Certificate of Appropriateness Narrative for SDP202000063 HTC Area C Townhomes
Dear Margaret,
Thank you for your review of the Final Site Plan for HTC Area C Townhomes. This is a narrative to
accompany the application for a countywide certificate of appropriateness.
This final site plan proposes the construction of a total of 66 townhomes in Hollymead Towncenter
(HTC) Planned Development Mixed Commercial (PDMC) Area C. This includes the construction of 56
townhomes on Block II (TMP 32-41J) and 10 townhomes on Block III (TMP 32-41K1). These are
currently vacant lots in the HTC PDMC which are located at least 750' from the Route 29 entrance
corridor.
These townhomes are compatible with the surrounding area and the Entrance Corridor. The townhomes
were designed by NVR, Inc. and are similar to recent construction townhomes also designed by NVR.
An example is located in the Hollymead Area on the other side of the Rte. 29 entrance corridor. The
Forest Lakes Townhomes at Timberwood Square located on Landon Lane are a similar product to the
proposed construction. An image of the NVR townhome to be constructed at HTC is included with the
COA packet.
The size and materials of these townhomes share characteristics with townhomes near entrance corridors
in Albemarle County. These will coordinate with the rest of the Hollymead Towncenter as PDMC
buildout continues by use of a neutral color palate and materials similar to existing construction. The
townhomes will be blended into the environment with landscaping meeting zoning requirements,
including street trees and screening.
Existing construction is present between the proposed townhomes and the entrance corridor. Boj angles,
a one-story fast-food restaurant is located immediately adjacent to Route 29 and Comfort Inn Suites, a
four-story hotel, is set back from Bojangles. The presence of these two structures nearly screens the
proposed townhomes in Blocks 2 and 3. The townhomes would only be visible over the detention pond
adjacent to the Timberwood Boulevard/Route 29 intersection; at this sight line, the townhomes would be
750' from the Route 29 corridor. A site section has been provided with this submission to visualize this
sight line. Images of the site from the entrance corridor are located in the COA packet. Images are taken
from Google Maps Street View, and show that existing construction and landscaping stands between the
townhome development and the entrance corridor. Please note that the street views were taken from
2018 and do not include the Comfort Inn Suites which were constructed in 2020 and would further
obscure view of the townhomes.
We request that the ARB issue a county -wide certificate of appropriateness for the Hollymead
