County Code section 17-410 and Virginia Code §62.1-44.15:34 requires the VSMP authority to
act on any VSMP permit by issuing a project approval or denial. This project is
approved/disapproved. The rationale is given in the comments below. The VSMP application
content requirements can be found in County Code section 17-401.
A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP
must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.

B. Pollution Prevention Plan (PPP)

C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is disapproved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-
403.

be located so it doesn't impede the Greenbrier entrance if maintenance or replacement is
necessary. Rev. 1: Please show that structure 100 is at least outside of the wheel path of the

5. Please show a SWM facility easement around the facility and a public drainage easement
around the outfall pipes. Rev. 1: The SWM facility easement seems inadequate to perform
maintenance or replace the SWM facility. Ensure there is room for equipment within the
easement. See the design standards manual, page 15 for guidance:

6. Per county code 18-4.12.17.a, vehicle access aisles that are not adjacent to parking
spaces, shall not exceed a grade of ten percent. The entrance off Greenbrier Dr.

7. Parking areas should not exceed 5% grade anywhere, in any direction. Rev. 1: Comment

8. Please show DEQ approval of remedial activities for the leaking underground storage
tank and show any necessary notes on the plan for the contractor. Rev. 1: Comment not

9. Minimum slope of storm pipes is 0.5%. Please revise the 0.10% slope. Rev. 1: Comment

10. Please show storm pipe calculations including velocity and hydraulic grade lines. Rev. 1:
Velocity should not exceed 15 ft/s. Per VDOT drainage manual 9.4.8.7, 10 ft/s max is

11. Please provide routing and calculations for the SWM design. Rev. 1: Comment addressed.
12. Ensure the SWM facility has adequate access manholes at each inlet and at the outlet.

13. [CG-201] Please clarify drainage areas and lines on the plan. Also, please clarify the
bypass labels. Is there some area that does not flow to structure 98, your ultimate
analysis point? If so, you must show compliance with channel and flood protection for
those areas. Also, your narrative mentions offsite drainage, but does now show it on the

16. Rev. 1: Based on Sheet CG-203, you appear to have 2 outfall points: 1 is ex. Structure 97
and the other is and Ex DI-2B. You must show channel and flood protection is met at
each outfall. Rev. 2: [Sheet CG-203] You must analyze the area that goes to the existing
DI-2B for channel and flood protection. This is labeled as DA- off -site. Rev. 3: Comment

17. Rev. 1: In your narrative on Sheet CG-201, you reference 97 as your outfall analysis
point, but then in flood protection you reference 100A. Rev. 2: Comment addressed.
18. Rev. 1: The outfall table on Sheet CG-201 does not show flow, only area and other

D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP.
This plan is approved/disapproved, and the reasons are provided in the comments below. The
erosion control plan content requirements can be found in County Code section 17-402.
1. Please provide a paved wash rack per the detail on page 8 of the County Design

there is an area for water to settle out from the wash rack. Rev. 1: Comment addressed.
2. Please show dust control as well as temporary and permanent seeding symbols on all E&S
sheets. Rev. 1: Comment addressed.
3. [CG-101] Maximum slope allowed is 2:1. Grading appears to exceed this in a few places.
Rev. 1: Comment not addressed. Contours are still measuring steeper than 2:1 slopes.
Revise the grading or provide spot shots and label the distance between the spots to show
the max grade is 2:1 over the slope. For example, this is 5ft of vertical change in less than

4. [CG-101] Please check 2:1 and 3:1 labels. Slope appears to be steeper than 3:1 where it

9. Please ensure you are addressing all runoff to the site. Is there any drainage coming from
the parcel to the south? There are not sufficient contours on this plan to tell, however
county GIS shows some offsite water may be draining to this site. This may affect
drainage area to the trap, etc. Rev. 1: Comment addressed.
10. The side slopes of the dry storage and embankment of the sediment trap should be 2:1 or
flatter. Plans currently show 1:1. Rev. 1: Comment addressed.
11. What is the purpose of this xcavation shown below? Can it be part of the overall

sediment trap? WET STORAGE: 453.50 `DDRev. 1: The slopes are not measuring as

13. Ensure landscaping that can withstand steep slopes is specified for the slopes steeper

The VSMP permit application and all plans may be resubmitted for approval when all comments
have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete
permit package with a completed application form.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a
meeting to discuss this review.
Process:
After approval, erosion and sediment control and stormwater management improvements must
be bonded. The bonding process begins when the plan is approved, and the applicant submits a
bond estimate request form and fee to the Department of Community Development. A plan
reviewer will prepare estimates and check parcel and easement information based on the
approved plans. The County's Management Analyst will prepare bond agreement forms, which
will need to be completed by the owner and submitted along with cash, certificates or sureties
for the amounts specified. The agreements will need to be approved and signed by the County
Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and
forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and
recorded. The County's Management Analyst or other staff will prepare the forms and check for
ownership and signature information. The completed forms will need to be submitted to the
County, who will record the agreement.
After bonding and agreements are complete, county staff enters project information in a DEQ
database for state application processing, if a DEQ permit is required. DEQ reviews the
application information based on local VSMP authority approval. At this time, the DEQ portion of
the application fees will need to be paid directly to the state. For fastest processing, this is done
electronically with the emails provided on the application. DEQ should notify applicants with

instructions on how to pay fees. When DEQ approves the application, they will issue a permit
coverage letter, which must be posted at the construction site.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction
conference. Applicants must complete the request for a pre -construction conference form and
pay the remainder of the application fee. The form identifies the contractor and responsible land
disturber, and the fee remaining to be paid. This will be checked by county staff, and upon
approval, a pre -construction conference will be scheduled with the County inspector. At the pre -
construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.
