Subject: SDP2022-00036 — 2000 Marchant — Final Site Plan
The Planner for the Planning Services Division of the Albemarle County Department of Community
Development will recommend approval of the plan referred to above when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.)
New Comments — First Review of 2000 Marchant — Final Site Plan (SDP2022-00036):
1. [32.5.2(a)] The application number for this project is SDP2022-00036. Revise the cover sheet to
include this number.
2. [32.5.2(a)] Include the appropriate legal instrument/deed book and page number for the subject
property under the owner information section on the cover sheet.
3. [32.5.2(b)] Clarify where the 13 residential units are located. It appears they might be spread
across the maker -space units and the existing two-story house. Staff recognizes that some of the
units may be new accessory dwelling units to the maker -spaces, while others are non -conforming
in the existing structures.
4. [32.5.2(a)] The managed steep slopes do not show up on the layout plat, even though there are
labels for them. (The layer on this sheet may have inadvertently been turned off.
5. [18-32.7.9] Landscapingplan
a. Where are the CF dogwoods? They do not appear to be labelled. Are they
between MS6 and the existing house?
b. Another street tree must be provided. Street landscaping is inclusive, so four
trees are required — at 0 feet, 50 feet, 100 feet, and 150 feet.
Comments from SDP2021-00078 — 2000 Marchant Street — Initial Site Plan Action Letter:
The original comments from the review and action letter for SDP2021-00078 are in gray font. Follow-up
comments from the review of the final site plan, SDP2022-00036, are in black font. Please address these follow-
up comments as well.
1. [32.5.2 (a)] The plan identifies the segment of Marchant Street that border the property on the
southwest and southeast/east as a private street, per plat recorded in DB 403 page 592. That plat
notes "Dedicated for street purposes, 50' wide." The County has evidence that the land within the

ROW that is the 50' closest to the property boundaries of TMP 07800-00-00-021HO is owned by the
County, and improvements are permissible in that area. However, ownership of land that is outside of
that 50' is uncertain. Please address the following:
a. It appears that some re -surfacing of the existing asphalt along Marchant Street falls outside of
the 50' limit. See image below. If this is true, then the owner must obtain permission from the
owners of that land to construct the proposed improvements. Rev. 1: Improvements outside of
the 50' limit have been removed. Please be aware that the parallel parking spaces that were
shown on the original plans have now been shifted to perpendicular spaces in a slightly
different location. Additional comments on this change may be forthcoming during final site
plan review as the revised 12/3/2021 has now been reviewed by all members of the Site
Review Committee (SRC).

2. [32.5.1] Please verify that the scales used on each sheet are correct. Scales state 1"=40' but it appears
the plans are drawn to 1"=20.' Rev. 1: Comment addressed.
a. Please make sure all improvements are dimensions, including walkways, exterior building walls,
parking spaces, travelways, etc. Please be aware that prior to final site plan approval, certain
features shown on the plan may need to be revised if they do not meet minimum
dimensions/standards.

3. [32.5.2 (a)] Please label all adjacent parcels with owner name, Tax Map Parcel (TMP number, zoning
district, and recorded instrument number. Comment addressed.
4. [32.5.2 (a)] Please revise the "proposed use" note on Sheet 1 so that it references
"Manufacturing/processing/assembly/fabrication/recycling and by -right accessory dwelling unit uses in
accordance with Letter of Determination application number LOD201900003." Comment addressed.
5. [32.5.2 (a)] Please revise the Zoning Overlay note on Sheet 1 so that it states "Managed Steep Slopes
Overlay District." Comment addressed.
6. [32.5.2 (a)] Please revise the setback note to state parking setbacks as follows:
a. Off-street parking or loading spaces front minimum setback: 10 feet from any public street
right-of-way.
b. Off-street parking or loading spaces side/rear setbacks: no portion of any off-street parking
space shall be located closer than 30 feet from the district boundary.

