Below are our responses to the remaining comments on the site plan. Planning (Mariah Gleason): 1. The cover sheet has been revised to note the project ID number. 2. The additional proffers from ZMA2021-00015 have been added to sheet 2, as requested. 3. The landscaping plan has been updated as follows: a. The landscaping plan now meets the required 20%of the site development, excluding the greenway, recreational areas, and open spaces. b. There are existing trees, but they are within the greenway area, and therefore do not count against the overall tree canopy requirements. But they will be preserved, so the checklist is still necessary. c. An additional line item has been added for the trees with the 3.5" caliper within the entrance corridor. d. The street trees have been revised and the quantities updated on the plan. e. Additional screening and shrubbery have been added for the parking lots, as requested. f. The tree labels have been fixed. g. The faded tree line has been removed from the landscaping plan and layout sheets. h. All conflicts have been resolved between the landscaping and recreational amenities. 4. The substitution request is being submitted to Planning for review by the developer. 5. The proposed units have been updated as followed: a. The types of units have been identified under the building height section on the cover sheet. b. The units for lots 116-120 are no longer part of this site plan. These TH units will be part of the Phase IV site plan, and an ARB application will be submitted for these units along with the units within Phase IV. 6. The detail for the driveways has been added to the notes and details sheet. 7. The boundary information on Sheet 3 has been updated to match the metes and bounds associated with the plat. 8. The cover sheet and general information have been revised as followed: a. Note rig under the layout sheet on the cover sheet has been updated, as requested. b. Note rill has been removed. c. The sheet label for the existing conditions has been updated. d. A north arrow has been added to sheet 3. e. On sheet 3, the rezoning area boundary has been shown, as requested. f. On sheet 4, the rezoning area boundary line has been labeled. 9. The matchlines for sheets 5 and 7 have been updated to reference the sheet 11. 10. The greenway labels have been updated, addressing Park and Recreation comment. 11. The sight distance easement is being added to the subdivision plat. 12. This comment is acknowledged. 13. This comment is acknowledged. 14. Revision dates have been added to the plan sheets that have been modified. Engineering: 1. The comment is acknowledged. The VSMP is under review for final approvals. 2. This comment is acknowledged. The road plans should be able to be approved, once the VSMP plan is approved. 3. The driveways and location of the units have been updated to ensure a minimum of 18' for the driveway outside of the ROW and access easement. 4. The plans show the field located and surveyed location of the stream and the stream buffer has been updated on the plans. All improvements for this lot are located outside of the stream buffer. GIS/ E911: No objections Albemarle County Building: No objections, recommendation noted Fire/Rescue: 1. Notes have been added to the site plan on sheet 5, including notes a through h. ACSA: No objections VDOT: No objections Parks & Recreation: 1. The open space note in the general notes on Sheet 1 has been updated as requested. 2. The notes on Sheet 4, 5, and 6 and sheet 3 have been updated for the description of the Greenway. It will be a parcel dedicated to Albemarle County, and has been noted as such. ARB: ARB staff is correct in that the TH units on Lots 116 through 120 can be seen from the entrance corridor. Therefore, these 4 untis have been removed from this site plan and will be platted with the Phase IV site plan. Since the majority of the units within the Phase IV development can also be seen from the Entrance corridor, it makes sense to go through the ARB review just once and plat all these units within the same site plan. In addition, an 8' wooden privacy fence is being added to the plans in the location of these 4 lots and future TH units. The fence will be located 10.5' off the property line, allowing for landscaping to be installed between the lot line and the privacy fence for additional screening. This is similar to what was done in the EC for Avinity Estates that backed up to the Kappa Sigma property. The remaining SFA units being site planned with this application can not be seen from the Entrance corridor. In addition, the privacy fence screens the rest of the improvements from this phase of development from the EC.
