WPO20200053 must be amended and approved before this road plan can be approved. In particular, the Phase II E&S plan and any post -development drainage changes, such as in sub -area C must be revied. There may be other applicable changes not noted in this comment. 2. [Sheet 23] Some slopes are very steep. Please provide explanation for slopes over 10%. 3. Ensure easements for all stone drains are sufficient. This includes 20' easements for yard drains in-between houses. This can be shown on the final site plans and easement plat, however since they were shown on this road plan, it is a noted comment. 4. Trees outside of ROW must be in a landscape easement. Planning (Ben Holt) 1. See attached letter dated 6/9/22. VDOT (Adam Moore) 1. See attached comment letter dated June 30, 2022. Fire Rescue (Howard Logamarsino) 1. No objection. ACSA (Richard Nelson) 1. An updated RWSA sewer agreement will be required for the additional lots. 2. Show sewer lateral for Lot 188. 3. Provide ACSA access easement through Open Space F. This property does not fall within the EC overlay. ARB review/approval is not required. Please show the mail boxes & cluster box unit locations per RDM Appendix B(1)-56. 2. Landscaping plan proposed large trees do not appear to be a good choice for narrow grass island/strips. Rotundiloba American Sweetgum should not be planted near driveways or sidewalks due to the aggressive root system. Willow oaks are fast growing, surface rooted trees that tend to uproot sidewalks and curb/gutter. Princeton Elm root system is said to be wide, shallow and fibrous with some potential for infrastructure damage in narrower planting strips. Please consider smaller slower growing trees for the proposed right of way islands between sidewalk and curb/gutter. 3. Phase division is not clear and should be better delineated and consistent on the plans. 4. Please remove all Structure and Bridge Standard Details from the plans. S&B standard details are to be referenced in plan notes: The Standard Drawings contained in the VDOT Road & Bridge Standards are signed and sealed engineering drawings that are copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to offer the Standard Drawings in a secure electronic format and each Standard is available on this website. Plan assemblies using the Road & Bridge Standards shall reference each standard used. Inserting the Standard Drawings into VDOT, locality, or private development plan assemblies, or modifying the Standard Drawings in any way, is not permitted. 5. Please show the proposed right of way line across the emergency entrance on Rambling Brook Road. VirginiaDOT.org WE KEEP VIRGINIA MOVING 6. Proposed contours appear to be missing from within the proposed right of way on the plan views. 7. Flood Plain and inundation layers do not appear consistent between submittal of road plans and site plans. 8. Due to the level of items noted in this review, these comments may not be exhaustive. A VDOT Land Use Permit will be required prior to any work within the right-of-way. The owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434) 422-9399 for information pertaining to this process. Please see the requirement below regarding approval of final site plans and subdivision plats. [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-3031] Lots 205-247 do not match the current layout for initial site plan SDP2021-96 and preliminary plat SUB2021-219. Lot configuration of the road plans must match all phases prior to approval of each final site plan and subdivision plat.