[32.5.2 (b)] Identify gross floor area of each proposed building and provide a note stating total sq.ft. for
each use proposed in a note on the cover sheet. Clarify on the cover sheet that the maker -space use is
two floors and the residential use is one floor, for a total of three floors in each structure.
8. [32.5.2(b)] Height. Label the proposed heights of each building. Comment addressed.
9. [32.5.2 (b)] Identify the impervious area proposed. Comment addressed.

10. [32.5.2 (a)] On -site dwellings and sleeping quarters accessory to commercial and industrial uses must
meet the supplemental regulations specified by Section 18-5.1.21 of the Zoning Ordinance. Please add
the supplemental regulations from Section 18-5.1.21 to the site plan, preferable on the cover sheet.

11. [32.5.2 (e)] Per attached Parks & Recreation comments, there are existing trees on site that would be
ideal to retain and not remove through construction. If those trees can/will be retained, please identify
tree protection measures on the grading plans. Please be aware that retaining existing trees can be
used to count toward the minimum canopy requirements specified by Section 18-32.7.9.8. See
Planning comment #19a and #19b below. To use existing trees as part of the landscape plan
requirements, a completed and signed tree conservation checklist must be included with the
landscaping plan. Provide a copy of this checklist in the site plan set.
12. [32.5.2 (1)] Please clearly label all proposed utility easements. Identify whether they are public or
private. State the easement type and dimensions (e.g. 20' ACSA water easement). Comment
addressed.
13. [32.5.2 (n)] Travelways and walkways within the project must meet minimum design standards from
Section 4 of the Zoning Ordinance. See Engineering comments for further information. Comment
addressed.
14. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and
lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with
requirements of Sec. 32.7.8 & Sec 4.17 of the Zoning Ordinance. See comment #20 below for further
information. Comment addressed.
15. [4.12.13] No loading spaces or dumpster pads are shown on the site plan. Please address the following:
a. [4.12.13 (c)] One loading space is required for the first 10,000 square feet of industrial floor
area plus one space for each additional 20,000 square feet of industrial floor area. Provide a
loading space calculation on Sheet 1 and show loading space location on the layout drawings.
Waiver request under review by the Zoning division. Response will be provided when review
is complete.
b. [4.12.18] Loading spaces must meet minimum design standards specified in Section 18-
4.12.18. Waiver request under review by the Zoning division. Response will be provided when
review is complete.
c. [4.12.13 (e)] Each site plan that depicts a commercial or industrial building of 4,000 gross
square feet or more shall provide a dumpster pad that does not impede any required parking or
loading spaces, nor any pedestrian or vehicular circulation aisles. Comment addressed.
d. [4.12.19] Dumpster pad areas must meet design standards specified by Section 18-4.12.19.

e. [4.12.13 (f)] Dumpster pad and loading space requirements may be modified or waived if
requested by the applicant provided that the Zoning Administrator and County Engineer
approve the findings specified in Section 18-4.12.13 (f). If the applicant seeks to waive or
modify loading or dumpster pad requirements, please submit a written request and justification
statement with the final site plan. Waiver request under review by the Zoning division.
Response will be provided when review is complete.
16. [32.6] Prior to final site plan approval, final site plan must meet all applicable requirements of Sections
18-32.6, 18-32.7, 18-32.8. Comment still applies.
17. [32.7.4.1] Approval of a VSMP Plan is required prior to final site plan approval. See attached
Engineering review comments for further information. Comment still applies.
18. [32.7.9] Please provide a landscaping plan that complies with all requirements of Section 32.7.9 on the
final site plan. This includes the following:
a. [32.7.9.4] Please identify all existing landscaping on site and label the landscaping by
species/size. Comment addressed.
b. [32.7.9.8] Minimum total landscaping canopy for the site area. 10% of the site must be
canopy area. Site area is calculated as described in Section 32.7.9.8 (c). Please provide
a calculation on the landscaping plan identifying the percentage and sq. ft. of required
and proposed canopy area. Any existing landscaping retained per comment #19a
above can be used to count toward the minimum canopy requirement. There must be a
completed and signed Tree Conservation Checklist for saving trees to be able to use
existing trees to meet canopy requirements. Include a copy of this checklist with the
landscaping plan.
c. [32.7.9.6 (a)] An area of at least five percent of the paved parking and vehicular
circulation area shall be landscaped with trees or shrubs. Provide a calculation stating
the area of parking and vehicular circulation proposed, and the landscaping area
provided. Identify trees and shrubs being used to meet this requirement. Comment
addressed.
d. [32.7.9.6 (b)] Parking lot tree requirements are one large or medium shade tree per ten
parking spaces or portion thereof. Add a calculation stating the required number of
trees and number of trees proposed. The parking space calculations require three
trees, as there are 26 spaces. Revise the calculation. However, a sufficient number of
trees are already provided.
[32.7.9.7] Screening for off-street parking or dumpster pad areas.
i. If screening for trash enclosures will be constructed instead of landscaping, a
plan and profile view construction detail of the enclosure must be provided on
the final site plan. Provide a detail of the proposed enclosure for the
dumpster.

