Ben, thanks for your patience.
CV recommendations:
1. FSP approval requires an approved WPO plan.
2. A recorded SWM facility /public drainage easement plat with deeds is pre -requisite to WPO plan
approval. Easement plat review and approval is a separate application and review process.
3. For FSP =royal:
a. Provide VDOT GR-2 (guardrail) for 21 parking spaces above slope above SWM facility.
b. Provide VDOT LD-204, LD-229 for inlets and pipes.
c. Please ensure:
i. Ex. manmade storm conveyance pipe network at Colonnade Drive has capacity to
receive additional runoff from Skyline Ridge Apartments.
ii. Storm runoff capture /inlet at contour 680t north of RW SA access, where access
departs apartment parking since proposed grading concentrates stone runoff at
this location.
iii. May need to revise three (3) ADA Hand. Parking Sign labels along access, which
may instead be intended as `No parking' signs.
iv. Provide copy of recorded agreement for permanent off -site improvements, notably
site access at intersection with Colonnades Drive cul-de-sac.
v. Provide notarized agreement for off -site temporary construction easement (letter
agreement, if not recorded instrument) for work on adjacent parcels.
Please transmit Engineering review comments to Applicant at your convenience, since we have not.
Thanks, again.

Add the following notes to the general notes page:
• Retaining walls greater than 3 feet in height require a separate building permit. Walls exceeding
4 feet in height require a stamped engineered design also. Walls require inspections as outlined
in the USBC.
• Accessible parking spaces, access isles, and accessible route shall be installed in accordance with
ICC ANSI A117.1-09 and the 2018 Virginia Construction Code.
• Where the flood level rims of plumbing fixtures are below the elevation of the manhole cover of
the next upstream manhole in the public sewer, the fixtures shall be protected by a backwater
valve installed in the building drain, branch of the building drain or horizontal branch serving
such fixtures. Plumbing fixtures having flood level rims above the elevation of the manhole
cover of the next upstream manhole in the public sewer shall not discharge through a backwater
valve.
• All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.
• Buildings or structures built before January 1, 1985 must have an asbestos survey performed in
order to apply for a demolition permit.
• Asbestos removal permits are required if positive for such from Albemarle County and VDOLL
Contact VDOLI for their additional requirements and permits for demolition projects at 540-562-
3580 x131.
• All water, sewer and fire lines require NEW inspection and testing procedures. The ACSA
performs any testing and inspections of the public sewer and water main(s).
• The Albemarle County Building Inspections Department (ACBID) does a visual inspection and
witnesses the testing of the building drain, water service pipe and the sprinkler lead-in
connection.
• The developer/contractor is responsible to retain a Special Inspector as outlined in the updated
Albemarle County Policy for Site Utilities to perform the visual inspection and testing of all
utilities not covered by the ACSA or ACBID. This includes building sewers, water and fire line
branches between the main and the meter(s)/building(s).
• The Special Inspector's report must be submitted and approved by the Albemarle County
Engineering Department prior to a Certificate of Occupancy being issued.

1) Did not see the location of the FDC on the plans, there needs to be a fire hydrant within 100 ft of the
FDC.
2) If there is a fire in the parking garage, the hose lay necessary to reach the far end (right side of plan)
from the garage entrance is excessive. The stairs in the rear on this far end, due to retaining walls does
not appear to provide relief from this for far end for garage access. Is it possible to have an entrance on
the front, far end to facilitate an emergency in the garage area?
3) Will there be standpipe hook ups for the garage?

Ben,
RWSA has reviewed the Skyline Ridge Apartments Initial Site Plan dated 6/6/22 by Collins
Engineering and has the following comments.
General Comments:
1. Please include RWSA general water and sewer notes. Attached.
2. There may be challenges to provide adequate pressure to homes so close to the water line.
Sheet 2:
1. Please include drain line of RWSA water tank.
Sheet 3:
1. Please include drain line of RWSA water tank.
2. Call out 8" WL and 16" WL from ACSA on Colonnade drive. It currently looks like you call out
the 8" which is in the position of the 16" and the 16" is not called out.
3. RWSA tank access is limited please create an access path that models large equipment to both
travel the grade and curve of the road.
4. 12' easement for access road is not wide enough to fit large trucks and equipment that are
used for maintenance and operation.
Let me know if you have any questions.
Thanks,
Dyon Vega

existing system. All doghouse manholes must be pressure -tested before a connection is made to
the system.
7. The location of existing utilities as shown on the plans is from data available at the time of design
and is not necessarily complete or accurate. The Contractor shall be responsible for the
