Required and provided parking numbers appear to be transposed. The note should indicate 346 required spaces and 394 provided spaces. The following comments will need to be addressed before approval: 1. WPO20200053 must be amended and approved before this plan can be approved. In particular, the Phase 11 E&S plan and any post -development drainage changes, such as in sub -area C must be revied. There may be other applicable changes not noted in this comment. 2. Road plan SLJB202000226 matching this plan must be approved and built or bonded before final site plan can be approved. 3. Ensure easements for all storm drains are sufficient. This includes 20' easements for yard drains in-between houses. 4. Trees outside of ROW must be in a landscape easement. 5. Easements recorded with SUB202100035 do not appear to be shown on the existing conditions sheet. 6. Ensure positive drainage between houses. Show spot shots and/or provide a swale. One example is between lots 215/216, but this occurs in several locations. 7. Please provide engineered retaining wall designs. Building permits will be necessary for the wall construction. A maintenance agreement will be necessary for retaining walls that cross property lines. 8. [Sheet 23] Maximum slope in storm drains should be ideally 10%, however the county allowed 15%. A few pipes exceed 15%. 9. Ensure there is a note where roof drains are required to tie in to yard drains. 10. Is there a detail for splash blocks for the single family detached houses? If not, please provide a detail or show where roof drains tie in or how sheet flow is achieved. Ben, RWSA has reviewed the Pleasant Green Phase 2b and 3 final site plan dated 5/16/22 by Collins Engineering and has the following comments. General Comments: RWSA will require a sewer flow acceptance prior to final site plan approval for each phase/block. Is this submission revising the street and lot layout defined by SUB-2020-00226 and SUB-2021-00166? The layout of Phase IIB shown in this submission differs vastly from what was submitted and approved under the previous two submissions. 2. The Standard Drawings contained in the VDOT Road & Bridge Standards are signed and sealed engineering drawings that are copyrighted materials of VDOT and the Commonwealth of Virginia. VDOT's policy is to offer the Standard Drawings in a secure electronic format and each Standard is available on this website. Plan assemblies using the Road & Bridge Standards shall reference each standard used. Inserting the Standard Drawings into VDOT, locality, or private development plan assemblies, or modifying the Standard Drawings in any way, is not permitted. 3. Revise Note 4 on Sheet 24: "Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. The HOA will be responsible for the maintenance of sight lines." 4. Please show the mail boxes & cluster box units per RDM Appendix B(1)-56. 5. Show the width of Hudson St in an area without on -street parking. 6. Show the centerline radius for all horizontal curves and ensure they conform with Section 3, Appendix B(1) of the Road Design Manual. 7. Provide intersection sight distance lines and profiles in the sight alignment for Hudson St at Litchford Rd. 8. Provide profiles for all sight lines at all intersections. The Rotundiloba American Sweetgum, Princeton Elm, and Scarlett Oak do not appear to be on the approved tree list in Appendix B(1) of the Road Design Manual. Please select trees from this list, or justify the use of other trees. 10. Please remove trees within 30' of intersections as shown in Section 5D of Appendix B(1) of the Road Design Manual. 11. Draw the right-of-way line across the entrance of the emergency access to denote the limits of VDOT maintenance. 12. Provide drainage calculations. 13. Due to the level of items noted in this review, these comments may not be exhaustive. 14. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. Please provide a digital copy in PDF format of the revised plan along with a comment response letter. If further information is desired, please contact Doug McAvoy Jr. at (540) 718-6113.