f. Provide landscaping tables identifying the type of landscaping proposed (street tree,
parking lot tree, shrub, etc.), the quantity of each species proposed, size/height at time
of installation, spacing, etc. Include columns identifying the individual canopy area for
each species, and the total canopy proposed for each species based on the quantity
provided. These figures can be obtained from the tables in sub -comment g and h
below. Comment addressed.
g. All proposed landscaping must be species identified on the Albemarle County
Approved Plants List. Comment addressed.
h. Canopy areas for specific tree and shrub species can be obtained from the Plant
Canopy Calculations table. Comment addressed.
i. [32.7.9.9 (a)] Add a note stating "All landscaping shall be installed by the first planting
season following the issuance of the first certificate of occupancy within the
development, or a phase thereof." Comment addressed.
j. [32.7.9.9 (c)] Add a note stating "All landscaping and screening shall be maintained in a
healthy condition by the current owner or a property owners' association, and replaced
when necessary. Replacement material shall comply with the approved landscape
plan." Comment addressed.
19. [32.7.8] If any outdoor lighting is proposed, please provide a lighting plan that addresses the following:
a. [4.17] Show the location of all outdoor lighting for any luminaries equipped with a lamp
which emits 3,000 or more maximum lumens. Comment addressed.
b. [4.17] Provide a luminaire schedule identifying each type of outdoor luminaire
proposed. Include the manufacturer name, model number, lamp type (e.g. LED,
incandescent, etc.), wattage/lumens emitted, and pole/mounting height. Include a
column in the schedule that identifies the symbology used for each fixture on the
lighting plan. State the number of each outdoor luminaire provided by type. Comment
addressed.
c. [4.17] Provide a table with photometric data for each luminaire type. Comment
addressed.
d. [4.17] Show photometric measurements within the site and along all property
boundaries. Please be aware that Albemarle County requires photometric plans to use
a Light Loss Factor (LLF) of 1.0 to calculate footcandle measurements on site plans.
Please be aware that the spillover of lighting from luminaires onto public roads and
property in residential or rural areas zoning districts shall not exceed one-half foot
candle. The LLF for light C4 needs to be at 1.0 in the schedule. Revise.
e. [4.17.4 (a)] Provide manufacturer cut sheets for all outdoor luminaires that will emit
3,000 lumens or greater. Be sure that the cut -sheets identify that these luminaires will
be equipped with full -cutoff fixtures. Comment addressed.

f. [4.17A (b)(1)] Add a note to the lighting plan stating, "The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one-half foot candle." This note does not appear to be on the lighting
plan.
g. [4.17A (b)(1)] Add a note to the lighting plan stating, "All outdoor luminaries emitting
3,000 lumens or greater shall be equipped with a full -cutoff fixture." This note does
not appear to be on the lighting plan.
h. [4.17A (b)(2)] Add a note to the lighting plan stating "All outdoor lighting, regardless of
the amount of lumens, shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads " This note does not appear to be on
the lighting plan.
20. Prior to final site plan approval, easement plat for all proposed easements must be approved and
recorded. Once the easement plat is recorded, update all new easement labels to state the easement
type, dimensions, and recorded instrument (deed book and page number). Comment still applies.
Easement plat needs to be submitted for review.

