Subject: SLTB202200121 Crozet Self Storage BLA and Easement Plat — Review Comments
The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once
the following comments have been addressed: [Each comment is preceded by the applicable reference, which is
to the Subdivision/Zoning Ordinances unless otherwise specified.]
[General Comment] Given the comments provided on 7/21/2022 for Final Site Plan application
SDP202200007, revise the plat accordingly to include any changes or revisions to proposed right of way
areas and any additional changes necessary.
a. Dedicate the necessary right of way and label it as "future county addition'' for a shared use path extending
from Brownsville Rd to Crozet Ave.
b. Revise any acreage counts accordingly.
2. [ 14-302 (13)(1)] Please add a date of last revision.
3. [14-302(B)(5)] Include a note that the property is subject to the Steep Slopes (Managed) Overlay District.
Remove note 11 and correct the labels on the plat. Critical slopes only apply to land outside of the
development areas.
4. [14-303(L)] New public stormwater facility and drainage easements will require a deed of dedication to be
recorded with the plat. Once all revisions to the plat have been made, staff from the Engineering Division
will draft the deeds and transmit them to the applicant. When the plat is ready to be submitted to the County
for signature/approval, signed hard copies of the deeds will also need to be submitted so that the County
Executive and County Attorney can sign them. Please contact Engineering Division staff directly if you
have further questions.

Albemarle County Engineering Services (Engineer) — David James, diames2@albemarle.org — Requested
changes, see below.
1. The 20' & var. width drainage easement should be labeled public instead of private (E9 thru E18).
2. The easement should be called `SWM FACILITY EASMENT' (El thru EC14).
3. The SWM facility easement should be offset another 10' outward and terminate the easement at the right-of-
way line.
4. The outfall SWM facility easement should be 20' minimum width (El, E2, E5) and remove the 10'
easement label & arrow.
5. Revise area total for SWM facility easement.
6. Change labels `CRITICAL' Slopes to `MANAGED' Slopes.
7. Include Line Table information for E12 thru E22, etc.
8. EC15 line should be removed.
9. Sign professional seals and update dates.

Review # 1
Dear Mr. McCollum:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as prepared by Timmons Group, dated 28 June
2022, and offers the following comments:
1. Discussions between VDOT and Albemarle County (re: SDP-2022-00007) may make the
right-of-way dedication along Rte 250 irrelevant, requiring it to be removed.
2. If the right-of-way dedication along Rte 250 is required, it will need to be deeded to the
Commonwealth. Charlottesville Residency will coordinate this between the Developer
and Culpeper District Right -of -Way Section.
3. Change the label of the sight -distance easement to "Public Sight Distance Easement."
4. Add a note: "VDOT will only maintain within the sight -distance easement to the extent
necessary to protect the traveling public."
5. Private storm water systems that carry storm water from public roadways, such as the
system going from the north end of the building to the SWM Facility and from the SWM
Facility to the southern property line, need to be within a public drainage easement to the
point of natural outfall.
6. As drawn, the public easement around the SWM Facility is inaccessible because it does
not start at the property line, and there are no public easements leading from the property
line to it. Resolving Comment 5 will likely solve this problem.
7. Add a note: "VDOT will only maintain within the drainage easements to the extent
necessary to protect the road."
