hunt" has been
used too many times in beginning road names and is no longer available for use. The applicant
can add another name to the existing name to make it more unique (e.g. "Huntly Corner Street")
or provide three (3) potential road names to be used in place of "Flora Bend".

Application Denied.
The egress notes from the previous review were not addressed. The pool area is an Assembly use as
defined by the Virginia Construction Code and must meet the egress requirements of Chapter 10. The
plan only shows 1 means of egress from the pool area. A minimum of 3 MOE is needed for the pool area
only. This does not include any occupants of the Club house which would increase the number needed.
12 Accessible parking spaces are needed, only 9 shown.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced North Pointe Apartments — Section lE — Phase A, as
submitted by Collins Engineering, dated May 16, 2022 and find the site plan generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.