Matt Wentland, mwentland@albemarle.org — Requested changes; see the comments below:
1. The VSMP application will need to be approved before site plan approval.
2. The stormwater easements will need to be platted and recorded prior to site plan approval.
3. Provide an exhibit showing what sight distance is available with the proposed layout. A site visit may be
needed to further investigate the proposed entrances.
4. Provide a detail/wall design to ensure the wall construction will not encroach on the neighboring property. A
temporary easement may be needed.
5. Show and label all stormwater and drainage easements on the plans.

Albemarle County Parks and Recreation

The Final Site Plan SDP202200036 raises questions and concerns about the health and survival of existing large
canopy trees along Broadway Street which are identified for protection and preservation on the site plan.
The degradation or loss of these large canopy trees - including the 35" Hickory tree, which is by far the largest
tree on Broadway Street - would be detrimental to and incompatible with the "Placemaking" focus area of
Albemarle County's Broadway Blueprint plan, which includes the vision of an inviting, enhanced streetscape
with artistic, environmental, and bike/ped characteristics.
Specifically, the degradation, decline, and/or death of the existing large canopy trees identified for protection
and preservation seem like a significantly likely possibility, based on: 1.) the configuration and extent of
proposed demolition, land disturbance, and impermeable improvements shown on Sheets L 103 (Demo Plan) and
L104 (Layout Plan); and 2.) the location and minimal extent of proposed Tree Protection measures shown on
Sheets L105 (Grading Plan), L106 (Utilities Plan), and L107 (Landscape Plan).
ACPR staff recommends expanding the tree protection measures, and reducing or relocating some proposed
improvements (such as providing some parking in the adjoining ROW and/or providing some parking off -site in
the adjacent property through the use of a shared parking agreement).
ACPR staff also acknowledges the applicant's statement (dated 5/27/2022) that "these trees are important to the
owner as they add a lot of character to the site," and further acknowledges that this project includes consultation
with local arborists to "study, advise, and monitor the health of these trees during the planning and construction
phase." Thank you.
Albemarle County Building Inspections

Albemarle County Department of Fire -Rescue

1) During demolition and/or construction, the following fire prevention steps are required, so please note them
on the plan:
a) Smoking shall be prohibited in areas where smoking makes conditions such as to make smoking a hazard
and these areas shall be designated with no smoking signs per Virginia Statewide Fire Prevention Code.
b) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per
Virginia Statewide Fire Prevention Code.
c) Per the Virginia Statewide Fire Prevention Code, vehicular access for firefighting shall be provided at all
construction and demolition sites, including access to within 100 ft. of temporary or permanent fire department
connections, and have no overhead wiring or other overhead obstructions lower than 13 ft. 6 inches; this access

may be via permanent or temporary road, but shall be capable of supporting fire apparatus in all weather
conditions.
d) Contractor shall ensure the street numbers are always plainly visible from the frontage street during
construction per the Virginia Statewide Fire Code
e) An approved water supply for firefighting operations shall be in place and available as soon as combustible
materials arrive on site.
f) Waste and combustible debris shall be removed from the building at the end of each day and disposed of
in accordance with the Virginia Statewide Fire Code
g) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on
all floor levels where combustible materials have accumulated, in every storage and construction shed and in
areas of special; hazards, such as where flammable and combustible liquids are stored or used, in accordance
with the Virginia Statewide Fire Code
h) Operations involving the use of cutting and welding shall comply with the Virginia Statewide Fire
Prevention Code and shall require a permit from the Albemarle County Fire Marshal's Office
Albemarle County Service Authority (ACSA)

The portion of water main, where Broadway Street and Marchant Street meet, has been relocated. An updated
survey of the water main in this area should be done.
Show the existing gate valve along Marchant Street at the Woolen Mills site entrance.
Confirm the building types for unit/building.
There is an existing hydrant to the West of the site. The proposed hydrant should be proposed more to the east
to provide better coverage to MS5 - MS8.
ACSA is currently going through the design of replacing the water main along Broadway Street, from Franklin
Street to the Woolen Mills entrance. Confirm anticipated construction schedule for any necessary coordination.
