Responses to comments from County Staff
With this memo, we are responding to the comments that were directed to our office following the
review of our Major Site Plan Amendment for the DS Tavern project located at 3449 Ivy Road. The
comments were received in written format and dated May 31, 2022. Below, we have provided our
responses to the correlated comments as numbered on your memo.
Albemarle County Planning Services (Planner) — Kevin McCollum
1. The application number for the major site plan amendment has been added to the title on
the cover sheet.
2. A tally including the total number of plan sheets included in the plan set has been added
to the bottom of the sheet index table on the cover sheet.
3. A revision date has been added to the title block for all applicable plan sheets
4. Existing easements are shown on the layout plan, sheet C4.0. The proposed private
drainage easement is shown on C4.0 and sheet C5.0.
5. A parking agreement is being proposed to allow combined parking between the DS
Tavern and the Halifax House (adjacent property). This parking agreement will be sent
under separate letterhead. A summary of the parking tabulations for the parking
agreement can be found on the cover sheet C 1.0 under general note # 14.
6. The parking agreement between DS Tavern and Halifax House (adjacent property) has
been added to note #5 on sheet C1.0.
7. Plant canopy calculation information for individual plantings has been added to the plant
schedule on sheet L501. An existing tree canopy exhibit has been added to sheet L500.
8. A Conservation Plan Checklist has been signed by the Owner and has been added to the
lower left hand comer of plan sheet L501.
9. Existing vegetation information can be found on sheet L101 and within the existing
conditions exhibit on sheet C2.0.
10. The standard lighting note regarding outdoor luminaires has been added to the lower left
hand comer of sheet SL 1.0.
11. Information about the light loss factor has been added to the lighting notes in the lower
left hand comer of sheet SL 1.0.

Albemarle County Engineering Services (Engineer) — John Anderson
1. This comment has been acknowledged. The Contractors have been notified that a VDOT
Land Use Permit will be required prior to any work within the public right-of-way.
2. C5.1
a. End sections are now shown on the stormwater profile sheet for outfalls 1, 3, and
31. Please note that the end sections for outfalls 1 and 3 are existing outfalls.
b. Pipe 5 is an existing pipe that is on the adjacent property (Halifax House) and will
be installed prior to work pertaining to this site plan amendment. This pipe is not
proposed to be changed with this major site plan amendment.
c. Pipe 2 is an existing pipe that is on the adjacent property (Halifax House) and will
be installed prior to work pertaining to this site plan amendment. The pipe slope
for this pipe has been discussed with the Contractor and we believe a minimum
pipe slope of 0.5% is achievable for this pipe.
3. This comment is acknowledged. The current WPONSMP plan amendment will need to
be approved prior to approval of this major site plan amendment.
Albemarle County Architectural Review Board (ARB) — Kristopher Taggart
1. The catalog number for the proposed pole -mounted light fixtures has been revised to
reflect the chosen color temperature in the lighting cutsheet.
2. A chosen color temperature has been added to the path light information cutsheet.
3. The standard lighting note regarding outdoor luminaires has been added to the lower left
hand comer of sheet SL 1.0.
Albemarle County Building Inspections — Betty Slough
1. The requested note has been added to general note 11. K. on the cover sheet, C 1.0.
2. The requested note has been added to general note 11. L. on the cover sheet, C 1.0.
3. The requested note has been added to general note 11. M. on the cover sheet, C 1.0.
4. Exterior lighting provides a minimum of 1.0 fc from all egress doors to parking lot.
Albemarle County Information Services (E911) —Andrew Slack
1. No comments received.
Albemarle County Department of Fire Rescue — Howard Lagomarsino
1. The requested notes have been added to general note 411 N. to U. on the cover sheet,
C1.0.
2. A calculation value for the needed fire flow for the building has been added to the cover
sheet, C1.0 as general note 415.
3. A note has been added to sheet C 1.0 under general note 415 stating the nearest water
source capable of contributing to the needed fire flow.
Albemarle County Service Authority — Richard Nelson
1. No comments received.
