This project is approved/disapproved. The rationale is given in the comments below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Please note that the SWPPP on site will need to updated to include these stamped approved plans once they are approved. 2. Please provide an updated overall coverage map for the entire area covered by VAR101<793, including the increased area with this plan. 3. Please provide an updated registration statement showing the modification/increased area. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Please provide a PPP specific for this amendment. It appears two PPP exhibits maybe necessary since note #7 on Sheet 12A relocates PPP items. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is disapproved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17- 403. 1. Nutrient credits must be purchased before plan approval. Please contact Ana Kilmer[akilmer@albemarle.org or 434-296-5832 x3246] before purchasing credits. 2. Since the first assessed waterway downstream of the LDA has an applicable impairment (red) as shown on the dataviewer (https://vadeq.maps.arcgis.com/a pps/webappviewer/index.html?id=227927eefaf64c478 53c081760077216), nutrient credits should be purchased in accordance with the following hierarchy: a. Upstream of where the discharge reaches impaired waters, if credits are available; Engineering Review Comments Page 2 of 4 b. Within the same 12-digit HUC, if credits are available; c. Within the same 10-digit HUC, if credits are available; d. Within the same 8-digit HUC, if credits are available; e. Within an adjacent 8-digit HUC within the same tributary, if credits are available; or f. Within the same tributary. 3. SWM maintenance agreement may need to be recorded before plan approval. Please contact Ana Kilmer[akilmer@albemarle.org or 434-296-5832 x3246] to complete this process. 4. Ensure TMPs on cover sheet are correct and up-to-date with the latest parcels. 5. Preserved slopes cannot be disturbed. It appears preserved slopes are proposed to be disturbed with this amendment. If stating that slopes are less than 25%, please provide updated survey exhibit per County Code 18-30.7.4.b.h. 6. Please label the stream at the level spreader outfall as the type of stream it is or remove the stream linetype. Buffer applies to perennial streams in this area. 7. Ensure there are access manholes in the underground storage facility at all inverts and at the weir. 8. Provide safety slabs for structures deeper than 12 ft. 9. Engineering requests the proposed level spreader location is staked out and a site visit is scheduled. Please contact engineering to schedule a site visit. 10. Proposed slope of HDPE from YD3 to CO1 seems too steep. Please provide manufacturer recommendation that pipes and structures can handle such a steep slope. 11. Please show the drainage area for the level spreader. Calculations show 7.23 AC, but drainage area is unclear on the plans. 12. Vegetated filter strip should have a permeable berm at the toe as outlined in DEQ Spec #2. 13. Please remove the grading note on sheet 15 and ensure all grading shown meets County Code 18.4.3.3. 14. Please provide the excel spreadsheet for the charts on Sheet 19. 15. Please label easements around underground storage and level spreader as SWM facility easement. 16. Please provide yard drain design table. 17. There is drainage area that is not collected in storm drains or a stormwater management facility. Please show that 9VAC25-870-66-D is met. 18. Please clarify areas used for VRRRM method. Areas A & B are shown and add up to 23.45 AC. However, another note on the plan says the area used is 30.14 AC. 19. How is drainage handled with the proposed retaining walls? Please show drains or swales. Ensure the water from these drains or swales does not cause erosion. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved/disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Please ensure this E&S plan matches the approved exhibit dated 8/2/22. This includes an added sediment trap as well as a reverse slope bench detail. 2. Please clarify in the sequence of construction how the contractor should modify the existing wet pond 4 structure as outlined in the SWM calculations. Engineering Review Comments Page 3 of 4 3. Provide applicable E&S details, such as blankets and matting. Ensure type 2 is specified because of the steep slopes. 4. Construction road stabilization (CRS) is mentioned in the sequence of construction, however there does not appear to be a detail or a label anywhere on the plan. Please show CRS where necessary. 5. [Sheet 12C] It is unclear where/how the trucks will access the proposed new location of the construction entrance. 6. Ensure all leaders point to the correct location. It appears this leader is in the wrong PROPOSED EXPANSION OF THE LIMITS OF DISTURBANCE, TYP. location: The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process: After approval, erosion and sediment control and stormwater management improvements must be bonded. The bonding process begins when the plan is approved, and the applicant submits a bond estimate request form and fee to the Department of Community Development. A plan reviewer will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted to the County, who will record the agreement. After bonding and agreements are complete, county staff enters project information in a DEQ database for state application processing, if a DEQ permit is required. DEQ reviews the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter, which must be posted at the construction site. Engineering Review Comments Page 4 of 4 After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants must complete the request for a pre -construction conference form and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
